Position Summary:
The Chief Financial Officer (CFO) is a key strategic partner to the President & CEO and a critical member of NeighborHealth's Executive Leadership Team. The CFO provides vision, oversight, and accountability for all financial operations across the organization-including primary care, behavioral health, specialties, PACE, pharmacy/340B, grants management, and administrative functions.
The CFO is responsible for the organization's long-term financial sustainability, the integrity of all financial reporting, and execution of systems, controls, and processes that meet Federal, State, HRSA, CMS, and hospital-licensed health center (HLHC) requirements. This role oversees Accounting, Financial Planning & Analysis (FP&A), Revenue Cycle, Billing/Coding, Payroll, Payables, Procurement, and Grants Management functions. The CFO ensures accurate, timely, and transparent financial information to leadership and the Board, while positioning NeighborHealth to thrive in an increasingly complex and value-based healthcare environment.
Essential Duties & Responsibilities
Strategic Financial Leadership
Serve as the organization's chief financial strategist, developing long-range financial models, forecasts, and strategies aligned with NeighborHealth's mission and strategic plan.
Advise the CEO, Board of Directors, and Executive Leadership Team on the financial implications of strategic initiatives, new programs, partnerships, and market trends.
Lead short- and long-term capital planning, debt management, investment strategies, and liquidity management.
Present financial performance, risks, and opportunities to the Finance Committee and Board of Directors.
Financial Operations & Compliance
Oversee all financial accounting, reporting, and internal control functions to ensure accuracy, transparency, and compliance with GAAP, OMB Uniform Guidance, HRSA, CMS, 340B, and federal/state regulatory requirements.
Direct preparation of all regulatory filings, including UDS, FSR, Medicaid cost reports, PACE financial reporting, IRS Form 990, and grant financial reports.
Serve as primary liaison to external auditors, financial institutions, and regulatory agencies.
Ensure appropriate organizational insurance coverage, including property, liability, malpractice, directors & officers, workers' compensation, and stop-loss coverage.
Oversee Finance, Revenue Cycle, and Billing Operations
Provide leadership to Accounting, Financial Planning & Analysis (FP&A), Revenue Cycle, Billing/Coding, Payroll, Payables, Procurement, and Grants Management teams.
Ensure efficient, compliant billing and collections processes across primary care, behavioral health, dental, pharmacy, PACE, and specialty programs.
Oversee optimization of E&M, HCC, and risk-based payment accuracy; drive strategies to maximize reimbursement and reduce avoidable denials.
Maintain strong internal controls around cash, purchasing, procurement, and treasury functions.
PACE & Pharmacy/340B Financial Oversight
Ensure compliance with federal and state PACE financial requirements, including budgeting, encounter reporting, capitation reconciliation, risk adjustment, and cost allocation.
Serve as internal advisor on 340B/retail pharmacy strategy; oversee financial modeling, contracting, and compliance with HRSA, state, and payer requirements.
Review and negotiate key financial contracts for PACE, pharmacy vendors, payer agreements, value-based arrangements, and managed care contracts.
Budgeting, Forecasting & Analytics
Lead development of the annual operating and capital budgets in collaboration with all departments; ensure budget accountability throughout the year.
Create and maintain dashboards, KPIs, and data analytics to support decision-making across clinical, operational, and financial domains.
Analyze financial performance trends, risks, and opportunities; implement cost management and revenue enhancement strategies.
Systems & Process Modernization
Lead modernization of financial systems, decision-support tools, and revenue cycle infrastructure to increase efficiency, accuracy, and scalability.
Ensure the Finance and Revenue Cycle teams have robust technology, business intelligence tools, and workflows to support a rapidly growing, multi-site organization.
Leadership & Culture
Recruit, develop, mentor, and evaluate a high-performing Finance and Revenue Cycle team; foster a culture of accountability, continuous improvement, and service excellence.
Promote collaborative partnerships across clinical, operational, IT, and administrative teams.
Uphold NeighborHealth values of respect, compassion, teamwork, and innovation in all interactions.
Required Qualifications
Education
Bachelor's degree in Accounting, Finance, Business Administration, or related field required.
Master's degree (MBA, MHA, MPH) and/or CPA strongly preferred.
Experience
Minimum of 7-10 years of progressive leadership experience in healthcare finance, with at least 5 years as a senior leader (Controller, VP Finance, CFO).
Direct experience in:
Federally Qualified Health Centers (FQHCs) or community health systems
PACE program financial management and regulatory compliance
Pharmacy/340B program finance
Hospital-based or HLHC billing and reimbursement preferred
Demonstrated experience with multi-payer environments-including capitation, risk-based contracts, ACO models, commercial plans, Medicare/Medicaid, and value-based arrangements.
Proven leadership in systems modernization, process improvement, and financial transformation.
Knowledge, Skills & Abilities
Deep knowledge of:
FQHC and PACE regulations, 340B program, and Medicaid/Medicare reimbursement
Third-party billing, risk adjustment, and alternative payment methodologies
Grants management (federal, state, private) and uniform guidance
Healthcare operations, capital planning, and cost accounting
Strong analytical skills; ability to model scenarios, analyze financial performance, and communicate complex concepts clearly.
Exceptional communication and presentation skills; comfortable engaging with Board members, community partners, auditors, and regulators.

