A hallmark of healthcare since 1902, Providence Hospital was established by Doctor Michael P. Schuster and a group of doctors as the city’s first non-denominational hospital.
The family ran the hospital until 1945, when the State of Texas granted a corporate charter to establish Providence Memorial Hospital and take advantage of changes in health care funding.
These words of Sam D. Young ring as true today as they did when first spoken in 1947 when, as president of El Paso National Bank and community leader, he worked on the capital campaign to build the new Providence Memorial Hospital.
The Paso del Norte Health Foundation was established on September 29, 1995 from the sale of Providence Memorial Hospital to Tenet Healthcare Corporation.
June 2005 – The Internal Audit Office is created under the City Manager’s Office.
2006 – Began the process for completing audits of Hotels, Rent-a-Car Agencies, Shops, and Restaurants at the El Paso International Airport.
2007 – Began the practice of conducting an External Quality Assurance Review (Peer Review). A process of conducting an audit of the Internal Audit Office.
September 2008 – Established the City of El Paso’s Ethicsline, an anonymous employee hotline to report Fraud, Waste, and Abuse.
January 2009 – The Internal Audit Office began conducting Hotel Occupancy Tax Audits at hotels located in El Paso, TX.
February 2010 – The Internal Audit Office began reviewing Property Tax Refunds processed by the Consolidated Tax Office.
May 2013 – The Financial Oversight and Audit Committee (FOAC) is created as a result of a City Charter Election.
January 2014 – The Internal Audit Office creates a process to conduct Payday Loan Reviews as a result of City Council establishing a Payday Loan Ordinance.
The remarkable history of Providence Memorial Hospital was chronicled by the Paso del Norte Health Foundation in 2015 as part of the Health Foundation’s 20th anniversary celebration.
2015 – At the request of the City of El Paso’s Ethics Commission, a process was created to provide assistance to the Commission.
January 2016 – The Internal Audit Office began conducting Hotel Occupancy Audits using a co-sourcing contract with a firm specializing in completing Hotel Occupancy Tax Audits.
June 2017 – The Internal Audit Office completed its first audit of Mountain Star Sports, the owners of the El Paso Chihuahuas Baseball Team.
The Institute also spearheaded the “Food for Every Child” report in 2017 that led to the creation of the Healthy Food Financing Initiative to expand access to fresh fruits and vegetables in the region’s food desert.
April 2018 – The Internal Audit Office completed a project to begin monitoring Sales Tax collected within the City of El Paso.
Since its inception, the Health Foundation’s assets have grown from the initial $130 million in seed funding to nearly $250 million as of December 2019.
