DESCRIPTION OF WORK
In this position, you will be responsible for inspecting construction activities and materials related to civil, environmental, and mine reclamation projects, ensuring that the executing entity adheres to permits, plans, specifications, and departmental policies. This role requires traveling to various site locations to conduct inspections and a thorough understanding of contract documents to effectively enforce compliance. You will evaluate materials and workmanship, accepting or rejecting them based on their alignment with contract and permit standards. Additionally, you will inspect the installation and maintenance of erosion and sedimentation control devices to ensure they conform to approved plans and permits. It is essential to take corrective actions when necessary, issue Notices of Violation to enforce compliance, and complete Earth Disturbance Inspection Reports with recommendations. You will also ensure adherence to the approved blast plan and blasting regulations to protect public safety, the environment, and structures, while notifying the construction engineer or supervisor of any field conditions that may require adjustments to existing plans or specifications.

Work Schedule and Additional Information:

Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
This is a field position that will cover project sites in the following Western PA counties: Allegheny, Armstrong, Butler, Cambria, Cameron, Clarion, Clearfield, Elk, Fayette, Indiana, Jefferson, Somerset, Washington and Westmoreland. You will be expected to report to the Cambria District Office on an as-needed basis.
Telework: You may have the opportunity to work from home (telework) full-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office. The ability to telework is subject to change at any time. Minimum Experience and Training Requirements:
Two years of construction inspection experience on heavy construction projects such as dams, flood control projects, mine reclamation projects, treatment plants, hazardous waste projects, airports, highways or utility installations; or
An Associate Degree in Building Construction Technology, Civil Engineering Technology, Survey Technology, Construction Engineering Technology, or a closely related field; or
An equivalent combination of experience and training.

Under direction of the Plumbing Supervisor, the Plumbing Inspector I and II (or) Interim Plumbing Inspector is responsible for performing inspections, evaluations, investigations, and consultations in compliance with applicable program standards, state laws and rules, local regulations, Board of Health policies and services in alignment with the agency's adopted mission and vision, community needs, and federal, state, and local mandates.
This position focuses on providing excellent customer service to internal and external customers in accordance with the mission, core values, and purposes of Franklin County Public Health.
DUTIES INCLUDE:
* Inspects plumbing systems and medical gas systems to conformance with approved plans, specifications and approved engineered design. Uses Ohio Building Codes to ensure jobsite compliance to the rules of the Ohio Board of Building Standards and to NFPA 99: Health Care Facilities Code.
* Plumbing Inspector I/II: Reviews blueprints and engineering drawings for compliance and provides technical advice to design professionals, contractors, owners, and operators regarding Ohio Plumbing Code and/or local regulations.
* Interim Plumbing Inspector: Prepares detailed reports on daily plumbing activities (inspections, investigations, evaluations, complaints) and maintains related records.
* Works with other staff, sections, and departments providing environmental health plumbing knowledge in relation to plumbing code and/or communicable disease investigations.
* Routine interaction with public officials, citizens, vendors, clients, patrons, and applicants to gather and process information; cooperative/coordinating responsibility with other departments.

QUALIFICATIONS:
Interim Plumbing Inspector:
* High school diploma or equivalent and 7 years of practical and verifiable installation experience in commercial plumbing
* Interim Plumbing Inspector Certificate issued from the Ohio Board of Building Standards
* Successfully complete and pass the examination modules required by the Ohio Board of Building Standards for Plumbing
* Inspector within 1-year of employment by Franklin County Public Health as an Ohio Board of Building Standards certified Interim
* Plumbing Inspector
* Valid Ohio driver's license and ability to meet insurability requirements.
Plumbing Inspector I:
* High School diploma or equivalent and 7 years of practical and verifiable installation experience in commercial plumbing
* Plumbing Inspector Certificate issued from the Ohio Board of Building Standards
* Plumbing Plans Examiner Certificate issued from the Ohio Board of Building Standards and/or ASSE 6020 Medical Gas Inspector Certification

