Responsible for the maintenance of the air conditioning. Diagnose the cause of problems and/or failures in heating/air conditioning/ventilation systems for the purpose of identifying equipment and/or systems repair and/or replacements. Review blueprints, install air conditioning systems, test systems for proper functioning, perform emergency repairs, maintain tools, order supplies, and make routine adjustments to maximize operational efficiency.

Coho Technology Solutions is seeking a qualified Electrical Power Controller (EPC) professional to provide technical expertise in operating, maintaining, repairing, and troubleshooting power plant systems in support of Naval Base Ventura County - San Nicolas Island. This role involves hands-on work with electrical distribution systems, generators, transformers, substations, and associated equipment while ensuring compliance with Department of Defense (DoD) and Navy standards.
The EPC will play a critical role in supporting electrical outages, construction activities, and ongoing facility operations, requiring strong technical skills, safety awareness, and the ability to work independently in a mission-critical environment.
Responsibilities (include but are not limited to):
Control the generation or distribution of electric power in power generating plants, power distribution centers, and substations.
Anticipate load changes due to changes in work schedules or industrial operations, and/or weather to engage or cut out power sources, and interpreting wiring diagrams for a complete primary power system.
Operate diesel power distribution systems characterized by a wide variety of uses, including industrial operations which have large load changes, and peak loads which require set up to operate control boards, generators, remote and manually controlled transformers, switches, and circuit breakers.
Read/analyze a variety of interrelated meter indications to detect abnormal conditions such as, circuit over-loads, improper line voltages, or equipment temperature; and determine the causes of these abnormal conditions and make necessary corrections by adjusting controls.
Manipulate controls in power plants to start and stop the generator, synchronize it with the system and pick up the load, paralleling it on the bus; control generator output to clip the peak load drawn from commercial systems.
Monitor the effects of the reactive loads and compensate for them, interpret priority lists to plan load-shedding schedules, interpret load requests to schedule blocks of power requested by users, balance capacitance and reactive loads to achieve a good power factor, and make maximum use of purchased power, including what local generating capacity will be necessary to clip peak demands.
Interpret operating instructions and distribution equipment operating criteria to determine the proper time to switch in other feeders, tie in parallel equipment, adjust transformer taps to keep within the specified operating range of voltage and current, and/or set up the system to handle heavy loads.
Interpret circuit diagrams and equipment layout drawings to determine which electrical items such as, circuit breakers and transformers can be operated, what rerouting can be done to provide power to undamaged portions of the system, and what circuits should be opened to allow others to make repairs safely.

Position Summary
The Electrical and Amphibious Engineering Technician IV provides advanced technical support for the installation, maintenance, troubleshooting, and testing of shipboard electrical and control systems on U.S. Navy surface combatants and amphibious class ships. The position requires in-depth knowledge of marine electrical distribution, propulsion controls, and auxiliary systems, along with the ability to perform infrared (IR) thermographic inspections, cableway assessments, and system diagnostics per NAVSEA and MIL-STD standards.
Essential Duties and Responsibilities
The Electrical and Amphibious Technician IV shall support repair and maintenance of surface and shipboard systems.
Electrical Systems Installation and Maintenance
Install, test, and maintain new and existing electrical cables, power and lighting circuits, and distribution systems operating at 4160 VAC, 1000 VDC, 450 VAC, and 115 VAC.
Support ship control, propulsion, and auxiliary systems, including:
Ship Service Diesel Generators (SSDGs) and Main Propulsion Diesel Engines (MPDEs)
Gas/steam turbine generators and exciters
Automatic Bus Transfer (ABT) switches, transformers, switchgear, and load centers
Hybrid Electric Drive Systems (HEDS), Auxiliary Propulsion Motors (APM), and synchronizer controls
Degaussing, cathodic protection, and battery charging systems
Maintain Marine Electrical Systems, Lube Oil Purifier Heaters, Vent Fog Precipitators, and Helicopter/Aircraft Electrical Servicing Stations (HESS/AESS).
System Testing and Troubleshooting
Diagnose electrical faults and perform repairs on shipboard power generation, propulsion, and auxiliary control systems.
Conduct testing and calibration of controllers, power analyzers, UPS systems, and converters.
Verify proper operation of governor control, load shedding, reverse power relays, and circuit breaker protection systems.
Infrared (IR) Survey and Analysis
Perform IR thermographic inspections on electrical equipment and systems per MIP 3000 and SW210-AP-GYD-010 Thermal/Infrared Imaging Inspection Guide Book.
Identify and document overheating conditions in electrical circuits, components, breakers, and control equipment.
Support IR surveys on all ship classes, including engineering, propulsion, and combat systems spaces.
Provide technical analysis and recommendations for corrective maintenance.
Cableway Inspection and Documentation
Conduct shipboard electrical cableway inspections per NAVSEAINST 9304.1.
Identify hazards, deficiencies, and recommend repair priorities.

Required Training, Licenses, and Certifications
Infrared (IR) Survey Certification:
Level I IR Technician (minimum 30% of personnel within 60 days of support)
Level II IR Technician (at least one of the Level I technicians within 6 months)

Job Summary
In this position, the apprentice/helper will assist the technician as needed with installation, maintenance, inspections, and light repair. This is an entry level position.
