    Functions as a lead Juvenile Residential Officer in providing direct supervision to youths in a 24-hour residential facility and assists in the development and evaluation of residential programs. Management Scope: May assume divisional responsibility in the absence of the shift supervisor. Education, Experience and Training: Graduation from an accredited high school/GED program. Two (2) years of work related experience. Special Requirements/Knowledge, Skills & Abilities: Ability to effectively communicate both orally and in writing, and establish and maintain effective working relationships with employees, departments and the general public. Must have current Red Cross First Aid/CPR certification or obtain within 90 days of hire. Must maintain 40 hours of training yearly. Must be 21 years of age or older. Must be certified as required by applicable standards of the facility/department assigned. Must possess a valid Texas driver's license, with a good driving record. Must pass an extensive background investigation. Mandatory drug testing prior to employment and will be subject to random, unannounced drug and/or alcohol testing during employment. Employee will be working in a 24-hour facility which will require the employee to be subject to working overtime or staying over some or all of a double shift. The employee will also be subject to shift changes. “Position requires working with juveniles who may have committed dangerous/ aggressive acts; should possess a high tolerance for working in an emotionally demanding/stressful work environment.” May be transferred to another department, shift, location, or facility based on the needs of the Department. Working in a 24-hour facility may make the employee subject to working mandatory overtime or remaining on duty and working all, or a part of, an additional shift (“double shift”). The incumbent is / may be considered to be ‘essential personnel' subject to being held over or called back to a work location or alternate site at all times. When required, you will be notified by your supervisor. Must be at least 21 years of age (for applicable positions) and must pass all portions (physical/written) of the Juvenile Academy to continue employment or all standards related to PREA and Ethics for specific positions. Physical/Environmental Requirements: Works inside a secured facility with potential exposure to hepatitis, tuberculosis, lice and other diseases. Ability to restrain and/or chase youths in accordance with policies. May be required to utilize vehicle to transport youths. 1. Provides direct day-to-day supervision to youths in a 24-hour residential facility in a manner that ensures the health, safety and welfare of each youth. 2. Functions as a lead juvenile residential officer and assumes divisional responsibility in the absence of the shift supervisor. 3. Provides individual and group counseling to all youths to promote and increase personal awareness of responsibilities and alternatives. 4. Provides critical and sound judgement and decisions during crisis or potentially dangerous situations, conducts crisis intervention counseling and notifies the supervisor of concerns. 5. Disciplines youths by enforcing the rules of the facility, documents behavior and other specific information and forwards to appropriate personnel. 6. Trains and evaluates staff and maintains time and attendance records in the absence of a shift supervisor. 7. Transports youths to and from appointments. 8. Dispenses required medication in the absence of the nurse or shift supervisor, performs first aid/CPR, and restrains, chases and/or carry unruly youths. 9. Conducts inspections, rounds and drills, which include room checks and physical searches of youths. 10. Performs other duties as assigned.

The position provides the treatment in accordance with the Oregon Administrative Rules (OAR's) and the mission and values of CCS. The position works closely with other involved community partners and is professional in all aspects of service delivery. Additionally, this position assists administration in meeting the alcohol and drug treatment needs of the community. The position will work with clients in Umatilla County Jail, and Grant County Jail. SUPERVISION Supervision Received This position is supervised by an Addictions Clinical Supervisor, Clinical Director. Supervision Exercised This position does not supervise other employees. RESPONSIBILITIES Provide comprehensive alcohol and drug treatment assessments. Develop client-centered service plans. Provide individual, group and family therapy. Conduct thorough discharge summaries and relapse prevention plans. Provide all other associated services to ensure the highest quality of treatment. Actively participate in joint case planning and coordination with agency employees. Work will be primarily within the Jail to assist with providing ongoing quality care for MOUD (medication-assisted treatment for opioid disorder) clients. Actively participate in group and individual supervision sessions. Work with other staff and community representatives to initiate new programs, reviews, evaluates and help revise existing programs as necessary. Perform joint case planning and coordination in areas of alcohol and drug counseling and behavioral health counseling with other community agencies including but not limited to: schools, group homes, police organizations, district attorney's offices, courts, community clinics and hospitals and other agencies in the Department of Human Services. Provide alcohol and drug and behavioral health education and information to various interest groups. Complete all paperwork in a way that is professional, clinically sound and timely as prescribed by the OAR's and other pertinent guidelines. Required to ensure that all paperwork is present, and/or the client record is well maintained. Attend trainings, meetings, conferences, etc. as directed by administration and use the information gathered to benefit the agency and the customers. Utilize agency software/computer systems to prepare current client records of treatment and reports as necessary and required. Transports clients as required Administer forms for urinalysis testing (UA's), provide accurate information on the UA's to clients, in some cases observes the UA, and record all pertinent information. Must report all abuse to appropriate legal office, complete all necessary paperwork and investigations, and develop safety plans as required. Other responsibilities as assigned. Requirements QUALIFICATIONS Education and/or Experience A high school diploma. Able to pass a criminal history background check. Those recovering from a substance use disorder must be able to document continuous abstinence under independent living conditions or recovery housing for the immediate past two years. Certifications Preferred Certified Alcohol and Drug Counselor Certification-level I or eligible for certification within 2 years of employment. Other Skills and Abilities Must possess, or have the ability to acquire, knowledge of symptoms and challenges faced by people with mental illness and substance use. Must have, or possess the ability to acquire, knowledge about relevant OAR's. Must have the ability to effectively communicate both verbally and in writing and have the ability to work independently and complete all responsibilities in a thorough and timely fashion. Must have skills to professionally work with the public and the ability to coordinate services across various agencies and community groups. PHYSICAL DEMANDS While performing the essential duties of this job, the employee is regularly required to use office automation including computer and phone system that requires fine manipulation, grasping, typing, and reaching. Sitting for several hours reviewing reports and other written materials and talking on phone. This position may occasionally be required to lift up to ten (10) pounds. Incumbent will occasionally have to reach, bend, kneel and squat when adjusting equipment or retrieving supplies. The employee needs to be able to participate in vehicle travel between partner offices, individual homes, in the community, and to attend required meetings and/or trainings. WORK ENVIRONMENT Work is performed in an office environment as well as in the community. At times, work may be conducted from home via phone and video services. The noise level in the office environment is usually moderate, but occasionally one may be exposed to loud noises. The noise in the community, including the homes of customers, is often difficult to predict. Occasional out of area travel and overnight stays will be required for attendance at meetings and/trainings. However, the employee also will be required to work in the community and homes of the clients we serve. Handicap access may not be available at all places where this position must go. There are some situations where this position may be required to respond to environments where a client is in crisis. The environments in these situations are difficult to predict and may be in uneven terrain. This position exposes the employee to the everyday risks or discomforts which require normal safety precautions typical of such places as an office.