DISTINGUISHING CHARACTERISTICS
The Building Inspector class levels are distinguished by the number of inspection disciplines an inspector is recognized to be qualified in based on certification and demonstrable abilities.
Positions in this class are flexibly staffed and are automatically flexed to the higher level upon completion of required experience and certification as established per the discipline being flexed to. Appointment to the higher class requires that the employee be performing the full range of duties for the class and meet the qualification standards for the class.
Building Inspector I is the entry-level classification in the building inspection series requiring skill and knowledge in any one inspection discipline as illustrated. Incumbents may be assigned to perform the less difficult or complex work in other disciplines as required.
Building Inspector II is distinguished from Building Inspector I, in that the former requires the performance of complex duties within two inspection disciplines as illustrated. Incumbents may be assigned to perform the less difficult or complex work in other disciplines as required.

Minimum qualifications
* A High School Diploma or GED and additional technical training; and
* 3 years of experience in building inspection; or
* 3 years of construction work in one of the four major trades: Plumbing, Electrical, Mechanical or Building Construction or a related field; and a minimum of one 1 year of building inspection experience; and
* 1 International Code Council (ICC) Certification within 6 months of hire or promotion; and
* A valid Driver's License with acceptable driving record; or
* Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
Desired qualifications
* Additional ICC (International Code Council) certifications.
* Bachelor's degree
This is a regular full-time position, subject to a 6-month probationary period. A register of qualified candidates will be active for 4 months should another position become available.

The Construction Inspector Level III (CI-III) serves as a senior technical assistant to the Government Project Engineer (PE), supporting the inspection and oversight of highway and bridge construction activities. This role requires independent judgment, technical expertise, and coordination with contractors and project stakeholders. The CI-III is responsible for ensuring that construction activities comply with contract requirements, safety standards, and quality expectations. This position is ideal for professionals with extensive experience in heavy highway construction and a strong understanding of traffic control, erosion control, and asphalt paving operations.
This position supports the AR ERFO FS 2020-1(1) project, which involves the repair of a landslide on Morgan Mountain Road in the Ozark National Forest, located in Madison County, Arkansas. The scope of work includes grading, drainage, construction of a mechanically stabilized earth retaining wall, riprap installation, aggregate base and surface courses, and other miscellaneous highway construction activities. The anticipated duration of the assignment is 152 calendar days, beginning on September 18, 2025, and concluding on February 14, 2026. The role may require night and weekend work depending on project needs.
Responsibilities
The CI-III will perform daily inspections of traffic control, environmental controls, construction layout, methods, and materials to ensure compliance with project specifications and safety standards. The inspector will assess the acceptability of contractor work, review and recommend acceptance or rejection of daily reports, and verify adherence to the approved Quality Control Plan. Responsibilities also include reviewing material submittals and testing procedures, updating the project Material Register, measuring and recording quantities of materials placed, and performing takeoffs to confirm required amounts. The CI-III may assist with finalizing quantities for monthly progress estimates and is expected to maintain the daily project diary, complete Inspector's Daily Reports (IDRs), and other required documentation. The role demands coordination and scheduling of team efforts, and proficiency in Microsoft Outlook, Excel, Word, and Primavera or similar scheduling software.
Qualifications
One of the following certifications in the highway/bridge construction field:
NICET Certificate - Level III or higher, or equivalent state certificate
EIT Certificate
Associate's Degree in Engineering Technology
A minimum of 6 years of increasingly responsible construction engineering experience, including at least 1 year serving as Project or Resident Engineer or Assistant Project or Resident Engineer on State or Federal highway or bridge construction projects
Proficiency in:
Microsoft Outlook, Excel, Word
Primavera or other scheduling software
Internet-based tools
Strong oral and written communication skills
Ability to interpret project plans, specifications, contracts, regulations, schedules, submittals, and detailed cost estimates
Ability to coordinate and schedule the efforts of others
Ability to draft and review contract documents
Preferred Qualifications:
Extensive experience in heavy highway construction projects
Comprehensive understanding of:
Traffic control and erosion control
Asphalt paving operations
