Job Duties: * Customer Service, Collections and Receipting: Collects tax payments, fines, fees, forfeitures paid to the county over the counter, over the telephone, via internet and IVR, and through mail, and receipts the same; contacts taxpayers by telephone and/or in writing concerning payment errors. * Processes miscellaneous receipts including accepting revenue from other county offices and departments. * Responds to public questions and provides information related to tax amounts, charges and fines, segregation of property, addresses of property owners, legal descriptions and questions concerning the tax laws defined by New Mexico Code. * Performs general money management duties related to balancing cash drawers; reviews and reconciles all payments for accuracy and completeness and prepares deposits daily. * Performs end of day closeout including balancing of all payment received by the Treasurer's Office and scanning documents to ensure permanent record of transactions. * Performs check redemption functions; receives payment information from banks and issues Treasurer's check for total checks claimed; posts checks to computer system. * Conducts records search as requested by banks and mortgage companies; provides and completes necessary documentation as requested; processes requests from mortgage companies for tax bills, researches legal descriptions and updates records; provides mortgage companies with necessary documentation of tax amount or escrow collections. * Assists in the implementation of all phases of the tax deed process; assures statutory time and completion deadlines are adhered to; coordinates with other office staff as needed to assist. * Calculates taxes, collects and receipts pre-payments on personal property and mobile homes; issues receipts for verification of taxes paid. * Issues refund checks for excess or incorrect payment with letters of explanation; follows established procedures in handling late payments or insufficient funds; searches for prior year delinquency; apprises taxpayer of additional fees or fines and balances owed; conducts follow-up on refund letters as required. * Accesses computer records of all tax collection transactions and assists in generating weekly reports; generates and prepares fund ledgers showing fund balances as required by auditors. * Mobile Homes: Follows established procedures for dealing with mobile home taxation and collection issues; monitors mobile home status, ownership, and location; issues mobile home releases for change of title, and relocation. * Delinquent Accounts: Assists in conducting extensive research of accounts having delinquent taxes; notifies all recorded and non-recorded parties associated with the property; utilizes various processes and methods including search of microfilm of public recordings, microfiche, previous payment and ownership records, city, and county phone directories, returned mail etc. * Tax Roll Certification: Enters Tax roll corrections based on Assessor's certifications after the taxes have been turned over to the Treasurers' Office from the County Assessor Office for deletions of said property. (Section 7/38/76-7/38/77 New Mexico Taxation & Revenue Regulations). IV. POSITION SPECIFICATIONS: Fair Labor Standards Act Provisions: This position is non-exempt under the provisions of the Fair Labor Standards Act and is subject to the organization's policies and procedures pertaining to overtime hours. Independence of Action; Supervision Received: The Cook works under general supervision of the Head Cook / Site Manager or Senior Program Supervisor. Employee works alone on routine work and checks with supervisor only when in doubt. Production generally precedes a check on the quality control. Established methods and procedures are clearly established, and general instructions provided. Supervision Exercised: The Cook is responsible for own work and has no supervisory authority or responsibility. May supervise volunteers/community service assigned to the food service area. Coordination and Cooperation with Internal and External Parties: Internal: Responds to requests for information from the Senior Program Supervisor and/or Senior Program Coordinator; and works with other department staff on issues and special projects that may have a moderate impact on provision of Taos County's programs and services. External: Employee has a minimal amount of independent contact with external parties. Under direction of the Head Cook / Site Manager or Senior Program Supervisor, may work with external vendors, applicants, agencies, and others to provide accurate services. V. POSITION AUTHORITIES AND ACCOUNTABILITIES: General: Position has low level of line responsibility and minimal authority to make independent decisions over an assigned function. A person in this position regularly takes responsibility for a key operation or function due to their level of accountability. Budgetary/Financial Authority and Accountability: Position has low to no level of accountability for budgetary or financial decisions, and decisions will have a low level of impact on resource utilization within Taos County. Not responsible for impact on an operating budget for the Department. Equipment/Asset/Material Authority and Accountability: Position has a moderate level responsibility for equipment & other assets, materials, and supplies; proper utilization is required plus accountability for first-level maintenance may be required. VI. POSITION QUALIFICATIONS AND REQUIREMENTS: As a requirement of their employment, all Taos County employees are expected and required to perform the essential functions and elements of this position competently, demonstrating adequate progress throughout the course of the training and introductory period of employment and continuing throughout employment with Taos County. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and Experience: Required: * High School Diploma (or GED or High School Equivalence). * Two (2) years of directly related experience. Substitution: * Equivalent combination of education and experience. This includes the ability to give and receive instructions in written and verbal forms and to effectively present information and respond to questions from vendors, contractors, supervisors, co-workers, residents, and city/county agencies. Preferred: Bi-lingual (English/Spanish) Certification, Licenses and Registrations: * Must have (or obtain within 3-months from the date of hire) and maintain a current, valid State of New Mexico driver's license; must have and maintain a Taos County-insurable driving record. * Must obtain a ServSafe Certification. * Must acquire a New Mexico Food Handlers certificate. Training/Professional Development Requirements: * Must successfully complete all Taos County-required safety and other training within required timeframes * Must obtain required health and safety training within 90 days of the date of hire. * Must successfully pass and maintain training certification in all state, Taos County, and/or other training requirements of the position and job assignment. * Additional training requirements for this position may be mandated by Taos County. Tools and Equipment Used: An employee in this position must be knowledgeable and skilled in the safe use and maintenance of the following tools and equipment: * Standard office equipment and software, including desktop computer, and standard MS-Office applications or equivalent. * Must be able to operate various kitchen appliances. * Must be able to operate a company vehicle. Other: * In accordance with the conditional offer of employment, individual must pass drug screen, and other required background investigations. * Additional drug screening and background investigations may be required depending on the job assignment, regulatory or policy requirements, job transfer, or in accordance with Taos County's Drug-Free Workplace policy. Environment/Working Conditions: * Substantial hazardous conditions exist in the work environment, normal commercial kitchen conditions exist. * The noise level in the work environment can vary from low to moderate. * Minimal amount of negative psychological factors; these factors must be addressed and considered in the performance of duties and have minimal potential for a negative impact on job employees. Driving/traveling needs: * Occasional need to travel for training and conferences both in and out of town. * Will be required to us a county vehicle during working hours to travel to various areas throughout the county. Safety-Sensitive Position Designation: * This position is not classified by Taos County as "safety-sensitive." Conditions of Employment * Employees are required to be in compliance with Taos County's policy on current influenza and other vaccination requirements for employees.
