The Archdiocese of New York partners with the NYC DOE to offer Prek For All and 3K For All in over 45 schools in the Bronx, Manhattan and Staten Island. The Office of Early Childhood of the Archdiocese of New York seeks to expand our team of Early Childhood Instructional Specialists who support the 3-K and Pre-K for All programs in our regional schools. Positions are available for the 2022-2023 program year.

Our Early Childhood Specialists collaborate with school building leaders, teachers, our team of Early Childhood Social Workers, and the NYC Department of Education's Division of Early Childhood Education in order to provide the highest quality of early childhood programming to New York City's youngest learners. The most important characteristic of our team is that we are passionate about helping and supporting our leaders and teachers to make a lasting impact on the children and families that we serve.

Early Childhood Instructional Specialists are self-starters, problem-solvers, and effective communicators who have a broad and deep knowledge of early childhood learning and development as well as a talent for building strong relationships with varied personalities.

The Early Childhood Inclusion Support Specialist serves as part of the Child Care Assistance (CCA) Provider Services team. Position is responsible for providing support to early childhood programs serving children 0 to 12 years of age, and children with disabilities or developmental delays and their families. Provides and promotes developmental goals, supports provider staff and parents with resources, referrals, and training. Works under the supervision of the Provider Services Supervisor with demand for independent judgment and action. Requires travel to and virtual meetings with early childhood programs throughout Dallas County based on caseload and ongoing requests.

Position Details

Responsibilities

  • Intake : Completes intake survey with parents and childcare programs prior to placement to provide support, training, and technical support to prior to placement. Assists childcare program in developing action plans to support the child in the childcare setting.
  • Case Management: Obtains documentation from the parent/guardian outlining the disability and needs of the child as well as permission to observe the child in the childcare setting. Reviews documentation to determine if additional adult assistance is needed while in childcare, or if specific adaptive equipment is needed to meet the needs of the child. Conducts classroom observations to assist in developing action plans as well as determine needs for equipment or support materials. Conducts ongoing visits for children in programs that are being reimbursed at the higher inclusion rate to ensure additional adult assistance is provided or adaptive equipment is available and utilized. May participate in annual planning meetings for developing individualized plans for the child. Documents all visits to childcare programs and contacts with parents. Utilizes workflow system for documentation and document storage; also maintains physical files for confidential information.
  • Technical Assistance: Provides technical assistance to early childhood programs on complying with the terms of the CCA Memorandum of Understanding, Texas Rising Star criteria, developmentally appropriate practices, and Americans with Disabilities Act. Refers families and childcare programs to resources for services in the community as needed. Provides onsite and virtual technical assistance to classroom teachers to help implement action plans, classroom management, and appropriate inclusive activities. May request purchase of and track use of adaptive equipment or other materials to support the child in the childcare setting.
  • Training : Provides resource information and connects childcare programs to training to support program staff. Delivers training for small or large groups as a part of ongoing quality initiatives activities. May provide training to parents, childcare directors, and staff on children with disabilities and technical assistance on equipment and materials. Services may be provided both in person and virtually.
  • Reporting: Completes weekly and monthly activity reports and provides other data for reporting purposes as requested.
  • Performs other duties as assigned.

Education and Experience

  • Bachelor Degree in Early Childhood Education, Special Education, Child Development, or closely related field preferred; minimum Associate Degree.
  • Minimum of 2 years’ experience in child development in a child care setting, including at least 1 year of full-time experience in direct delivery of services to children with disabilities.
  • Minimum 5 years’ experience in child development in a child care setting, including 1 year full-time experience in direct delivery of services to children with disabilities with Associate Degree.
  • Experience in writing Individual Development Plans or Individual Educational plans for young children ages 0 to 8 years preferred; working knowledge of the special education field and terminology related to disabilities preferred.
  • Bilingual in Spanish or American Sign Language preferred.
  • Ability to plan, prepare, and present training to adults; ability to communicate effectively with the public.
  • Must work well with diverse groups of individuals.
  • Proficient in Microsoft Word, Excel, and PowerPoint or comparable presentation program required. Must be proficient in internet and email usage, preferably Outlook. Testing may be required.

JOB SUMMARY:

The Early Childhood Professional Development Specialist works with other family educators to develop and deliver technical assistance and professional development training to a wide variety of stakeholders in the special education/disability community. The focus is on birth to 2nd grade. Stakeholders may include school staff, organizational professionals working with children with disabilities, as well as families. This person will deliver training and direct assistance to both individuals and groups. The trainer will also be responsible for cultivating and maintaining school and community-based partnerships to provide ongoing support that promotes positive outcomes for young people with disabilities. The role focuses on systems change work, and requires an understanding of disability policies and special education, and building more inclusive educational environments.

KEY RESPONSIBILITIES:
  • Collaborate as part of a team with external partners to create and implement professional development plans to support IDEA compliance and improve educational outcomes for students with disabilities.
  • Present workshops for families on a range of disability and special education topics.
  • Support youth, family members, and professionals both in person and over the phone by helping them clarify issues, address barriers, and determine a course of action.
  • Identify, research, and provide information resources for youth, families and professionals.
  • Track and update this information in a secure database.
  • Represent INCLUDEnyc at meetings, events, and conferences, as requested.
  • Dedicate time to ongoing personal and professional learning and growth.
REQUIRED QUALIFICATIONS:
  • 4+ years providing professional development and/or technical assistance.
  • Master’s degree in education, social work or related fields required.
  • Knowledge of preschool educational landscape in NYC, and familiarity with NYC DOE, with experience working in one or more of the five boroughs.
  • Experience with educational program design and/or adult learning.
  • Experience in family engagement and awareness of family perspectives in educational systems.
  • Skilled in navigating different perspectives, needs, and challenges when working with multiple stakeholders.
  • Written and verbal fluency in English required; additional fluency in Spanish or Mandarin preferred.
  • Self-directed and well-organized with a strong ability to multitask.
  • Comfort with shifting deadlines and priorities.
  • Creative problem-solving skills.
