JOB DEFINITION:
The STAR Center is 24-hour 7 days a week shelter with a multi-disciplinary team that provides assertive engagement, intensive services and temporary shelter to people experiencing homelessness. The Outreach Case Manager provides outreach, engagement, and ongoing services to clients outside of the STAR Center. This position supports the case management team and the Neighborhood Coordinator in assisting individuals with obtaining temporary shelter through assertive engagement with those experiencing homelessness in the immediate vicinity of the shelter. This position also supports clients within the shelter as needed. This position requires a high degree of coordination and collaboration with other DESC programs as well as outside agencies to ensure successful transition of ongoing care for shelter guests.
MAJOR DUTIES AND RESPONSIBILITIES:
Outreach & Engagement
Participate as a member of a multi-disciplinary team of a neighborhood coordinator, case managers, service coordinators, clinical staff, and peer support to provide a variety of services focused on accessing emergency services and stabilizing clients inside and outside the center.
Be a welcoming presence and actively patrol both the interior and exterior of the STAR Center, assertively and positively engaging clients and individuals congregating outside the building to build relationships, discouraging loitering, and providing resources (as appropriate).
Provide outreach and assertive engagement services to individuals experiencing homelessness or crisis in the immediate vicinity of the STAR Center.
Assist in training clinic staff on de-escalation skills and leading crisis response drills.
Intervene in crises and emergencies (medical, behavioral health, interpersonal) inside and in the immediate vicinity outside the building. Participate in both verbal and hands-on de-escalation in emergent situations and initiate action as required, including communicating with emergency response systems and facilitating a higher level of care.
Help ensure cleanliness of lobby area and other common spaces within the building.
Become certified in enhanced behavioral de-escalation training and maintain annual re-certification.
Develop and maintain strong collaborative relationships with DESC staff and other service and resource organizations to ensure full continuity of care for clients.
Participate in educating staff and guests regarding community resources for homeless clients with mental illness/co-occurring disorders.
Provide survival resources, hygiene products, and harm reduction supplies to meet basic needs and build rapport, as appropriate.
Maintain a clean and healthy environment inside and in the immediate vicinity outside the building.
Support clients with achieving and maintaining healthy living conditions in the shelter. This can include but is not limited to attending care conferences related to living conditions, outreaching and supporting clients in their shelter rooms with tools and skills to maintain their rooms, coordinating with other shelter staff, participating in cleaning out clients' rooms, and documenting barriers to maintaining healthy living conditions.

Requirements
MINIMUM QUALIFICATIONS:
Current Washington Department of Health minimum credential as an Agency Affiliated Counselor or ability to obtain the credential upon hire.
Relevant bachelor's degree in social work, psychology, or related behavioral science, OR
A combination of 1 year* of relevant paid work experience and demonstration of the ability to perform required job duties

JOB DEFINITION:
We are looking for On Call Client Engagement Specialists (CES) who will work within the larger Client Engagement Team spanning two locations: Hobson Clinic and the Downtown Behavioral Health Center.
Hobson Clinic is an integrated behavioral and physical health outpatient clinic jointly operated by DESC and Harborview Medical Center (HMC). The Clinic provides holistic health care services to thousands of community members annually with a focus on improving health care access for people who have experienced barriers to conventional health services. The Clinic specializes in serving people living on lower incomes, people living homeless, and people living with complex physical and mental health conditions and substance use disorders.
The Downtown Behavioral Health Center is operated by DESC and support a variety of clinical staff and programs ranging from outpatient behavioral health, substance disorder treatment, supportive employment, medical, and drop-in services. The clinical programs located in Pioneer Square serve a myriad of clients daily to address complex needs related to their mental and physical health.
The CES team monitors the safety and security of the clinics by managing the milieu of the main lobby/building and engaging clients. The CES team will also be tasked with providing trauma-informed support to clients and patients utilizing Hobson clinic and Pioneer Square by employing various de-escalation skills and tactics, both verbal and hands-on approaches, while in coordination and consultation with the wider clinical and medical teams.
The CES team supports DESC's Good neighbor policy in public spaces adjacent to clinics and ensures the community milieu around DESC buildings are welcoming and approachable.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Be present in all main operating areas of both Hobson and Pioneer Square clinics for client engagement and de-escalation purposes only. Be a welcoming presence and direct clients to the services they are seeking, at times escorting to designated area, and walking regular rounds in both low and high-risk areas of the clinic, including area immediately outside of the clinic.
Be present in outside spaces near to the clinic for community visibility and client engagement. Be a welcoming presence, orient community members and clients to DESC services, walk regular rounds in the neighborhood, escort clients and prospective clients to nearby DESC buildings, and participate in clean-up activities.
Initiate and maintain appropriate social interactions with clients. Integrate experience with behavioral health and substance use conditions into work with clients.

