    The Community Education Specialist 3 (CES 3) position will be located at the University of California (UC) Hansen Agricultural Research and Extension Center (HAREC) and will work closely with UC Cooperative Extension (UCCE), Ventura County. HAREC's mission is to support sustainable agriculture and natural resources on the Central Coast through research, education, and community outreach. The UCCE in Ventura County's mission is to support the county through applied research and education in agriculture, natural resources, and youth development. The CES 3 will collaboratively develop, coordinate, and evaluate an effective outreach and education program to increase agricultural literacy among the public and other stakeholders in Ventura County. The program will be based at the Hansen Agricultural Research and Extension Center in Camarillo, CA, with countywide activities as appropriate. The CES 3 will also participate in the development of a strategic plan for enhancing agricultural education pathways and public awareness and appreciation of agriculture in the County. The strategic planning process will include an Agricultural Education Summit and focus groups with educational and nonprofit institutions in Ventura County. The CES 3 will develop and maintain a collaborative network of educational institutions and nonprofits, acting as a bridge between partner organizations to develop and enhance collaborative projects and funds development. The clientele being served are the general public, teachers, students and professionals working in public and non-profit sectors. The CES 3 reports to the UC HAREC Director, with secondary reporting to the UC Cooperative Extension Area Director for Ventura, Santa Barbara and San Luis Obispo Counties. The CE works collaboratively with organizational leaders across departments in assessing, planning and implementing needs assessment, educational program, and staff competency validation for all levels of nursing personnel and non-nursing personnel as indicated for professional development and regulatory compliance. Collaborates with the Director of Clinical Education in developing educational programs based on quality process improvement needs. Develops monthly and annual education calendar based on identified educational needs. Acts as a resource person to AHS staff for any equipment, policy or procedure related issues. Provides hands-on training / assistance to staff and/or coordinates vendor in-services as needed to promote better learning / understanding. Maintains and/or updates Education Intranet page to notify staff about any educational opportunities in the Bay area. Collects and assesses data and information related to education needs and other pertinent situations, including identification of trends, issues and supporting data to determine a comprehensive education program for assigned units/clinics including classroom, clinical experiences and learning technologies. Develops competency-based hospital orientation program for all AHS staff and assists in organizing the department of hire orientation. Assesses and revises competencies as needed to meet regulatory obligations. When necessary, collaborates with AHS Human Resources Department and departmental managers in coordinating AHS new hire onboarding, orientation, execution of organizational initiatives, and educational programs. Develops curricula that is reflective of evidence-based practice and uses the appropriate methods of teaching to accommodate learning styles and different learning environments. Evaluates outcomes of the educational programs and utilizes findings for continued improvement; incorporates objective assessment of classroom and clinical performance into evidence-based evaluation framework; applies measurement instruments and statistical analysis, seeking consultation when needed. Fosters achievement of goals and objectives. Identifies factors that affect staff's ability to fulfill their job responsibilities, collaborates with management to effect appropriate change in systems and sustainable desired outcomes. Integrates relevant research outcomes into nursing professional development practice through effective learning activities and process improvement. Organizes annual competency for all nursing.. Assesses and revises competencies as needed to meet regulatory obligations. Develops annual educational review courses with post-tests or other validation methods for all staff utilizing Elsevier Learning Management System (LMS) E-Learning system. Acts as the AHS LMS Administrator to develop and assign new courses to staff and keep track of staff's LMS completion status. Updates the staff and the managers on the completion status on a regular basis. Participates in AHS committees and develops educational plan as needed for any issues that require further staff education. Assists nursing leadership with reviewing and revising AHS Policies and Procedure prior to final approval by Clinical Practice Council (CPC). Participates in continuing education provider unit as a Nurse Planner; utilizes Board of Registered Nursing (BRN), The Joint Commission and CMS (Centers for Medicare and Medicaid Services) criteria to assess needs, plan, implement and evaluate continuing nursing education activities. Participates in quality performance improvement activities. Participates in strategic planning, ad hoc projects and educational activities as assigned for the department. Performs other duties as assigned. Plans educational programming for new or changing programs of care; assists in development of evidenced-based clinical policies and procedures as requested.     