The Position
Under direction, plans and oversees the electrical planning, design and preparation of plans, specifications and cost estimates, and construction for water, sewage, and recycled water systems. This position will emphasize development driven hydraulic planning studies, facility condition assessments, capital asset management planning, and capital budgeting. Coordinates various planning efforts and serves as project manager related to capital improvement projects.
The ideal candidatewill have the ability to manage working on multiple design and construction projects. They will be able to communicate the assignment of work and ensure clarity of roles and responsibilities to various consultants, contractors, and staff to ensure completion of project assignments and meet deadlines. The ideal candidate will be thorough when providing technical support and will be able to supervise acceptance testing of electrical, instrumentation and control system components. Lastly, the ideal candidate will manage the preparation of designs, plans, specifications, cost estimates, and reports by consultants that are clear and focused on what is expected or needs to be accomplished for the implementation of electrical and instrumentation improvements.
This position is 100% in-office, meaning employees are expected to work from our Sand Canyon Headquarters full-time, without the option for remote work.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Acts as Project Manager for large complex planning, design, and construction projects.
Prepares and reviews designs submitted by consultants, developers, and other entities for compliance with standards.
Prepares and reviews specifications and cost estimates.
Reviews shop drawings and other construction submittals for compliance with the approved plans and specifications
Prepares progress estimates and recommend change orders/variances.
Provides technical support of water, sewer, and recycled water system operational requirements.
Maintains a variety of records and prepare correspondence and reports in a professional manner complying with District standards.
Prepares agenda items and supporting material for Committee and Board action.
Prepares Requests for Proposals for retaining consultants on engineering and planning projects.
Coordinates projects and maintain good relationships with representatives from other water agencies, city, county, regulatory agencies, and landowners.
Reviews work, give instruction, and evaluate performance of assigned personnel on a periodic basis.
May supervise lower-level staff. May participate in the selection, counseling, and training of employees.
Assumes the duties of the Engineering Manager as required.
Operates personal computers including word processing, spreadsheet, presentation, scheduling, email, internet, and database software.
Comply with safety work-related practices and attend relevant safety training.
Perform other related duties as assigned.
Disaster Service Worker:In accordance with Government Code Section 3100, Irvine Ranch Water District employees, in the event of a disaster, are considered disaster service workers and may be asked to respond accordingly.
When assigned to Electrical:
Plans, schedules, assigns, monitors, and evaluates the work of technical staff and consultants engaged in preparing designs, plans, specifications, cost estimates, and reports for implementing electrical and instrumentation improvements including power distribution, lighting, instrumentation, control system development and programming, and communication systems.
Provides technical support during construction from contract award through startup including supervision of acceptance testing of electrical and instrumentation and control system components and supervision of control system integration efforts.
Maintains and updates the District's electrical and instrumentation design and construction standards and recommend new standards for development.
MINIMUM QUALIFICATIONS
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education: Equivalent to a bachelor's degree inelectrical engineeringor related engineering field is required. Work experience may be substituted on a year-for-year basis.
Experience:
Five (5) years of professional engineering experience, preferably with a public agency or consultant/contract provider to a public agency AND registration as a Professional Engineer (P.E.)* in the State of California.
License and Certifications:
A valid California Class C driver's license is required.
Registered Professional Engineer (PE) in the State of California. Four (4) years of additional engineering experience, for a total of eleven (11) years of experience can be substituted for a PE.
Ability to:
* Communicate effectively, both orally and in writing, with all levels of office, management, and field employees.
* Represent the District in a professional manner when dealing with outside professionals and vendors.
* Explain, demonstrate and clarify to others within well established policies, procedures and standards, as well as the ability to follow specific instructions and respond to simple and difficult requests from others.

ADDITIONAL INFORMATION
PHYSICAL DEMANDS
Regularly required to sit, walk, bend, stoop and stand. Occasionally required to lift up to 25 lbs. Must be able to sit for extended periods of time while performing tasks at a desk or workstation. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. This may involve repetitive hand movements for extended periods. Ability to reach for documents, supplies, or equipment at varying heights (within a standard office environment) and grasp them, including the use of filing cabinets or shelves. This is primarily a sedentary office classification, although standing and walking between work areas may be required. Occasional standing is required, such as when presenting. Some bending or stooping may be necessary to retrieve files or materials from lower shelves or desks. Good vision is necessary for reading documents, working with computer screens, and performing tasks that require fine detail. Ability to hear in a standard office environment for communication, phone calls, and meetings. Frequent verbal communication with team members, clients, and other stakeholders, including both in-person and virtual meetings, requiring clear speech and hearing. Occasional travel may be required to other worksites or conferences for meetings, training, or other work-related activities. The employee should be able to manage work-related stress in a fast-paced environment.