Starting at $240,000 and up to $450,000 per year based on experience.

Position Summary:
The Social Work Manager provides individual and group clinical supervision to social workers across all Interdisciplinary Teams (IDTs). The Social Work Manager is responsible for the direct supervision of all members of the social work team including the Participant Navigators and provides leadership by facilitating the identification of opportunities for practice improvement, continuing education, and expertise development. The Social Work Manager is responsible for the hiring, training and orientation of social work staff, and ensures social work staffing at all PACE Centers. As a member of the Neighborhood PACE Social Work team, the Social Work Manager is responsible for providing clinical services and care coordination for Neighborhood PACE Participants across all teams. The Neighborhood PACE Social Work Manager is an integral member of Neighborhood PACE's Interdisciplinary Teams. In this capacity, the Social Work Manager conducts clinical assessments, formulates treatment plans which are updated on the care plan; coordinates interventions with other providers and members of the IDT to support participants' mental health consistent with Neighborhood PACE policies and procedures. The Social Work Manager reports directly to the Neighborhood PACE Director of Clinical Operations and is a member of the PACE Leadership team.
Clinical Supervision
Recruits and hires new social workers and participant navigators.
Orients new social workers utilizing a written training manual, individual and group mentoring, online training and a written training checklist in collaboration with the Center Director.
Provides regularly scheduled individual and group clinical supervision of social work staff to ensure that practices, standards and performance are consistent with social work policies, procedures, workflows and documentation standards.
Is available to social work staff as needed for clinical problem-solving.
Provides direct supervision of Social Workers and Participant Navigators.
Oversees the clinical performance of social workers as it relates to the Interdisciplinary Team
With the social work team, facilitates the development and implementation of social work tools for assessments, care planning and interventions.

Position Summary:
Per Diem position to cover staff absences at PACE center or to cover escorts for participants to external appointments.
Regular duties to include:
Assists PACE Center participants with personal care, restorative rehabilitation, meals, group and individual activities. Accompanies participants on transportation as needed to ensure safety. May be assigned to assist supported housing participants with morning care. Actively contributes to the operations of the Day Center by contributing ideas for the activities program and offering suggestions to improve daily operations. Contributes to participant care planning and assessment through reports to the Activities Coordinator, PACE Center Nurses and Rehabilitation staff. Requires employee to float to other sites to support patient care needs across the program.
· Greets participants upon arrival and helps them to get settled for the day. Assists with serving coffee on arrival and with noon meal service and cleanup. Provides supervision and encouragement when needed.
· Attends daily morning report.
· Reports participant concerns to appropriate staff members.
· Prepares participants for departure in the afternoon by assisting with clothing and escorting to the vans.
· Accompanies participants on the van to ensure safety during transport when necessary.
· Assists participants with ADLs per assignment, as defined in care plan and as needed, for example when a participant requests assistance with toileting.
· Accompanies participants to appointments as assigned.
· Carries out simple treatments under the direction of nursing staff, including simple catheter care, skin checks during personal care
· Demonstrates understanding of NeighborHealth attendance policy.
· Under the direction of the Recreational Therapist, assists participants with group and restorative activities including: -arts and crafts -exercise groups -cognitive activities such as current events, quiz games, and discussions -music groups
· Assists participants in individual activities as directed by the Recreational Therapist.
· Documents participant activities in accordance with procedure.
· Communicates observations in change in behavior/mood or participation level to Recreational Therapist and appropriate team members
· Notifies Recreational Therapist of damaged equipment

· Contributes suggestions for supplies/equipment which may be beneficial to the recreation program

· Provides ADL assistance (transfers, ambulation, toileting, dressing and undressing, feeding, communication and other activities) as outlined in the participant care plan.