This is a temporary position and the length of assignment is estimated to go through December 2026. The length of the assignment is always dependent on business need and dates may change. WHAT YOU'LL BE RESPONSIBLE FOR Reporting to the Risk Adjustment Director, this position: Acts as the clinical coding subject matter expert and lead coding resource across the organization Acts as a resource and provides education to providers on clinical coding standards Coordinates and leads the Alliance Coding Workgroup ABOUT THE TEAM Risk Adjustment is a growing, specialized team that plays a critical role in ensuringaccuratecoding,appropriate reimbursementand data-driven insights that support the broader organizational goals of our health plan. Our team collaborates closely with internal and external partners tooptimizerisk adjustment performance across our future Medicare and current Medi-Cal programs. We are passionate about using data to improve our members' health outcomes, support the success of our provider partners, and ensure regulatory alignment. THE IDEAL CANDIDATE Strong background in clinical coding and documentation education with current certification as a Registered Health Information Administrator (RHIA) and Certified Coding Specialist (CCS) Demonstrated experience in supporting the development and implementation of clinical documentation improvement (CDI) programs Excellent communication skills with the ability to clearly explain complex regulatory or clinical coding concepts to diverse audiences Meticulous attention to detail with a strong foundation in auditing practices Experience leading cross functional workgroups WHAT YOU'LL NEED TO BE SUCCESSFUL To read the full position description and list of requirements, click here. Knowledge of: Medical coding languages, concepts, guidelines, methodologies, and regulations related to all sites of service, including knowledge of ICD-10, CPT, and HCPCS coding systems The relationship between diagnosis documentation and risk adjustment payment models CMS Hierarchical Condition Categories (HCC) Risk Adjustment program, methodology, and impact to value-based contracts Principles and practices of internal data auditing Medicare and Medi-Cal coding policies Ability to: Act as a subject matter expert and technical resource and explain policies, regulations, terms, and procedures related to area of responsibility Accurately assign clinical codes and act as the final decision maker regarding clinical code assignments Conduct research, gather and interpret information and data, identify issues of concern, make logical recommendations for action, and present findings in a clear and organized manner Organize work, manage multiple tasks, establish priorities, adjust to changing priorities, and meet deadlines Make presentations and facilitate and lead meetings and workgroups Education and Experience: Current unrestricted license as a Registered Nurse or Licensed Vocational Nurse issued by the State of California Current certification as a Registered Health Information Administrator (RHIA) and Certified Coding Specialist (CCS) issued by the American Health Information Management Association Bachelor's degree in Nursing, Health Care, or a related field A minimum of eight years of experience including a minimum of three years of clinical experience and a minimum of five years of CDI (clinical documentation integrity) experience with emphasis on Medi-Cal and Medicare requirements in a managed care environment which included provider education responsibilities (an Associate's degree and an additional two years of experience may substitute for the Bachelor's degree); or an equivalent combination of education and experience may be qualifying OTHER INFORMATION We are in a hybrid work environment, and we anticipate that the interview process will take place remotely via Microsoft Teams. While some staff may work full telecommuting schedules, attendance at quarterly company-wide events or department meetings will be expected. Temporary employees on assignment at the Alliance will be connected to a staffing agency with separate benefit options. The full compensation range for this position is listed by location below. The actual compensation for this role will be determined by our compensation philosophy, analysis of the selected candidate's qualifications (direct or transferable experience related to the position, education or training), as well as other factors (internal equity, market factors, and geographic location). Zone 1 (Monterey, San Benito and Santa Cruz)$70-$75 USDZone 2 (Mariposa and Merced)$67-$72 USD OUR BENEFITS Available for all regular Alliance employees working more than 30 hours per week.Some benefits are available on a pro-rated basis for part-time employees. These benefits are unavailable to temporary employees while on an assignment with the Alliance.
