The successful candidate will work under the direct supervision of project management and design engineers developing skills in report preparation, electrical system studies, design tasks including calculations, preparation of plans and specifications, bidding assistance and construction administration, with an emphasis on personal/career development.
Responsibilities
Perform electricalengineering design tasks focused in the areas of water, wastewater, municipal, and process industrial projects.
Assist in the design of power distribution systems, instrumentation and control (SCADA) systems, access control and security systems, fire alarm systems, and backup power generation systems.
Assist Project Managers with the development and preparation of reports, studies, plans, specifications, and estimates.
Assist Project Managers in the design, bidding and construction of electrical systems.
Maintain project and company tracking information in Deltek software platform.
Attend internal and external design review meetings and coordinate with other engineering disciplines.
Requirements
Basic Qualifications
Bachelor's degree in ElectricalEngineering

Summary
This position exists to ensure efficient operation of all electrical and process control instrumentation on campus. This includes maintenance, sanitation, troubleshooting and repair of all electrical equipment on site. The individual in this position will be required to fully understand the purpose and operation of the electrical equipment throughout the plant and have the ability to make decisions based on sound judgment when a situation dictates.
The Electrical Technical Lead is a primary member of the electrical department team, this lead is accountable to the Maintenance Manager and Electrical Supervisor.
This individual must have a working knowledge of safe work practices, plant equipment, trouble shooting and repair procedures, and equipment installation under the supervision of the Electrical Supervisor, Maintenance Supervisors, and other members of management. Technician will ensure production equipment is properly configured and set to desired controls to assist with meeting desired operational efficiencies and goals.
The individual in this position will possess a working knowledge of predictive and preventive maintenance concepts and procedures, plant equipment maintenance practices and procedures, as well as perform electrical technical training. The individual must be able to perform electrical repairs and installations under the supervision of the Maintenance Supervisors and Maintenance Manager.
The individual in this position will oversee the quality of electrical and provide Electrical Supervisors direct feedback on that quality. They will evaluate after the fact actions, as well as in-progress maintenance, ensuring quality standards are met and proper procedures followed and utilized. The Electrical Technical Lead will stop improper maintenance procedures, provide training and report the situation to the Electrical Supervisor. The individual in this position will also provide direct input to the maintenance team in the search for constant improvement.
The individual in this position will create job plans to help assist the sorter technician and electronic technician. They will meet with technician and third-party contractor to ensure that we have the correct materials and information to complete the job. They will work with the electrical supervisor on jobs that need to be planned for the upcoming weeks. They will document what needs to be done on the job and give the technician the correct paperwork to complete the job. They will work with a third-party electrical contractor as they would with the electronic technician.
The area of work includes inside the facility and outside, depending on work requirements. Weekend and overtime work in this position is common and may be required to meet operational goals. This position requires the ability to work in extreme environments of both hot and cold.
Key Responsibilities
Perform maintenance follow ups to ensure correct procedures are being utilized and completed maintenance meets expectations and quality standards. Report findings the Maintenance Supervisors and Manager
Both in-progress (over the shoulder) and completed maintenance actions

Safety requirements and guidelines being met/followed

Repairs meets standards and specifications.
Loose, missing and/or improper hardware.
Electrical components are mounted correctly.
No apparent issues that should have been identified and/or fixed during the repair action.
Provide maintenance training and certification as follows (this list is not all inclusive)
Megging wires and motors
Ammonia detectors
PLC and instrumentation
Weigh Belts
Other duties as assigned to include maintenance activities to keep the plant running
Typical Education
Associates of Applied Science degree required in controls and instrumentation or possess current Journeyman Electrician License Preferred.
Relevant Experience
Strong working knowledge of:
Electrical troubleshooting and repair.
Predictive and preventive maintenance practices.
Safe work practices and equipment operation.
Ability to train and mentor other technicians.
Excellent communication and organizational skills.

Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE:
GS-11: At least one year of specialized experience equivalent to at least the GS-09 level in the Federal service, which has equipped the applicant with the particular knowledge, skill, and abilities to successfully perform the duties of the position. Marathon Petroleum Company is seeking a team-orientated engineer to join our Area Engineering team to provide technical guidance for day-to-day technical support for a refinery operations team and project management services. Projects may include new small capital projects and modifications needed to properly maintain and optimize existing operating units.
Additional assignments and responsibilities may be required based on knowledge, experience, and workload. The position will be based out of the Marathon Petroleum's Mandan Refinery in Mandan, ND and reports to the Engineering Manager.
The following are general roles & responsibilities that the refining Project Engineer would typically complete:
Key Responsibilities
HES&S / PSM / PSI
Complete all required training on time.
Participate in unit and project PHA's (What if's and HAZOP's).
Complete / participate in incident investigations / root cause analyses as assigned.
Complete PSM recommendations on time.
Review all projects with Safety during the feasibility and design phases to:
Ensure projects comply with safety standards and codes
Identify potential ergonomic issues
Ensure engineering controls are fully utilized
Complete an Environmental Review for every project to determine permit and regulatory requirements.
Ensure Management of Change (MOC) process is followed for all projects.
Participate in Emergency Response Plan as necessary.
Understand and apply Mandan and Marathon's Safety Procedures (SP's).
Area / Project Team Support
Review project list with the Area Team on a regular basis to help prioritize the project list.
Complete scope, design, and constructability reviews with the Area Team for all projects to make sure the project meets the Teams needs including hourly personnel in both Maintenance and Operations.
Assist Area Maintenance and Procurement in specifying piping, valves, and engineered equipment.
Assist with MOC's for projects completed by the Area Team.
Provide engineering and design support for unit shutdowns and turnarounds.
Attend Area Team meetings. Be an active participant, and champion MPMP and POTP.
Interface with the construction group for planning of project implementation.
Design / Reliability
Understand and apply engineering codes and specs to ensure project designs meet applicable standards (RAGAGEP).
Review equipment designs with Reliability to identify potential problems or areas for improvement.
Review designs with Tech Services to ensure process requirements are met.
Work with Reliability to develop engineered solutions for equipment with reliability issues.
Complete peer reviews for QA/QC on process and mechanical design for inhouse projects as required (i.e. verify process conditions comply with ANSI/ASME applicable codes and Marathon Refining Standard Specifications, hydraulics, PSV pressure drops etc).
Project Management / Controls
Use the MPMP process to develop and implement projects.
Maintain the database for all projects.
Maintain a prioritized list of jobs that includes capital budget projects, HES&S projects, and Area Team priorities.
Coordinate project work with outside engineering firms.
Manage multiple projects and assignments concurrently in a timely, safe, and cost-effective manner.
Organize project team to meet project deliverables.
Ensure projects are properly documented and all process safety information (PSI) and mechanical integrity information is updated.
Monitor and control the cost and schedule in all phases of projects. Forecast project spend monthly.
Control scope creep on approved projects.
Coordinate procurement of engineered and bulk material for all projects.
Assist with developing and submitting the Capital and Expense Budgets.
Education and Experience
Bachelor's Degree in Engineering required. Electrical, Civil, Mechanical, Chemical Engineering degree preferred.
Minimum of 2 years post degree engineering experience in the refining or petrochemical industry is preferred.
Valid driver's license required.
Some travel will be required.
Must be authorized to work in the US on a full-time indefinite basis without the need for employment visa sponsorship now or in the future.
Skills and Qualifications
Proficient with Microsoft Word, Outlook, Excel.
Strong organizing, planning, critical thinking, and communication skills. With the ability to manage competing priorities in dynamic refining environment.
Must be able to wear appropriate PPE in the refinery and be able to physically perform all tasks in the field.
