What are we looking for?
The Data Visual Specialist works with public health scientists, geospatial analysts, web developers, and program leadership to create and publish data visualizations. These visualizations products will provide additional insight for geospatial and public health analyses. The Data Visual Specialist will use a variety of tools to create sophisticated and publication-ready graphs, tables, charts, and other visualizations.

• Participate in the planning, development, and revision of data visualizations.
• Participate in meetings and contribute to technical design, reports, and other feedback mechanisms as appropriate.

Job Summary:
The Capture Manager will lead end-to-end capture activities for high-priority opportunities across DRT. Relationship Building and Market Intelligence: Build and maintain strong relationships with government clients, industry partners, and internal stakeholders to position DRT for long-term success. Proactively identify and track emerging market trends, services, solutions, tools, and technologies, and conduct thorough research on prospective customers, programs, partners, and competitors to inform capture strategies. Proactively maintain currency of knowledge during this time of great change in federal contracting.
Capture Process Leadership: Guide specific opportunities through DRT's Step Review process to ensure the development of winning proposals. Collaborate with the proposal team and delivery leadership to prioritize opportunities and partner with the delivery team and solution architects to understand and define competitive DRT solution offerings. Understand and adapt to the new role that Artificial Intelligence (AI), Machine Learning (ML), Natural Language Processing (NLP) and Automation tools are playing in competitive procurements, both in how procurements are executed and within the solutions delivered to market. Embrace this evolution and help DRT maintain a leadership position in the use of these technologies as part of the Business Development cycle.
Marketing and Strategy Contribution: Collaborate with DRT leadership on marketing initiatives for new customers and partners. Lead proposal strategy development, including theming and solution definition, based on pre-proposal intelligence. Manage proposal preparation activities, including defining roles and assessing past performance.
Required Experience:
Ten (10) or more years of experience in Business Development.
A minimum of five (5) years of successful, hands-on capture management experience with a proven track record of securing new contracts with new customers.
Demonstrated success capturing complex, competitive, high value ($50M+) bid opportunities within the last two years.
Proven ability to establish and maintain strong relationships with a diverse range of customers and partners.
Demonstrated ability to develop and deliver effective written and verbal marketing collateral, text and presentation. Baseline understanding of how to use modern tools to assist in the creative process.
Proven ability to organize and lead highly effective and collaborative capture and proposal teams.
Fundamental knowledge of the workings and practical uses of AI/ML/NLP in the Business Development process.

Responsibilities
* Evaluate the efficiency and effectiveness of multi-intelligence (INT) collection against requirements, and the execution of collection plans and strategies to generate reliable and valid intelligence to customers.
* Assess the value of collected intelligence versus the customers' needs and decision making.
* Use statistical, algorithmic, mining and visualization techniques to find and interpret data and sources.
* Manage large amounts of data, ensure data consistency, produce visualizations and develop models to report findings.

The DoD OIG mission is to detect and deter fraud, waste, and abuse in DoD programs and operations; promote the economy, efficiency, and effectiveness of the DoD; and help ensure ethical conduct throughout the DoD. The DoD OIG keeps the Secretary of Defense and the Congress informed of fraud, waste, abuse, and program deficiencies identified through its oversight work. The DoD OIG's administrative and criminal investigators, auditors, evaluators, and support staff operate globally, conducting investigations, audits, evaluations, and mission support activities to accomplish the DoD OIG's mission. The DoD OIG, OCIO is responsible for installing, maintaining, operating, and supporting all DoD OIG Information Technology (IT) systems and communication capabilities for approximately 2000 end users and over 60 locations around the globe. Due to the independence of the DoD OIG, the OCIO provides the full spectrum of IT services necessary to support the OIG mission including database support, storage management, transition management, application services, mobile device management, IT asset management, domain services, network transport, and service desk.
The Job Duties and Responsibilities include but are not limited to the following:
* Design, implement, and maintain secure network architectures in accordance with DoD and NIST standards
* Configure and manage routers, switches, firewalls, and VPNs across multiple enclaves
* Monitor network performance and troubleshoot issues to ensure continuous availability
* Support RMF documentation, system accreditation, and compliance with DISA STIGs
* Collaborate with cybersecurity, systems, and application teams to ensure secure data flow
* Maintain detailed network diagrams, configuration baselines, and change control records
* Evaluate emerging technologies and recommend enhancements to support mission needs
* Provide Tier III support and mentorship to junior engineers and help desk staff
* Participate in continuity of operations (COOP) planning and execution
* Prepare Data Network design, engineering, and security, plans and schedules to support new and enhanced Applications, architectures, and standards
* Develop testing and integration procedures for Data Network design, engineering and security that meet requirements and adhere to defined policies .
* Coordinate with the DoD OIG's Service Recipients, and public carriers, as required
Required Qualifications:
* Bachelor's degree from an accredited university in computer science, information systems, information technology, engineering, telecommunications, or related technical field.
* Minimum 10 years' IT experience with at least 7 years' experience with enterprise network design, implementation, and management.
* Minimum 5 years' experience managing complex WAN/LAN environments supporting 1,000+ users across multiple geographic locations
* Minimum 3 years' experience with VPN services to include provisioning, monitoring, and the management of site-to-site VPN connectivity and remote user access solutions
* Minimum 3 years' experience with hybrid network environments integrating on-premises infrastructure with cloud network services, and experience with network capacity planning, performance monitoring, and threshold management for enterprise-scale networks
* Proficiency in routing/switching protocols (BGP, OSPF, EIGRP)
* Experience with Cisco, Palo Alto, and Juniper platforms
* Familiarity with cloud networking (Azure Government, AWS GovCloud) and virtualization (VMware, Hyper-V)
* Strong understanding of RMF, NIST 800-53, and DISA STIGs
* Strong analytical and troubleshooting abilities
* Clear, tactful communication across technical and non-technical audiences
* Ability to work independently and collaboratively in a fast-paced federal environment
* Commitment to mission integrity and operational excellence
* Experience supporting classified networks and working in secure facilities