About the Opioid Recovery & Care Access (ORCA) program
DESC's ORCA program provides compassionate, low-barrier, and evidence-based care to individuals who are recovering from opioid overdose and those seeking treatment for opioid use disorder (OUD). The ORCA Center, our brick-and-mortar location, provides post-overdose subacute stabilization services and provides walk-in access to medications for opioid use disorder (MOUD). The ORCA Patient Outreach Division (POD) delivers field-based MOUD care - meeting people where they literally are in the community.
ORCA Center
The ORCA Center is open 24 hours per day, 7 days per week, including holidays. It is staffed by a multidisciplinary team, including providers, nurses, medical assistants, peers, and milieu specialists. The ORCA Center offers four overlapping types of services:
Care to individuals in stable condition who have experienced an opioid overdose, brought to the ORCA Center by first responders or transferred from local emergency departments.
Rapid initiation of medications for opioid use disorder (MOUD), including buprenorphine (sublingual and long-acting injectable) and methadone (under the “72-hour rule”, or CFR Title 21 §1306.07 (b)), for people with OUD, regardless of whether an opioid overdose has recently occurred.
Harm reduction counseling and OUD-related physical and behavioral health services.
Follow-up care for individuals who have started MOUD to ensure support in MOUD continuation.
ORCA POD
ORCA POD is ORCA's field-based care team, bringing MOUD induction, stabilization, and maintenance services as well as education and other supports directly to patients in the community. ORCA POD operates during business hours (Monday through Friday, 9 a.m. to 5 p.m.). ORCA POD is a multidisciplinary team, including providers, nurses, and peers, operating across several geographic areas throughout the greater Seattle region including:

Areas without easy access to low-barrier MOUD services
JOB OVERVIEW:
The POD Provider delivers flexible, trauma-informed clinical care in the field and supports rapid initiation and continuation of medications for OUD (MOUD). This role works closely with DESC's Mobile Integrated Health (MIH) partners at the Seattle Fire Department (SFD) to coordinate targeted outreach, create pop-up MOUD access points, and conduct follow-up with individuals after overdose or acute events.
The POD Provider may also support the DESC ORCA Center, which operates 24/7 offering rapid MOUD access and post-overdose care. This is a clinical, non-supervisory position.
MAJOR DUTIES AND RESPONSIBILITIES:
Field-Based Clinical Care and Community Engagement:
Provide evidence-based MOUD treatment (buprenorphine, including LAI formulations; methadone under the 72-hour rule) in a variety of community settings.
Provide telemedicine care to patients and remote consultation for nurses in the field.
Deliver low-barrier clinical assessments, MOUD initiations, acute follow-up, and ongoing management for individuals engaged in outreach.

Education/Training Requirements:
Master's degree in social work, Counseling, or a related field,

Minimum of one (1) year of clinical services management experience in a health care setting.

Pay Transparency Requirements:
Compensation for this role is between $90,000.00 - $138,827.52 and placement in the range will vary based on years of experience and education.

