Overview
The Substation Quality Assurance (QA) Manager leads a multidisciplinary engineering team to ensure delivery of high-quality substation design and engineering services. This role oversees project quality by applying industry standards, conducting design reviews, and implementing corrective actions. Responsibilities
Lead and manage the substation quality engineering team, including electrical, civil/structural, and physical design engineers.
Develop QA plans, conduct design reviews, implement corrective actions of engineering documents including design drawings and bills of materials.
Coordinate with project management, clients, utilities, and construction teams to align project goals and ensure technical accuracy.
Manage resource allocation, staffing, recruiting, and performance evaluations.
Monitor project schedules and budgets, ensuring department performance goals are met.
Support business development efforts by contributing to proposals, scope development, and client presentations.
Attends project site visits to assist in the development of scope of work and help define project objectives.
Promote a strong safety culture and adherence to industry codes (e.g., IEEE, NESC, NEC).
Perform other duties as assigned.
Qualifications
Required
Bachelor's degree in electrical engineering.
10+ years of experience in substation engineering and design, including at least 3 years in a supervisory or management role.
Strong knowledge of substation systems (up to 500 kV), protection and control, grounding, and physical design.
Experience managing multiple projects in a fast-paced, deadline-driven environment.
Experience performing quality reviews of substation engineering drawing packages.
Proficiency with AutoCAD, MicroStation, or similar design tools.
Excellent communication, leadership, and organizational skills.
Preferred
Licensed Professional Engineer (PE).
Experience with Southern California utility clients and understanding of their engineering standards.
Familiarity with FERC/NERC requirements and other regulatory guidelines.
PMP Certification or formal project management training.

Overview
The Chief Inspector is responsible for coordinating the activities of and assigning responsibilities to the Inspectors on the project to ensure all of the inspection functions are performed.
Responsibilities
Chief Inspectors shall perform each of the tasks set forth in this Section.
The Chief Inspector has overall responsibility for the delivery of the Services and management of the Inspectors during each Project and shall maintain direct contact with Company personnel.
The Chief Inspector's responsibilities shall include, but are not limited to, monitoring, reporting, and assisting Company on any questions regarding Services provided by Contractor or Inspectors.
The Chief Inspector shall keep a log of all issues (safety, quality, compliance, RFl's, early warnings, change requests, etc.) that are submitted on each Project through verbal communication, inspection forms, reports, etc. The Chief Inspector shall make sure all issues are resolved in a timely manner. Resolution (corrective action) shall be documented in a written issue log. Chief Inspector shall review issue log with Company on a weekly basis.
The Chief Inspector is to ensure that 100% of all Inspector reports and inspection forms are legible, complete, and thorough, and shall log any issue documented on the inspection reports to ensure proper follow-up and resolution of the issue occurs. The Chief Inspector shall participate in Company meetings when requested.
The Chief Inspector will ensure that all necessary forms are complete and transmitted to the proper person within the Company or are properly loaded on the web-based project management system for each Project.
The Chief Inspector shall be responsible for ensuring that the construction work in the field is performed in accordance with Company's drawings, plans, specifications, and contract documents.
The Chief Inspector shall assist overall coordination efforts of various Other Contractors. The Chief Inspector shall be responsible for allocating inspection resources to the daily tasks being performed on the job and should notify Company of any resource deficiencies.
Prior to commissioning (placing gas on the pipeline), the Chief Inspector shall prepare a pre-commissioning packet for Company approval. Pre-commissioning packet shall consist of test charts, pipeline cleaning / drying records, material reconciliations, engineer specifications, purchase orders, MTR's, as-builts (if completed), etc. Pipeline shall not be commissioned until approved by Company.
Chief Inspector shall ensure all Company supplied materials are visually inspected for damage prior to unloading, shall verify the quantities shown on each packing slip, and shall maintain a record of packing slips and Material Test Records ("MTRs") as directed by Company. Any and all deficiencies shall be noted and reported to the Company by the Chief Inspector. No material should be unloaded without proper documentation (i.e., MTRs).
Chief Inspector shall be responsible for ensuring material receipt, inspection, and proper documentation retention.
Qualifications
Minimum of five (5) years coordinating / inspecting construction projects for natural gas transmission/distribution pipelines.
Experience coordinating multiple contractors and inspectors across disciplines.
Ability to read and implement the OPM.
Word and Excel Computer skills.
Ability to read construction drawings, alignment sheets and valve maps and translate to actual field constructability.

