The Community Development Department, as a division of the City of Rochester, Minnesota, administers and enforces the building code statutes and other related municipal ordinances (including the rental property code) which provide for minimum standards of building construction and use for the health and safety of the public.

Nature of Work
This position involves skilled inspection work and related duties to insure and maintain compliance with State Building Code and City ordinances in the remodeling and maintenance of existing structures or the construction of new residential or commercial properties. Responsibilities include the performance of both field and office work in carrying out assigned duties to ensure neighborhood vibrancy through compliance with legally established specifications and requirements and performing other related duties as required. Positions at this level may be specialized in one of the building construction trade areas but may be trained and required to perform inspections of a minor nature in any trade specialty area. Inspectors must use considerable independent judgment and discretion in the performance of their duties.
The 2026 starting rate of pay is $44.37-$47.78 with advancement to $51.26 per hour.

DUTIES AND RESPONSIBILITIES
The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment.
* Respond to inquiries; educates various audiences on code regulations; interpret and makes decisions on technical problems.
* Interpret building codes, regulations, construction documents, and city ordinances and assess public and private infrastructure for compliance with said references.
* Conduct regular inspections of residential and commercial properties to identify code violations related to building codes, electrical codes, zoning laws, health and safety regulations, and nuisance issues.
* Collaborate with Community Development staff, City departments, contractors, and the public to resolve code violations, conflicts, errors and omissions before installation is considered acceptable.
* Investigate complaints, risks, hazards, and threats in regard to defective construction and/or installations without proper permits and participate in the prosecution of violators of the City or State codes. Respond to citizen complaints regarding potential code violations, conducting thorough investigations and gathering evidence. Perform follow-up inspections to ensure compliance with issued notices and confirm that violations have been resolved.
* Develop both oral and written corrective action notices and coordinate compliance efforts with other departments as needed.
* Prepare written reports and maintain files of complaints, inspections and resolutions.
* Attend board of appeal hearings to provide findings of inspections pertaining to appeals. (Not an essential function.)
* Engage in community outreach activities to raise awareness about local codes and promote compliance among residents and businesses.
* Keep current on changes to building codes, zoning laws, and enforcement procedures to ensure effective and accurate enforcement of regulations.
* Perform proactive code enforcement to promote neighborhood vibrancy and preservation
* Provide education on corrective measures to property owners and residents.
* Issue warning letters for lesser housing code and nuisance violations.
* Complete the inspection process during the maintenance, construction, repair, and remodeling of residential and/or commercial properties.
* Inspect structures for compliance with the adopted codes, City ordinances, project construction documents and industry standards. Conduct follow up inspections to ensure compliance with applicable codes.
* Make technical decisions on complex issues in compliance with department policies and practices or that may not be covered by existing codes and regulations.
* Prepare and maintains necessary records and reports related to the inspection program and assigned inspections. Issue orders when necessary to enforce compliance with building codes and related regulations; testifies in court if applicable, producing documents and records regarding inspections results.
* Coordinate the inspection process within the department and with other state and local agencies prior to issuance of a state or local license.
* Utilize automated software programs to enter and query inspection results, obtain permit information and create reports necessary to complete routine inspection duties, as well as performing electronic plan review. Reviews and electronically files special inspection reports, contractor deviation reports, material testing reports and affidavits related to the project construction.
Perform other duties as assigned or necessary.

In this role you will get to:
Design custom power distribution equipment following UL 1008, UL 508, UL 891 and UL 1558 standards.
Support and lead the custom quoting and order process, ensuring technical feasibility and compliance with listings, code, and customer specifications.
Provide electricalengineering expertise across a wide range of Trystar products, ensuring custom designs align with best practices and manufacturability.
Refine and document quoting processes to improve efficiency and reduce engineering cycle time for custom orders.
Collaborate with Sales, offering owners, application engineers, and manufacturing to bridge the gap between customer requirements and practical, buildable solutions.
Identify common customizations and work toward streamlining configurations to improve quoting speed and accuracy.
Drive impact beyond individual contributions by enabling others to move faster, make better decisions, and deliver higher-quality work.
Act as a technical mentor to engineers and sales team members, helping improve internal understanding of complex power distribution solutions.

Job Requirements:
BASIC QUALIFICATIONS
Bachelor's degree in ElectricalEngineering or equivalent.
7+ years of experience in electrical system design, power distribution, and quoting and order support for custom-engineered products.
Proficiency with electrical design software such as AutoCAD Electrical, SolidWorks Electrical, EPlan, or similar design software.
Ability to interpret customer specifications and site requirements to create accurate electrical solutions.
Excellent problem-solving skills and the ability to balance customer customization with standardization for efficiency.
Experience defining electrical specifications and component selection for power distribution offerings including switchgear, switchboards, transfer switches, load banks, and generators.
Experience with creation of detailed technical product documentation to support product manufacturing, functional testing, certification testing, and customer requests.
Ability to specify safe and effective testing practices for powered prototype testing.
Excellent communication and interpersonal skills to effectively collaborate with cross-functional teams, suppliers, and internal stakeholders.
Strong attention to detail and commitment to design accuracy.
Curiosity and initiative to explore new technologies, solve problems independently, and continuously improve designs and processes.

NFPA 70E Certification or experience working with medium-voltage systems.
Experience working with standards such as UL 1008, UL 508, UL 891 and UL 1558.

Strong leadership skills, with a proven ability to mentor engineers and collaborate across multiple departments.

**Your role and responsibilities**
IBM has openings for Hardware Test Engineers to test and provide customer support for hardware and firmware that make up our industry-leading IBM products. We are an elite team of engineering professionals that pioneer innovations for the cutting-edge microprocessors and hardware used in IBM Systems. Test Engineers participate in various aspects of the test and support process such as but not limited to:
* Assist in the testing of hardware components including processors, memory modules, and I/O systems
* Collaborate with firmware and systems engineering teams to ensure seamless hardware-software integration
* Help diagnose and resolve hardware issues through testing, debugging, and failure analysis
* Support lab testing efforts, including hardware bring-up, functional verification, and environmental testing
* Ideal candidates will possess demonstrated test and communication skills
* Contribute to technical documentation for procedures and test results
**Required technical and professional expertise**
* Bachelor's or master's Degree in: ElectricalEngineering, Computer Engineering, Computer Science, or related majors.
* Prior (project or internship) experience in computer hardware or testing.
* Strong verbal and written communication skills.
* Passion for technology and engineering.
* Growth minded, trusted, team focused, courageous, resourceful, and outcome focused.
**Preferred technical and professional experience**
Proficiency in one or more of the following technology areas:
* Microprocessor/ASIC Design Skills: VHDL, Verilog, RTL, SPICE, TCL, UVM, verification, and testing
* Computer Architecture coursework: VLSI Design, Microprocessors, Computer Architecture and Organization, Signal Integrity (Electromagnetics, RF, etc)
* Programming Skills: C/C++ or another object-oriented language, Git, Linux, GDB or another debugger, Agile practices
* Scripting Skills: Python, APDL, TCL, Bash, Perl, or Java
* Proficiency in CAD tools and 3D modeling
* Familiarity with various hardware architectures: VLSI, FPGA, MIPS, RISC-V, Arm, x86, Arduino, Quantum systems
* Familiarity with Linux, including system administration and KVM
* Troubleshooting, investigation, and problem resolution
* Experience with IBM platforms such as Z or Power
* Experience building and deploying containerized applications
* Interest and experience in automation and AI