JOB DEFINITION
DESC is seeking an experienced Senior Program Manager who is interested in strengthening systems, supporting a team of program leaders, and contributing to high-quality crisis and diversion services for some of our community's most vulnerable residents. This role provides senior leadership for facility-based crisis and diversion services within DESC's Mobile Response Department.
In this role, you will oversee a multidisciplinary crisis stabilization program that provides essential mental health, substance use, and healthcare services to those experiencing an acute crisis and a diversion funds program that provides targeted financial assistance to help individuals connect to stable housing or reunite with family. Program scope may expand as services evolve.
You will lead and support program managers and coordinators, helping ensure services are delivered safely, equitably, and in alignment with DESC's mission and values. Program Leadership & Operations

JOB DEFINITION:
The Clinical Support Specialist works under the direction of the CSS Supervisor or Project Manager, and collaboratively as part of an integrated care team including other CSSs, Housing Stabilization Specialists, Residential Counselors, clinical case managers, and other outside provider agencies to provide and coordinate clinical services for tenants. This position offers case management and mental health services to tenants as well as coordinating care with other providers as appropriate.
MAJOR DUTIES AND RESPONSIBILITIES:
Facilitate engagement of tenants through creative, equitable, culturally relevant, and resourceful strategies that build trust and confidence; publicize service availability.
Develop and routinely update an Integrated Service Plan (ISP) in collaboration with tenants, case managers, and other staff, outlining goals and strategies to ensure housing success.
Identify and coordinate those case management elements that will be provided by DESC case managers or case managers from outside provider organizations.
Support tenants in maintaining safe and healthy unit conditions and passing apartment inspections. This may include hands-on assistance cleaning apartments, arranging and monitoring caregiver/chore-worker services, and/or teaching and modeling independent living skills.
Directly provide case management services not covered by other providers.

About the Opioid Recovery & Care Access (ORCA) program
DESC's ORCA program provides compassionate, low-barrier, and evidence-based care to individuals who are recovering from opioid overdose and those seeking treatment for opioid use disorder (OUD). The ORCA Center, our brick-and-mortar location, provides post-overdose subacute stabilization services and provides walk-in access to medications for opioid use disorder (MOUD). The ORCA Patient Outreach Division (POD) delivers field-based MOUD care - meeting people where they literally are in the community.
ORCA Center
The ORCA Center is open 24 hours per day, 7 days per week, including holidays. It is staffed by a multidisciplinary team, including providers, nurses, medical assistants, peers, and milieu specialists. The ORCA Center offers four overlapping types of services:
Care to individuals in stable condition who have experienced an opioid overdose, brought to the ORCA Center by first responders or transferred from local emergency departments
Rapid initiation of medications for opioid use disorder (MOUD), including buprenorphine (sublingual and long-acting injectable) and methadone (under the “72-hour rule”, or CFR Title 21 §1306.07 (b)), for people with OUD, regardless of whether an opioid overdose has recently occurred.
Harm reduction counseling and OUD-related physical and behavioral health services.
Follow-up care for individuals who have started MOUD to ensure support in MOUD continuation.
ORCA POD
ORCA POD is ORCA's field-based care team, bringing MOUD induction, stabilization, and maintenance services as well as education and other support services directly to patients in the community. ORCA POD operates during business hours (Monday through Friday, 9 a.m. to 5 p.m.). ORCA POD is a multidisciplinary team, including providers, nurses, and peers, operating across several geographic areas throughout the greater Seattle region including:
Permanent Supportive Housing (PSH)
Emergency shelters
Encampments or unsanctioned sites
High-need geographic zones identified in collaboration with DESC and community partners
Areas without easy access to low-barrier MOUD services
JOB OVERVIEW:
The ORCA Provider Supervisor is a physician, board certified or eligible in addiction medicine, who will work clinically at both the ORCA Center and with the ORCA POD team, support the hiring and supervision of the ORCA Program providers (FTE 5-6), and, together with the rest of the ORCA leadership team, be accountable for the clinical outcomes and impact of the ORCA Program.
This position has administrative duties associated with planning, hiring, quality assurance/improvement, and collaboration with other health system partners. Additional activities include engagement on behalf of DESC in related healthcare and public health system policy work, and leadership support and/or direct involvement in DESC evaluation and other research efforts. This position will interface closely with ongoing efforts at DESC to care for individuals with opioid use disorder or at risk of opioid poisonings, through a variety of harm mitigation and treatment efforts.

