Remote job
Job Description
Civil Engineer (Water Infrastructure)
Employment Type: Full-Time (Staffing Assignment Through Innovation Consulting LLC)
Assignment Length: 1-2 years with potential for direct hire
Compensation: $119,000 - $182,000
About the Opportunity
Innovation Consulting LLC is hiring Civil Engineers to support a major California water utility's infrastructure planning and capital project development efforts. This is an ideal role for engineers who enjoy system-level problem solving, early-phase engineering, and using data and modeling to shape future infrastructure investments.
If you've worked on water distribution systems, pipelines, pump stations, modeling studies, master plans, or preliminary design - this role will allow you to apply those skills in a strategic, high-impact environment.
Highly qualified candidates may be considered for remote or hybrid work.
What You'll Do
Early-Phase Civil Engineering & Project Development
Assess water system performance and identify infrastructure needs across multiple districts.
Develop planning-level project scopes, conceptual designs, schedules, and cost estimates.
Perform alternatives analysis to compare solutions for pipelines, storage, pumping, supply, and reliability improvements.
Data-Driven System Evaluation
Review hydraulic modeling outputs, operational data, GIS information, and condition assessments.
Recommend system improvements that support long-term reliability and compliance.
Collaborate with engineers, operators, planners, and regulatory teams to validate assumptions and refine project definitions.
Capital Program Support
Assist with building multi-year Capital Improvement Plans (CIP) by preparing project descriptions, budgets, and prioritization documentation.
Develop clear, well-structured technical narratives that explain why each project is needed and how it benefits the system.
Support quality assurance reviews of cost estimates, schedules, and planning deliverables.
Minimum Qualifications
Bachelor's degree in Civil Engineering or a closely related field.
2+ years of engineering experience in water, wastewater, stormwater, utilities, or civil infrastructure.
Experience with preliminary design, modeling, feasibility studies, or planning-level engineering tasks.
Strong technical writing and analytical skills.
Proficiency with Microsoft Word, Excel, PowerPoint, and SharePoint.
EIT preferred; PE a strong plus.
Preferred Experience
Candidates with any of the following backgrounds will excel:
Water or wastewater system design, hydraulic modeling, or master planning
Infrastructure evaluation, condition assessment, or CIP development
Pipeline, storage, pump station, or pressure zone projects
GIS tools (ArcGIS, QGIS, or similar)
Cost estimating or early-phase engineering design
Experience with municipalities, utilities, or public-sector engineering projects
Why This Role Is a Great Fit for Civil Engineers
Work on high-impact water infrastructure projects that shape long-term reliability
Move upstream into the decision-making stage of engineering - not just production design
Gain experience that accelerates career paths toward planning, asset management, or utility leadership roles
Opportunity to convert to a direct role with a major California water utility
Flexible hybrid/remote options for highly qualified individuals
Compensation & Benefits
Innovation Consulting LLC offers premium benefits beginning day one:
