Job Description:
The Proposal Team Manager oversees the full proposal development lifecycle, ensuring timely, compliant, and compelling submissions that align with client requirements. This role manages a team of coordinators, writers, and administrators, driving collaboration across departments to produce high-quality proposals. The ideal candidate combines strong leadership, strategic thinking, and attention to detail to enhance proposal success rates.
Key responsibilities:
Lead the end-to-end proposal lifecycle from RFP release through submission.
Ensure all proposals and bids meet client requirements, company standards, and deadlines.
Partner with BD leadership and the construction team to shape proposal strategy, messaging, and win themes.
Coordinate and facilitate internal review cycles.
Manage proposal schedules, deliverables, and resources across multiple concurrent pursuits.
Write, review and edit content for clarity, accuracy, and compliance.
Oversee and mentor proposal coordinators and analysts, ensuring workload balance and quality control.
Maintain standardized templates, style guides, and content libraries.
Lead compliance checks and conduct final reviews prior to submission.
Support post-submission debriefs, tracking lessons learned, and implementing improvements.
Track, analyze, and report proposal performance metrics to inform strategy, resourcing, and continuous improvement initiatives.
Qualifications:
Bachelors degree in English, Communications, Business, or a related field (Masters degree a plus).
5+ years of experience in proposal development, preferably in government contracting or a complex B2B environment.
2+ years of experience managing or leading proposal teams.
Strong understanding of the full proposal lifecycle, including compliance, content development, and submission.
Demonstrated ability to manage multiple proposals simultaneously under tight deadlines.
Excellent written and verbal communication skills, with a keen eye for detail and clarity.
Proficient in Microsoft Office Suite and proposal management tools (e.g., SharePoint, Adobe Acrobat, CRM platforms).
Familiarity with industry standards such as Shipley or APMP methodologies (certification is a plus).
Strong leadership, organizational, and interpersonal skills.
Ability to work collaboratively with cross-functional teams, including business development, subject matter experts, and executives.

Position Overview The Proposal Coordinator plays a vital role in supporting the company's business development initiatives and contract acquisition strategies by overseeing the preparation, organization, and timely submission of over 200 formal proposals annually. These proposals are critical to securing contracts for emergency debris removal and disaster response services at the federal, state, and local government levels.
This position ensures that all proposals are completed in compliance with solicitation requirements, formatted professionally, and submitted by the specified deadlines. Additionally, the Proposal Coordinator provides essential administrative and logistical support to debris leadership team, contributing directly to the company's operational growth and long-term success in competitive procurement environments.
Key Responsibilities
Proposal Development
Lead and coordinate all phases of the proposal lifecycle, from initial planning through final submission, ensuring timely, accurate, and compliant responses to solicitations.
Analyze bid documents (RFPs, RFQs, IFBs) to identify key requirements, evaluation criteria, and submission instructions.
Write, edit, and format proposal content, including technical narratives, project descriptions, team qualifications, and resumes tailored to each opportunity.
Interview technical staff and subject matter experts to gather relevant information and craft compelling, client-focused content.
Track solicitation amendments and incorporate changes into the proposal response as needed.
Ensure consistent proposal structure, compliance with requirements, and alignment with win strategies.
Perform final quality assurance and compliance reviews across all proposal volumes prior to submission.
Production and Submission Logistics
Oversee the final production and delivery of physical and digital proposal submissions, including printing, binding, packaging, labeling, and coordinating shipments (e.g., FedEx or courier services) when required.
Support pre-bid activities such as registration for site visits or pre-bid meetings, submission of clarification questions, and compliance documentation.
Data and Content Management
Request, track, and manage the timely receipt of technical data and support documents from internal departments and external partners.
Maintain and organize proposal content, templates, and submission materials in accordance with department protocols and version control standards.
Manage company registrations, credentials, and access on government and private sector bid portals.
Process Improvement and Strategy
Participate in the ongoing refinement of proposal development processes, including the creation of tools, templates, and best practices to improve efficiency and effectiveness.
Contribute to department-wide continuous improvement initiatives focused on content management systems, data tracking, and rapid response capability.
Develop a strong understanding of the company's disaster response and recovery operations to ensure proposals reflect key strengths and differentiators.

Responsibilities
+ Ensures Health and Safety is the number one goal by following policies, processes, and acting in a safe manner at all times;
+ Hands-on operation of manual and automated Hydroblasting equipment;
+ Operation of special equipment, such as Ultra High-Pressure pumps;
+ Operate equipment by energizing the pumping equipment and/or any specialized Hydroblasting and/or Chemical cleaning equipment, vacuum trucks and cutting equipment being used on the job;
+ May be required to examine surface cleaned to ensure conformance to company and customer expectations;
+ Conduct routine and required maintenance on the unit and all peripherals, including industrial vacuuming equipment and the disposal of hazardous and non-hazardous materials;
+ Perform routine maintenance on company equipment being used on the job;
+ Additional duties as assigned.
Qualifications
+ Must be able to stand on hard surfaces for an extended period;
+ Must be able to work under extreme climate conditions (excessive high heat index of 95+ degrees Fahrenheit, 98% humidity and subzero weather conditions) relative to geographic location;
+ Must be able to engage in strenuous physical labor including walking, climbing, lifting, stretching, pulling & pushing heavy objects;
+ Must be able to work in confined spaces;
+ Must be able to work in loud work environments;
+ Must possess strong reading and writing skills;
+ Must be able to wear a respirator, required;
+ Must be able to work shift work - no set schedule (days and/or nights)
+ Specific vocational preparation including classroom safety training, on-the-job training and essential experience gained on other jobs;
+ Language proficiency: understand English at a level to comprehend safety training and respond to instructions in emergency situations;
+ Valid driver license and other requirements of company's driving policy required when driving company vehicle or using personal vehicle on company business;
+ OSHA certification may be required for this job;
+ Must be knowledgeable in the operation of emergency equipment, such as fire extinguishers;
+ May have to provide Federal Transportation Workers Identification Credential (TWIC).

**Key Responsibilities:**
+ Act as safety representative responsible for safety policies and procedures of both the company and the customer, including hands-on information regarding operations, safety, equipment, emergency response and administrative functions.
+ Hands-on operation vacuum equipment and hydroblasting equipment;
+ Operation of special equipment, such as Ultra High-Pressure pumps;

+ Completes pre and post trip inspections, driver's logs and complies with all other vehicle policy and DOT requirements;
+ Loading and unloading hoses;
+ Unload vacuum truck at the dump site;
+ Provide general maintenance in the field;
+ Perform other related duties as assigned.
**Skills and Experience:**