In coordination with the Agency Medical Director, Agency Nursing Director, ORCA Senior Medical Lead, and other members of the ORCA leadership, the ORCA Provider Supervisor will support the operation and progress improvement of the services provided by the ORCA Center and POD.
Provide and document clinical supervision of the 5-6 providers in the ORCA Program.
Collaborate closely with the ORCA Center Operations Manager and ORCA Center Nurse Supervisors in the strategic structuring, recruitment, hiring, orientation, training, and supervision of a float pool of providers to work as needed to fill gaps in ORCA Center staffing.
Supervise and evaluate assigned staff, encompassing clinical performance, work efficiency and output, and team collaboration.
Incorporate an equity framework for all aspects of work across the ORCA Program in collaboration with other leaders.
Participate in DESC medical staff leadership meetings, as schedule allows.
Collaborate with other DESC leadership staff and teams whose work interacts with the ORCA Program for enhanced client care coordination and improved client experience as they seek services from different DESC programs.
Support ORCA Program staff meetings, including discussion of complex cases, clinical performance standards, literature reviews, and general information sharing.
Develop and maintain collaborative relationships with internal and external parties, including partner agencies, funders and relevant other entities.
Clinical
Provide evidence-based MOUD treatment (buprenorphine, including LAI formulations; methadone under the 72-hour rule) in a variety of community settings.
Provide telemedicine care to patients and remote consultation for nurses in the field.
Deliver low-barrier clinical assessments, MOUD initiations, acute follow-up, and ongoing management for individuals engaged in outreach.
Conduct harm reduction counseling, including safer-use strategies and overdose prevention planning.
Provide screening, testing, and treatment related to infectious diseases commonly affecting people who use drugs (HCV, HIV, STIs).
Manage common conditions such as skin and soft tissue infections and connect individuals to primary care or mental health services as needed.
Participate in Seattle Fire Department Mobile Integrated Health joint outreach operations, pop-up MOUD access points, and targeted “hot spot” engagement based on real-time overdose and EMS data.
Support field-based follow-up after overdose, SFD encounters, or ORCA Center visits to ensure MOUD continuation and reduce treatment drop-off.
Other
Provide in-service education to ORCA Center staff at all levels.
Work with quality assurance and others to verify compliance with administrative rules such as and not limited to patient and records privacy.
Participate in research and program evaluation activities related to the ORCA Program as capacity allows.
Demonstrate the ability to work effectively under supervision, as part of a multi-disciplinary team, and independently, when necessary.

Requirements
MINIMUM QUALIFICATIONS:
Active Washington State Department of Health license as a physician.

Job Overview:
This role will provide direct clinical care within the DESC Opioid Recovery and Care Access (ORCA) Center. The ORCA Center is estimated to start clinical services in late summer to fall 2025 and will eventually be open 24 hours per day, 7 days per week, including holidays. It will offer four overlapping types of services, delivered by a team of prescribers, nurses, medical assistants, peer specialists and milieu specialists, with operational leadership support:
Care to individuals in stable condition who have experienced an opioid overdose, brought to the ORCA Center by first responders or transferred from local emergency departments.
Rapid initiation of medications for opioid use disorder (MOUD), including buprenorphine (sublingual and long-acting injectable) and methadone (under the “72-hour rule”, or Code of Federal regulations Title 21 §1306.07 (b)), for people with opioid use disorder (OUD), regardless of whether an opioid overdose has recently occurred.
Harm reduction counseling and OUD-related physical and behavioral health services, such as hepatitis C testing and treatment and HIV pre-exposure prophylaxis.
Follow-up care, at the ORCA Center or at times field-based, with individuals who have started MOUD to ensure support in MOUD continuation.
This is a clinical role without administrative or supervisory duties.
PRIMARY RESPONSIBILITIES:
Clinical Care

