Qualifications and Experience:
Bachelor's degree in Business, Information Systems, Computer Science, or a related field (Master's preferred).
Minimum 8+ years of experience in business analysis, product management, or product leadership roles supporting complex federal IT programs.
Experience supporting Eligibility & Enrollment systems, healthcare eligibility workflows, or highly regulated environments preferred.
Demonstrated experience leading product backlogs, roadmaps, and prioritization across Agile or SAFe programs.

Responsibilities
Product Strategy & Roadmap Leadership:
Lead definition and ongoing refinement of product strategy for the VESEE product line in alignment with VA Outcome Roadmaps and modernization goals.
Define and maintain product roadmaps and release plans that balance business priorities, regulatory requirements, and delivery capacity.
Translate enterprise and program-level goals into actionable product epics, features, and user stories
Backlog Definition & Prioritization:
Own and manage VESEE product backlogs, ensuring items are clearly defined, prioritized, and sequenced to maximize Veteran impact.
Translate policy, regulatory, and operational needs into user stories and acceptance criteria suitable for Agile development teams.
Partner with Product Owners and delivery teams to ensure backlog readiness, scope clarity, and alignment with release objectives.
Stakeholder Collaboration & Alignment:
Collaborate closely with VA stakeholders, subject matter experts (SMEs), and modernization partners to validate needs and priorities.
Ensure alignment between business goals, statutory requirements, and technical constraints across legacy and modernized systems.
Serve as a primary point of coordination between business stakeholders and Agile delivery teams to ensure modernization outcomes are met.
Human-Centered Product Definition:
Incorporate Veteran and VA staff perspectives into product decisions through journey mapping, user feedback, and process analysis.
Ensure product definitions reduce operational burden, eliminate "swivel chair" workflows, and improve interoperability across systems.
Agile Delivery & Release Planning:
Support backlog refinement, sprint planning, and release planning across multiple Scrum teams.
Review delivered functionality to ensure it meets defined acceptance criteria, business intent, and Veteran-facing outcomes.
Ensure product priorities are reflected consistently throughout sprint and release cycles.
Measurement & Product Performance:
Define and support measurement of product success using KPIs, OKRs, and outcome-based metrics aligned to VESEE objectives.
Support development of product scorecards, dashboards, and delivery reports to inform leadership and stakeholders.
Ensure product requirements align with system performance goals, including data integrity, reliability, and interoperability.
Communication & Product Advocacy:
Communicate product vision, priorities, and roadmap clearly to stakeholders at all levels.
Prepare clear summaries, presentations, and walkthroughs for VA leadership, CORs, and program partners.
Advocate for the product vision and Veteran-centric outcomes across planning and delivery forums.
