    FUNCTIONAL PURPOSE: Analyzes, researches, and responds to a variety of complex, sensitive, confidential, and specialized written inquiries from Congressional and other sources. Analyzes, evaluates, and integrates feedback, informational materials and data to develop timely and appropriate written responses to a variety of complex, sensitive, confidential, and specialized written inquiries; and ensures that responses clearly explain and address the relevant issues and facilitate understanding of the Postal Service's position. 3. Edits and rewrites materials prepared by other functional areas and unit analysts; ensures informational accuracy, effective presentation, correct grammar, and timely processing. Obtains concurrence from functional offices and disseminates information to government relations managers. 4. Develops, implements, and coordinates ongoing processes for establishing and maintaining cooperative working relationships with other functional areas to facilitate effective communication between the Postal Service and key Congressional requesters. 5. Researches, writes, and updates material to be included in core language used in the development of written responses to Congressional and other inquiries. 6. Provides oversight, and technical guidance, and training to unit employees. Oversees and conducts complex assignments and monitors critical performance points. REQUIREMENTS: Ability to conduct research in support of organizational requirements, including gathering, analyzing, and interpreting data, and reporting results. Ability to write a logical and factual explanation of the organizational position on various issues, incorporating information obtained through research. Ability to provide direction and technical guidance to others in analyzing issues, identifying and researching information resources, developing written responses, and addressing improvement needs. Knowledge of the English language, including composition, grammar, punctuation, and spelling, at a level sufficient to obtain information necessary to develop, edit, and write the most complex and high-level responses and documents, and review and edit the work prepared by staff. Ability to analyze the most complex critical and sensitive written inquiries such as Congressional inquiries, particularly those with policy implications, to determine core issues and information needed to respond. Ability to manage workload to meet established standards and support department response objectives.