JOB OVERVIEW:
This role will provide direct clinical care within the DESC Opioid Recovery and Care Access (ORCA) Center. The ORCA Center is estimated to start clinical services in late summer to fall 2025 and will eventually be open 24 hours per day, 7 days per week, including holidays. It will offer four overlapping types of services, delivered by a team of prescribers, nurses, medical assistants and peer specialists, with operational leadership support:
Care to individuals in stable condition who have experienced an opioid overdose, brought to the ORCA Center by first responders or transferred from local emergency departments.
Rapid initiation of medications for opioid use disorder (MOUD), including buprenorphine (sublingual and long-acting injectable) and methadone (under the “72-hour rule”, or Code of Federal regulations Title 21 §1306.07 (b)), for people with opioid use disorder (OUD), regardless of whether an opioid overdose has recently occurred.
Harm reduction counseling and OUD-related physical and behavioral health services, such as hepatitis C testing and treatment and HIV pre-exposure prophylaxis.
Follow-up care, at the ORCA Center or at times field-based, with individuals who have started MOUD to ensure support in MOUD continuation.
Before the ORCA Center opens, this role will focus on supporting the DESC Opioid Treatment Network team, an outpatient OUD treatment team, to provide care for clients with OUD and related health conditions. After the ORCA Center's opening, responsibilities will transition to the Center's clinical operations.
This is a clinical role without administrative or supervisory duties.
PRIMARY RESPONSIBILITIES:
Clinical Care
Provide evidence-based treatment for OUD, including initiation and management of buprenorphine (sublingual and long-acting injectable) and, according to DESC protocols, methadone initiation.
Conduct harm reduction counseling and provide services related to infectious diseases such as syphilis, hepatitis C, and HIV (including PrEP).
Manage and treat conditions commonly seen in individuals with OUD, such as skin and soft tissue infections and linkage to mental health care.
Perform initial health assessments and follow-up visits for individuals starting or continuing MOUD.
Educate patients on health-related topics, treatment plans, and harm reduction strategies.
Document clinical care in accordance with DESC and regulatory standards.
Care Coordination
Collaborate with an interdisciplinary team of clinicians, peer specialists, and social workers to provide holistic care.
Ensure continuity of care for individuals transitioning between ORCA Center services and other health care providers.
Professional Development
Stay updated on best practices in addiction medicine and harm reduction through continuing education.

Requirements
MINIMUM QUALIFICATIONS:
Licensed as a Nurse Practitioner (Family or Adult NP) or Physician Assistant in the State of Washington.
Registration with the Drug Enforcement Agency.
Experience or training in addiction medicine and harm reduction.

The Mobile Rapid Response Crisis Team (MRRCT or “Meerkat”) at DESC, is a county funded program responsible for addressing the imminent and emergent needs of community members in crisis, in the central region of King County primarily covering the entirety of Seattle. JOB DESCRIPTION:
The MRRCT Day Shift Project Manager is responsible for overseeing a highly motivated and effective crisis response outreach team, representing the roles of Clinical Supervisors, Mental Health Professional Outreach Specialists, Certified Peer Outreach Specialists, and Behavioral Health Outreach Specialists. This team will respond to the crisis needs of community members throughout the central region of King County, as dispatched by Crisis Connections/988, and will provide follow up care or recommendations as deemed clinically appropriate.
The Day Shift MRRCT Project Manager will be responsible for overseeing their team's collaborative and engaging connections with law enforcement, fire/medics, designated community responders, emergency room staff, and crisis connections dispatch team, as well as other community partners and referents.
MAJOR DUTIES AND RESPONSIBILITIES:
Program Operations
Under the supervision of the MRRCT Sr. Program Manager, oversee the day shift and flex shift operations of the program in continuity with swing and night shift programming.
Understand expectations and implement shift work of MRRCT as described in King County's Provider Manual.
Manage and provide oversight of the 24/7 scheduling for MRRCT services.
Oversee hiring functions to ensure full staffing across all shifts and position types.
Ability to work flexible hours as required by program and staffing needs including evenings, weekends, or holidays. This includes sharing on-call duties and covering shifts as necessary.
Assure continuity of services with other DESC programming as necessary.
Participate in verbal de-escalation and supportive restraints in emergent situations and be able and willing to assist other staff as needed to maintain a safe, secure environment.
Monitor for good working conditions all vehicles in MRRCT fleet, in collaboration with DESC's Fleet Manager, and ensure vehicle and driver safety policies and procedures are followed by all team members. Report and respond to issues promptly.
Compliance
Ensure that MRRCT operates in compliance with contract, licensing and relevant regulatory requirements.
In conjunction with DESC's Data Systems Administrator, coordinate data collection and reporting to King County.
Oversee quality assurance of clinical documentation so staff maintain current and complete clinical records, and that documentation complies with the agency's clinical accountability policies and procedures and contract requirements.
Participate in quality assurance reviews when assigned.

