The City of Dover Police Department was established in 1925 when Mr.
In 1929, a charter change resulted in Council President Woodford being selected as Dover’s first Mayor.
These same two rooms housed the police department since 1934.
By 1936, the Dover Police Department boasted seven full time sworn officers, including Chief Farr, a Lieutenant and five Patrolmen.
The department would see a second new patrol vehicle in 1945.
On, July 1, 1949, the City of Dover Police Department was relocated to 12 King Street, which had been the private residence of the late Doctor Cecil de J. Harbordt.
Personnel in 1956 numbered eighteen sworn officers and eight civilian employees.
By the mid 1960’s the department had grown to a 38-man force and was hoping to get to 46 men.
The department grew with the population and added the Detective Bureau in 1962.
By 1966 the department had grown to 48 men while the township population grew to about 40,000 people.
On March 2, 1967 the department approves its second new patch for the uniform.
On November 31, 1967, Chief Turner retired after serving the citizens of Dover for eighteen and one-half years.
In November 1967 Chief Richard Clement was at Robert Miller Air Park in New Jersey waiting for his stepson, Michael Powell.
In December 1967 he started the “Support America Campaign”. DTPD became the first police department to place American flags on the fenders of the police cars.
In 1968, there were 24 sworn officers, 5 civilians and a budget of $42,154.00.
In 1969, there were approximately 16,000 residents in the City of Dover’s nine square mile area, which was protected by 38 officers and 7 civilians.
Dover Township Police became one of the first in the state when they issued the Colt Government Model .45 caliber automatic handguns to the members of the Tactical Squad in 1974.
In August of 1975 the Law Enforcement Center opened on Oak Avenue.
In 1975 the weapons were issued to all the patrol officers.
In 1977 the Department began programs that were designed to bring the police department and the community closer together.
Chief Spence retired in 1979.
In 1980 the department had 116 officers and about 60 vehicles, including Ford and Chrysler patrol cars.
On November 19, 1982, the City of Dover Police Department building was rededicated and named the James E. Turner Sr. building.
Chief James L. Hutchison was appointed as Chief of Police in May of 1988.
In 1988, there were 56 officers and 18 civilians employed by the police department.
Chief Hosfelt’s career began in 1988 when he attended the police academy after serving seven years active duty with the United States Air Force.
By 1989 the department had 127 officers.
By the early 1990’s the department had grown to 137 officers.
In 1992, Chief Hutchison retired.
In 1993 the department implemented a bicycle patrol.
In June of 1997, Keith I. Faulkner was appointed as Chief of Police for the City of Dover Police Department, becoming the tenth Chief of Police.
Chief Smith retired from the department in 1997.
For the year ending in 1997, there were 81 sworn officers, 26 civilian employees and 5 volunteers and a budget of $7,040,000.00.
On March 2, 2001, the Honorable Mayor of the City of Dover, Mayor James L. Hutchison, swore in Major Jeffrey Horvath as Chief of Police.
In October of 2001 a resolution was passed for 1.8 million dollars to update the department’s radio system.
May 22, 2002 was a fantastic day for the Dover Police Department and Chief Horvath; Pfc.
In October 2002, the new Motorcycle Unit was started.
During January 2003, Chief Horvath was able to re-create a position, which had been lost approximately 5 years previous.
August 5, 2004 was another mile stone in the history of the Dover Police Department and Chief Jeffrey Horvath.
September 9, 2004 the department received funding from the COPS office in the form of a grant which enables the department to place two officers into our local schools.
July 1, 2005 the authorized strength of the Dover Police Department was increased from 87 sworn members to 90 sworn officers.
On November 7, 2006, the citizens of Dover Township voted on a name change.
In April 2008 the department implemented the Spillman Technologies system for computer assisted dispatch, officer reports, records, evidence/property management, Uniform Crime Reporting and data analysis.
In 2010, Chief Hosfelt created the Crime Scene Investigation (CSI) Section.
On August 16, 2011 the Toms River Law Enforcement Center was dedicated as the Chief Richard Clement Law Enforcement Center.
In 2011, the Dover Police Department continued to “do more with less”. Budget constraints made it necessary for the men and women of the Dover Police Department to work harder and smarter than ever due to the reduction of staffing levels.
On October 29, 2012 Superstorm Sandy struck the east coast and devastated Toms River.
Also in 2012, the Dover Police Department partnered with the Bureau of Alcohol, Tobacco and Firearms and assigned a detective to their task force.
On June 26, 2013 the new constructed municipal court house and violations bureau was opened at the Chief Richard Clement Law Enforcement Center.
In September of 2013 the Toms River Police Emergency Services Unit (ESU) Vehicle 205 went in to service.
In 2013, Chief Hosfelt continued to find new ways to not only solve crime, but prevent it by making Dover a safer city through information sharing.
In 2013 the department implemented the use of a video system in patrol vehicles.
At 12:55 a.m. on January 1, 2014 while he was in his first hour as Chief, Chief Little’s leadership was called upon when a shooting with multiple victims occurred at the Ramada Hotel on Rt.
On January 1, 2014 Captain Mitchell Little was sworn in as the 9th Chief of Toms River Police.
After serving four years as Chief of Police and 26 years with the department, Chief Hosfelt retired in April of 2014.
In April of 2014 a new animal facility was opened on the grounds of the Law Enforcement Center.
In October of 2014 the department introduced the use of 3 Ford Explorer Police Interceptor patrol vehicles.
In November 2014 the Dover Police Department installed a prescription drug drop off box in the lobby of the police department, the box is the responsibility of the DVOC Unit.
February 2016 marked the initiation of Police Athletic League (PAL) program with the dedication of one full time police officer in hopes of connecting with community youth.
Hannon followed the loss of Patrolman Robert DaFonte and Cadet James Watts in February of 2017, as a result of an off-duty automobile accident.
In May of 2017, Chief Marvin C. Mailey was named the selected to lead the Dover Police Department.
The Dover Police Department swore in it’s 15th police chief in its 95th year of serving the City of Dover on February 13th, 2020 in the Chief James L. Hutchison Public Assembly Room at the Dover Police Department.