ENVIRONMENTAL CONDITIONS
Noise level is generally equivalent to a typical office environment. The office is maintained at a comfortable room temperature. The office is equipped with air conditioning and ventilation systems designed to maintain comfortable indoor air quality. The work area is equipped with adequate artificial lighting, supplemented by natural daylight from windows where available. The employee will work primarily at a desk, using a computer and other office equipment. The office complies with standard safety regulations, including the use of fire exits, first aid kits, and emergency procedures. Employees are expected to adhere to safety guidelines. Position Summary
This position is responsible for leading and coordinating the daily activities of distribution designers in the design of residential, commercial, industrial, overhead and underground electric distribution facilities.
Essential Duties & Responsibilities
Coordinate, oversee, schedule processes and procedures for supplying electric power with key stakeholders including members, developers and contracted crews
Plan, assign, schedule, organize and monitor the work assigned to the electrical distribution design work group

Draw and edit new distribution facilities within the Global Information System to ensure accuracy and connectivity
Prepare cost estimates for new line extensions and relocations
Record survey instruments and descriptive data using notes, drawings, sketch and plats
Utilize surveying instruments such as prisms, theodolites, measuring equipment, chain saws and assorted hand tools
Meet with members to explain routing options, procedures, fees, services and company policies
Coordinate with project managers, department members, construction crews and department planners to determine right of way requirements
Coordinate pre-development and pre-construction meetings
Research property ownership, using various resources, including title companies, real estate office, county court clerk and appraisal offices
Obtain permission from property owners and regulatory authorities for access and permits
Prepare and review easements and exhibits, including property descriptions

Manage the selection and placement of distribution equipment, all aspects of distribution automation, engineering analysis model creation, and protective device coordination
Assist in the planning and management of the electric grid, including the transmission, substation, and distribution system
Management of large projects to ensure the proper integration for a reliable operation of the power grid
Conduct system analysis, planning, and monitoring, and maintain the flow and data of the GIS (Geographical Information System)
Provide direction, training, and guidance to coworkers and make recommendations to management regarding the Cooperative's smart grid initiative, engineering modeling tools (Milsoft suite), metering, MDM (Master Data Management) system, GIS system upkeep, outage investigations, and OMS (Order Management System) systems maintenance
Utilize Apolloware as needed in engineering tasks
Provide device training and support the implementation of EV (Electric Vehicle) chargers
Proficient to operate BEC's enterprise software, such as NiSC
Knowledge, Skills, and Abilities
Strong technical knowledge and skills in electricalengineering
Ability to apply sound engineering judgement and make recommendations to management
Experience with smart grid initiatives, metering AMI, MOM systems, GIS systems, OMS systems, distribution equipment selection, distribution automation, distribution planning, engineering analysis model creation, distribution energy resources, and protective device coordination
Proficiency in tools such as WindMil and LightTable
Knowledge of overhead and underground construction and design standards for distribution
Experience with Apolloware
Strong communication and interpersonal skills, and ability to provide direction and guidance to coworkers
Ability to manage major engineering projects with minimal supervision
Missing abilities need to be acquired within 1 year of the hiring date
Qualifications and Requirements
Education
Bachelor's degree in engineering from ABET-accredited university or a related field Professional Engineering License preferred
Experience
Minimum of 5 years of Experience in Power Systems analysis and distribution engineering
Additional Requirements
Valid Texas Driver's License and Related Insurance
Must pass background and drug screening
Working Conditions
The working conditions for this position involve a fast-paced work environment, with tight deadlines and a focus on multiple tasks and projects. Other mental demands include performing complex or varied tasks, following instructions and reading. The work environment is primarily in an office setting, with a focus on computer work and analysis, and utilizing engineering software and tools, when needed this position requires working outdoors in all weather conditions. The position may require occasional travel, including overnight travel, to other locations within the cooperative. Tobacco free environment
Physical Requirements
The physical requirements for this position include the ability to sit for prolonged periods, as well as the ability to reach and extend the arms, with a focus on chest-to-shoulder movements. The Engineer Ill is responsible for guiding and assisting in the engineering activities of the
Cooperative, applying technical knowledge and skills to ensure that the electrical system meets
present and future requirements. The Engineer Ill also provides direction and guidance to