Supervision & Clinical Oversight
Provide routine administrative and clinical supervision of three (3) Clinical Shift Supervisors, (Day Shift Peer Supervisor, Day Shift MHP Supervisor, Day Shift Flex/Follow Up Care Supervisor), including performance evaluations on a regular and scheduled basis and maintain supporting documentation in confidential supervision and personnel files.
Train MRRCT staff in relevant skills and procedures that meet agency and various contract requirements.
Provide specific crisis intervention and other relevant training.
As a member of a multi-disciplinary team, provide multi-axial assessments, substance use disorder (SUD) assessments, crisis intervention, stabilization and meaningful engagement to adults referred to MRRCT in the field as necessary.
Assure implementation of program development in congruence with principles of recovery-based services and mentor staff on conducting work within a Recovery framework.
Participate in psychiatric consultation, supervision, program meetings and in-service trainings; participate in clinical reviews and case conferences for clients as necessary.
?Maintain strong knowledge of the collective bargaining agreement between management and union represented staff. Assure compliance with same.
Provide clinical consultation as needed for the evaluation of the psychiatric, substance use, and housing needs of clients, and advocating for clients to access the most effective disposition available in the community.
Community Engagement & Agency Representation
Act as point person for coordination and problem solving with partnering organizations including law enforcement, criminal legal system, healthcare facilities including emergency rooms, psychiatric inpatient units, behavioral health agencies, neighborhoods and surrounding businesses, and other human service organizations.
Participate in routine meetings and check ins with community partners, funders, and others as required.
Develop expertise and strong working collaborative relationships with all referral sources, as well as with “back door” providers of mental health treatment, substance use treatment, housing services, shelter services, state and federal benefits programs.
Share on-call administrative and supervisory duties with the Mobile Response Division in emergent situations.

Requirements
MINIMUM QUALIFICATIONS:
Eligible for a Licensed AAC credential or any other superseding credential that meets RCW 71.05.020 requirements to act as a Mental Health Professional whose scope of practice includes independently conducting mental health assessments and making mental health diagnoses.
Two or more years' experience in community based behavioral health services.
Experience working with adults experiencing homelessness, mental illness and/or substance use disorders.
Ability to drive an agency or personal vehicle to conduct agency related business. A current Washington State driver's license and insurable driving record are required.