Check and verify the accuracy of drawings prepared by others.
Prepare bills of material (BOM) and specifications when drawings are complete. Revise drawings and BOM consistent with engineering changes.
Implement revisions and change control per company standards at the direction of senior level designers and engineers.
Assemble information and reference drawings from a variety of sources.
Check field red-lined drawings and generate accurate as-built drawings as needed.

Qualifications
High School diploma, Certificate of Training in technical drafting or equivalent experience.

Overview

Estimator will work with a Team Lead to develop cost estimate from conceptual design through construction; monitor and reconcile the cost estimate as the design progresses; participate in pre-award value engineering and constructability review discussions; and once the contract is awarded, will review change order proposals, develop a fair and reasonable recommendation, participate in negotiation of changes with the contractor, and prepare the record of negotiation documentation.

Responsibilities
The Estimator's duties include, but are not limited to, the following:
Estimator is expected to, and have experience in, developing estimates from pre-FEED information in addition to more traditional estimate development from detailed engineering packages.
Estimator is expected to proactively reach out to others involved in pre-Feed to gather sufficient information to develop initial estimate.
Develop conceptual cost estimates from preliminary planning documents, price alternatives and options, and offer opinions of probable cost for different phasing scenarios that may be discussed.
Develop detailed cost estimates from the engineering drawings; proactively identify deficiencies and/or questions; and actively assist the project team toward the answers.
Actively reconcile the internal estimates with those prepared by third-parties; engage the third-party entities in an informative, collaborative reconciliation; and communicate the results of the reconciliation effort.
Proactively establish a routine reporting cycle that clearly communicates when an estimate changes and why.
Prepares and reviews material take offs from planning documents as well as engineering drawings.
Prepares conceptual and comparative cost study estimates from preliminary sketches.
Prepares detailed breakdown of components and elements of estimates for systems and subsystems.
Prepares estimates by applying unit rates for man hours, labor dollars, material dollars, and construction equipment dollars and all-in unit cost determination, calculating extensions and the application of standard factors, overhead rates and fees.
Accumulates, evaluates and documents historical cost data for the development of future estimates.
Prepares and / or reviews final Engineer's estimate. Reviews contract documents and contract modifications to determine scope of work and equitable cost allowance for scope changes.
Provides coordination and liaison with project management and project engineering personnel throughout the estimate development. Trains estimating personnel when necessary.
Participate in the negotiation meeting with the contractor and seek to find points of agreement early in the discussion and document the agreement.
Determine points of disagreement and path to resolution. Adopt a reasonable, but contractual attitude.
Develop the record of negotiation documentation.
Support the change management process for the projects that are underway or being planned. The candidate will review change order proposals and review the proposal and assist with the determination of merit.
Review the scope specified within the proposal to ensure it includes appropriate scope.
Review the labor rates to ensure conformance to the contract specifications.
Review labor productivity to ensure that the labor hours are in conformance with working restrictions, overtime is appropriate, etc.
Review quantities and ensure there is a fair and reasonable representation of additional scope, as well as possible credits.
Review the material pricing and validate against pricing references.
Review pre-purchased material or equipment and/or equipment rental rates against fair and reasonable pricing references.

Qualifications

Job Description
Hazen and Sawyer is seeking a candidate to provide electrical engineering and design for water and wastewater facility projects.
Qualified candidate should have knowledge in industrial power design, including medium and low voltage electrical power distribution, generator design, motor control, VFDs, lighting systems, equipment layout and related activities.
Candidate must have a good working knowledge of the NEC and related Codes.
Candidate must also have good communication skills, including interaction with clients and contractors.
Candidate will serve as the lead electrical engineer on projects for water and wastewater facilities. Responsibilities include supervision of less experienced staff working on projects, and interaction with clients and engineers from other disciplines. Prior engineering leadership experience is highly desirable.
Candidate will serve as a technical mentor for less experienced staff in local offices.
Candidate will engage in Business Development activities such as proposal preparation and fee/scope development. Fill the role of Project Manager for selected Electrical projects.
AutoCAD experience is a must, Revit BIM software and SKM and/or ETAP power systems software is desirable.
Prior project leadership experience is required; Leadership experience in major projects is desired.
Experience with instrumentation and control systems is a plus, including field and panel instruments, operator interfaces, and PLCs.
Over 12 years of experience in electrical engineering and design in water/wastewater or other heavy industrial industry is required.
Bachelor of Science in Electrical Engineering is required.
Professional Engineering License is required.
