Required Qualifications:

Part-time Description
Cardinal Point Captains, Inc. (CPC) is seeking an experienced and qualified Vessel Captain to provide Seaborne Target Operations & Maintenance (O&M) support for the Naval Air Warfare Center Weapons, Pacific Target and Marine Operations Division. The proposed candidate shall possess expertise in marine operations and maintenance, with experience as a vessel captain and knowledge in HAZMAT handling, Quality Assurance, small vessel operations, and mechanical, electrical, and electronic systems in the marine environment. Skilled in navigation, vessel maneuvering, crew coordination, and ensuring compliance with maritime regulations and safety protocols. This is a Part-Time, On-Call position requiring daily reporting to the designated facility and may involve travel to remote locations, working in at-sea and/or dockside environments, and occasional overnight assignments.
Roles & Responsibilities:
Primary Duties:
· If required for the position, train and qualify as a vessel operator for HSMST, QST A/B/I, FACT, and SDST Targets. When assigned to these small boats, personnel will serve as captains; when aboard larger vessels, such as the SL-120, they will serve as mates. Tasks typically involve assisting higher level technicians in activities such as build-up or replacing seaborne target components, marine engines, troubleshooting systems and subsystems, repairing simple machinery equipment; using tools and common test equipment; and receiving technical guidance, as required.
· Under supervision, apply technical working knowledge to perform tasks on various types of marine engine on seaborne target systems and subsystems (QST A/B/I, FACT, HSMST, and SDST Targets).
· Follow established preventative maintenance programs utilizing technical service manuals and schematic charts for marine engines and related marine equipment.
Additional Duties:
· Operate and be qualified (technically and medically) in forklift operations, overhead crane operations, marine travel lift, and other target specific equipment.
· Maintain equipment logs, maintenance action forms and worktime tracking sheets.
· If required for the position, qualify and maintain Portable Command and Control Unit (PCCU) Remote Control Operator (RCO) certification.
Requirements
· Minimum USCG 100 Ton Credential, if operating vessels above 80 feet - Required
· Knowledgeable in testing mechanical systems and components to ensure functionality in accordance with procedures defined in technical manuals. - Required
· Correct and safe use of hand tools, power tools, and engine and electronic test equipment as directed. - Required
· Demonstrated proficiency in vessel operations, including navigation, maneuvering, and adherence to maritime regulations. Experienced in ensuring safe and efficient mission execution while serving as a captain or mate, as required. Skilled in emergency procedures, situational awareness, and adapting to dynamic maritime environments. Strong ability to coordinate with crew, communicate effectively, and maintain compliance with operational and safety standards. - Required
· With supervision, have the ability to read and interpret maintenance manuals, service bulletins, technical data, engineering data, and other specifications to determine feasibility and method of repairing or replacing malfunctioning or damaged components. - Required
· Following OSHA and Navy mandated safety guidelines with specific periods of use for safety glasses, outdoor use of respirator, hearing protection, and steel toe shoes. - Required
Work Conditions:
Conditions will vary.
· Outdoor duties may be performed on shore and afloat on even or uneven surfaces, which may be dry or wet. Requires the ability to work in a seaborne environment with some shift work at remote locations with multiple over-night assignments.
· Work will include sitting, standing, walking, lifting and reaching.
· Must be capable of lifting 50-100 lbs. assisted by other employees.
· Maintain a clean and organized work area to facilitate manufacturing functions.
· Work Schedule: This position is part-time, on-call, with work hours varying based on operational needs. Assignments will be scheduled as required, and availability may be requested on short notice.
· Overtime: required.
· Travel: Required on a routine basis but work location is normally NAWCWD Port Hueneme.
Education/Experience/Skills:
· High School Diploma or equivalent.
· Technical school training or specialized training in the appropriate field required or a total of two-four (2-4) years' experience in performing the stated functions may replace education
· Experience in a military environment (E4+) or on a military facility preferred but not required
· Basic understanding of Computer/Networking/MS Office
· Works well with others as a member of a team
· U.S. Citizenship required and you must be able to obtain a U.S. DoD Security Secret Clearance prior to start date and maintain a Secret clearance throughout employment.