JOB DESCRIPTION:
The Registered Nurse (RN) acts as a member of a multi-disciplinary team responsible for providing nursing services to adults experiencing homelessness. DESC's STAR center provides 24-hour, low-barrier, enhanced supportive services. Here, the RN will provide in-the-moment, low-threshold medical access to clients who may otherwise not present to more traditional clinics. JOB DEFINITION:
Homeless Outreach Stabilization and Transition (HOST) is a multi-disciplinary team serving homeless adults experiencing severe and persistent mental illness and co-occurring disorders. The team prioritizes services to those who are highly vulnerable, lack service connections or other support, and are unwilling or unable to engage in traditional service models. The team works throughout the greater Seattle area to provide critical survival services and engagement with the ultimate goal of addressing acute mental and physical health needs, increasing stability, obtaining housing, and transitioning to long-term services. Referrals to this program will often include individuals with a history of involuntary detainments or observable behavioral health challenges, they often will not endorse a mental health or substance use issue, or have the insight into the impact of their well-being and access to care and resources.
The HOST Mental Health Peer Specialist uses their lived experience of recovery from mental illness and/or substance use and addiction, plus skills learned in formal training, to assertively engage HOST clients into intensive services. This position requires a high degree of coordination and collaboration with other DESC programs as well as outside agencies. This role is supervised by a HOST/Pathfinder Clinical Supervisor who will consult with the SAGE Peer Supervisors as needed for peer supervision support and resources. A condition of employment is completion of the Washington State Peer Counselor Training and obtaining certification within one year of employment at DESC.
MAJOR DUTIES AND RESPONSIBILITIES:
Participate as a member of a multi-disciplinary team of clinical, outreach, medical, peer support, and intensive case management staff to provide a variety of services focused on stabilization and transition to long-term behavioral health or other appropriate ongoing services.
Provide outreach and engagement services as assigned, in clinic, on the streets, shelters, encampments, DESC projects, and other community areas. On occasion, services may be provided in outlying King County areas.
Identify individuals in need, screen for appropriateness to services, develop rapport and trust while offering support, and assist with immediate and basic needs to individuals who are homeless. Efforts are balanced between initial outreach and follow-up activity.
Assist in obtaining and coordinating services, including services relating to daily living activities, personal financial planning, benefit enrollment, transportation, and case management. Link HOST clients to supportive and long-term resources, including behavioral, medical, and substance use treatment support and housing.
Provide peer recovery support to HOST clients. Integrate personal experience with mental illness and/or substance use disorders into work with program participants.
Assist consumers with voicing and identifying their interests and goals.
Advocate for clients' access to community resources and services, ensuring that clients' needs are met and rights maintained; consult and collaborate with community providers to ensure continuity of care, facilitate linkages to collaborative resources when appropriate.
Prioritize crisis intervention with clients as needed. This may include de-escalation, outreach in emergency departments, and/or making referrals to the County Designated Crisis Response system.
Interact with general client population, intervene in crisis situations with individual clients and screen clients for HOST eligibility when appropriate.

JOB DEFINITION:
We are looking for a Client Engagement Specialist (CES) who will work within the larger Client Engagement Team spanning two locations: Hobson Clinic and the Downtown Behavioral Health Center.
Hobson Clinic is an integrated behavioral and physical health outpatient clinic jointly operated by DESC and Harborview Medical Center (HMC). The Clinic provides holistic health care services to thousands of community members annually with a focus on improving health care access for people who have experienced barriers to conventional health services. The Clinic specializes in serving people living on lower incomes, people living homeless, and people living with complex physical and mental health conditions and substance use disorders.
The Downtown Behavioral Health Center is operated by DESC and supports a variety of clinical staff and programs ranging from outpatient behavioral health, substance disorder treatment, medical, and drop-in services. The clinical programs located at DBHC serve a myriad of clients daily to address complex needs related to their mental and physical health.
The CES team will be the point people to monitor the safety and security of the clinics by managing the milieu of the main lobby/building and engaging clients. The CES team will also be tasked with providing trauma-informed support to clients and patients utilizing Hobson clinic and DBHC by employing various de-escalation skills and tactics, both verbal and hands-on approaches, while in coordination and consultation with the wider clinical and medical teams.
The CES team supports DESC's Good neighbor policy in public spaces adjacent to clinics and ensures the community milieu around DESC buildings are welcoming and approachable.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
To be present in all main operating areas of both Hobson and DBHC for client engagement and de-escalation purposes only. Be a welcoming presence and direct clients to the services they are seeking, at times escorting to designated area, and walking regular rounds in both low and high-risk areas of the clinic, including area immediately outside of the clinic.
Initiate and maintain appropriate social interactions with clients. Integrate experience with behavioral health and substance use conditions into work with clients.
Monitor the general milieu, lobby, entryway, immediately outside of the clinic, security systems, and other common areas to monitor the safety and security of clients and staff. Work to maintain a comfortable milieu, even in the presence of potentially unusual client behaviors.
Be present in outside spaces near to the clinic for community visibility and client engagement. Be a welcoming presence, orient community members and clients to DESC services, walk regular rounds in the neighborhood, escort clients and prospective clients to nearby DESC buildings, and participate in clean-up activities.
