Electric Power Research Institute CEO and leadership

Arshad Mansoor is President and Chief Executive Officer of the Electric Power Research Institute (EPRI), responsible for the institute’s operation and its portfolio of R&D and demonstration programs, spanning all sources of generation, power delivery and utilization, and the environment.

Previously Mansoor served as senior vice president, research and development, responsible for leading the development of the R&D portfolio, effective collaboration in shaping and conducting research, and the effective application of research findings, including technology transfer. Prior to that, as vice president of EPRI’s Power Delivery and Utilization sector, he led research, development, demonstration, and application of transmission and distribution and energy utilization technologies. He was vice president then CEO of the former EPRI subsidiary, EPRI Solutions, and vice president and director of engineering of the EPRI Power Electronics Application Center.

Beginning in 2007, he directed EPRI’s Energy Efficiency Initiative to facilitate smarter power delivery and end-use. In 2012 Mansoor launched EPRI’s Integrated Grid initiative, charting a course for the electricity sector to integrate distributed resources such as rooftop solar and onsite energy storage with utilities’ central generation, transmission, and distribution systems.

More recently, he has guided and shaped EPRI’s Efficient Electrification Initiative, examining the potential for economywide electrification to reduce overall energy demand and emissions while improving economic efficiency and enhancing customer satisfaction.

Today he is driving low-carbon research spanning the evolving energy system, interconnected energy technologies and emerging resources such as hydrogen. Focused on accelerating decarbonization across the economy, this work is identifying effective pathways to double by 2030 the U.S. energy-related CO2 emission reductions achieved since 2005 -- and to enable a more than 80 percent reduction by 2050.

Mansoor holds five U.S. patents in power electronics and distributed energy resources. He is a senior member of the IEEE and served as vice president of the U.S. National Committee of CIGRE, the international council on large electric systems, and as a member of the board for the Energy Production and Infrastructure Center (EPIC) at the University of North Carolina, Charlotte. He has published numerous papers in journals and conference proceedings and has given talks and participated in panels at leading technical forums worldwide.

He earned a Bachelor of Science in electrical engineering from the Bangladesh University of Engineering and Technology. Mansoor earned his Master of Science (1992) and doctorate (1994) in electrical engineering, focusing on power systems engineering from the University of Texas in Austin. He completed the MIT Reactor Technology Course and the Harvard Business School Advanced Management Program.

Pamela Keefe is a Board Member at Vermont Yankee Nuclear Power and VP/CFO/Treasurer at Electric Power Research Institute (EPRI). She has worked as Senior VP/CFO/Treasurer at CV REALTY INC., VP/CFO/Treasurer at Eversant Corp (a), and Board Member at Custom Investment Corp. Pamela attended St Lawrence University and Saint Michael's College.

Neil Wilmshurst is Senior Vice President of Energy System Resources for the Electric Power Research Institute (EPRI). He has overall management and technical responsibility for the research and development activities conducted by EPRI with its global membership related to all generation sources and storage.

Wilmshurst joined EPRI in 2003 as a Senior Project Manager in the Plant Support Engineering program. In 2008, he became Director of the Plant Technology department, and was appointed as Vice President, Nuclear and Chief Nuclear Officer in 2010, where, until 2020, he led the sector through the impactful years following the Fukushima accident. During this time the nuclear sector global membership expanded to encompass more that 80% of the world’s commercial nuclear fleet.

Before joining EPRI, Wilmshurst worked in a variety of nuclear utility engineering and maintenance roles with AmerGen and Exelon at Three Mile Island Unit 1, and British Energy at Sizewell B. Prior to joining the civil nuclear program Wilmshurst served for 13 years in the Royal Navy as a Nuclear Submarine Engineer Officer.

Wilmshurst received a bachelor’s degree in electrical, mechanical and control engineering from the Royal Naval Engineering College, Manadon, a Post Graduate Diploma in nuclear reactor technology from the Royal Naval College, Greenwich and a master’s degree in defense administration from Cranfield Institute of Technology, Shrivenham. He was also certified as a Naval Nuclear Plant Operator.

Jacqueline Rosati, is the Vice President, General Counsel, Chief Compliance Officer and Secretary at the Electric Power Research Institute (EPRI).

Rosati joined EPRI’s legal team in 2011 after serving for 7 years in the Legal Department of the New York Power Authority. During her career, Jacqueline focused her attention on contract negotiation, corporate governance, compliance matters and protection and licensing of intellectual property. Immediately prior to joining EPRI, Jacqueline was Corporate Counsel for SERC Reliability Corporation in Charlotte, North Carolina.

Rosati received a Bachelor of Arts from North Carolina State University. She earned her law degree from Albany Law School. She is a member of the New York State Bar, North Carolina State Bar and is a member of the Association of Corporate Counsel.