· Accurately and safely guards participants during gait, standing and transfer activities.
· Demonstrates appropriate ambulatory assistance technique.
· Utilizes fall prevention techniques in accordance with care plan.
· Notifies therapy department of any issues with adaptive equipment, including maintenance needs, improper functioning of equipment, or improper use by participants or others.
· Attends annual competency training
· Assists participants with oxygen in the PACE Center per the care plan.
· Ensure that participants have sufficient oxygen for transport when leaving the center.
· Completes cleaning of oxygen equipment per assignment.
· Ensures a clean and safe environment in PACE Center and in participant apartments when doing morning care.

· Light surface cleaning of counters, stove and tables as needed.

Position Summary:
The Provider Enrollment Specialist is responsible for supporting the provider enrollment processes of the Medical Staff Office under the direction of the Credentialing Manager. This position will lead the coordination of the provider enrollment onboarding of new providers at the time of hire, while on staff and at the time of departure. Will execute and facilitate tasks related by gathering and disseminating information to the appropriate administrative stakeholders to ensure a timely start of clinical duties for new providers and facilitates tasks to ensure appropriate actions are performed at the time of provider departure. The Provider Enrollment Specialist verifies that data obtained from the provider and internal and external parties is documented in the computer software systems, provides information to requesting departments, hospitals, and agencies. Works with Credentialing Manager to develop and implement new systems and procedures as necessary. Ability to communicate effectively with all levels of staff including Administrative and Medical Directors as well as senior administration in the performance of his or her duties. Attention to detail, strong technical and organizational skills, good communication, and interpersonal skills are requirements of this position.
Duties & Responsibilities:
Works with the Credentialing Manager in coordinating the onboarding of new Health Center billable providers prior to their hire and the offboarding of Health Center billable providers at the time of departure. Must understand the process to enroll a provider with the payers and the requirements of each payer.
Gathers and disseminates information to appropriate administrative stakeholders to ensure a timely start of clinical duties for new billable providers and facilitates tasks to ensure appropriate actions are performed at the time of provider departure.
Verifies that data obtained from the provider as well as internal and external parties, is accurate. Documents in computer systems, and provides information requested from internal and external sources. Interacts with resources including external health resources, IT, team members, and various inter and intradepartmental staff to obtain valid, reliable data as indicated.
Works closely with Credentialing Manager to coordinate the submission of enrollment documents to the payers in conjunction with the submission of the BMC application.
Will outreach to the payers on a weekly basis to check the status of applications/linking requests previously submitted. Once the provider is approved, data should be entered into the matrix and updated in the provider enrollment electronic file.
Work closely with BMC's Provider Enrollment Department to coordinate provider enrollment/linking for the BMC-employed providers.
For new providers, complete the CAQH online application. This consists of entering all education, training, 10-year work history, 10-year malpractice history, etc., and uploading licensure into CAQH.
Ongoing will be responsible for maintaining CAQH Profiles for approximately 375+ providers, including BMC Radiologists.
This consists of reviewing online Profiles for each provider, making necessary changes/updates to the data, and uploading licensure upon renewals, as well as re-attesting that all provider information is accurate and up to date every 90 days to avoid delays with payer credentialing and recredentialing.
Answers phone calls and other inquiries regarding Medical Staff Office information, referring to the Credentialing Manager and/or Director any issues beyond the scope of this position.
Proficient in various information systems and software applications, i.e., Workday, Excel, Microsoft Word, DocuSign, and MSOW (BMC credentialing database).
Performs periodic audits in accordance with established protocols.
Contact the payers or BMC in conjunction with responsibilities for maintaining an up-to-date database.

Assess current and future workforce capabilities by identifying skill gaps, critical roles, and development needs; design targeted, scalable development plans that support individual career progression and long-term organizational readiness.
Consult with leaders to align talent development initiatives with business priorities, organizational design, and change initiatives, ensuring the workforce is equipped to meet evolving operational demands.
Collaborate closely with managers and the Talent Acquisition team to develop and execute retention strategies, including career pathing, internal mobility, and engagement initiatives, strengthen employee commitment and reduce regretted attrition.
Use workforce and engagement data to evaluate the effectiveness of talent programs, identify risk areas, and recommend continuous improvements to enhance employee experience and organizational performance.
What You'll Bring:
Bachelor's degree in Human Resources, Business Administration, Industrial/Labor Relations or a related field required. Master's degree or JD preferred.
7 to 10 years of progressive HR experience, including employee relations, labor relations, organizational effectiveness, and compliance.
Minimum of 5 years' experience in healthcare or multi-site clinics required.
Strong interpersonal and communication skills, with the ability to build rapport across diverse teams.
Solid knowledge of employment laws and HR best practices.
Exceptional problem-solving and conflict-resolution abilities.
