General Description

This recruitment is open until filled with a first applications review date of October 27, 2022.

The Irvine Ranch Water District is accepting applications for an Electrical & Instrumentation Supervisor who under general direction, will perform and supervise the maintenance and repair of the District's electrical and instrumentation systems related to domestic and recycled water treatment plants, bio solids facilities, sewer and their associated management systems.

Summary of Duties

* Provide daily work instructions, guidance, and performance feedback to assigned Electrical Services staff and other team members as assigned; provides for the training of staff in work methods, use of tools and equipment, and relevant safety precautions.

* Coordinate/work with other District departments and/or with outside agencies, contractors, and companies to complete assigned tasks.

* Participate in the selection, coaching, counseling, and training of employees. Determine appropriate productivity standards for employees and measure staff performance accordingly. Review and evaluate the performance of assigned personnel on a periodic basis. Recommend salary adjustments, awards, promotions, and disciplinary actions for assigned staff.

* Support the Asset Management Program, and/or system.

* Assist in the administration/improvement of the Reliability Based Maintenance Program.

* Train assigned staff in Electrical & Instrumentation repair, maintenance methods and techniques.

* Ensure correct recordkeeping and that appropriate documentation of maintenance, modifications and changes are made by assigned staff.

* Prepare required reports (i.e., System data, labor, work performed, and materials used. Provide feedback on work performed).

* Perform site assessments and evaluations for equipment to be maintained. Make recommendations for preventive maintenance intervals. Create preventive maintenance templates and schedule PM routines through the District enterprise asset management system.

* Read and interpret P&ID's, schematic and installation manuals for electrical and instrumentation systems. Provide working drawings as necessary.

* Install, maintain, calibrate, repair, troubleshoot and modify electrical equipment and systems, instrumentation equipment and systems, control systems and power distribution systems.

* Process, track, and assign work orders to assigned Staff utilizing the District's enterprise asset management system. Notify enterprise asset management group of new equipment installations, or of changes to existing equipment installations.

* Work with department manager to assist in the creation and administration of maintenance contracts.

* Comply with and ensure staff compliance with District Lockout-Tagout policy. Maintain department Lockout-Tagout program, equipment and devices.

* Comply with district safety work-related practices and attend relevant safety training.

* Provide first response and assessment for repairs and modifications to District facilities.

* Work with equipment vendors to identify and resolve operating problems and perform repairs and maintenance.

* Perform all duties of the Senior Electrical & Instrumentation Technician and Electrical & Instrumentation Technician as needed.

* Perform Predictive Maintenance and Condition Monitoring.

* Respond to emergency situations during off-hours as required.

* Participate in the Districts' standby duty program, responding to evening and weekend calls regarding equipment problems.

* Evaluate and make budgetary recommendations on new electrical equipment for purchase. Assist department manager with budgetary compliance.

* Utilize a computerized purchase requisition system to order and pay for services, supplies, materials, tools and equipment.

* Ensure availability of critical spares and supplies.

* Perform all related duties as assigned.

Qualifications

Education:

* A combination of education and experience equivalent to an Associate's degree in Electrical or Electronic Technology or college and technical/trade school electrical/electronics course work equal to 60 semester units.

Experience:

* Five years of Journey level experience installing and maintaining industrial or production electrical and electronic equipment is required.
* Two years of supervisory experience desired.

Licenses and Certifications Required:

* A valid Class 'C' California Driver's License is required.
* California C-10 Electrical Contractor or General Electrician Certification desired.
* Grade III CWEA Electrical/Instrumentation Technologist Certificate desired.

Physical Requirements

Will lift 50 lbs. on a routine basis and 75 lbs. with assistance on an infrequent basis. Must be certified annually to wear respiratory equipment. Must be clean-shaven such that facial hair does not interfere with the fit of a tight-fitting respirator. Ability to exert moderately heavy physical effort in moderate to heavy work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, lifting, carrying, pushing, and pulling. Ability to work at heights of 55 ft. Ability to operate equipment and machinery with some requiring complex and rapid adjustments, such as hand and power tools, facility and truck mounted cranes, forklifts, scaffoldings and man-lifts and test equipment associated with the electrical/instrumentation trade.

Environmental Adaptability

Ability to work under sometimes uncomfortable conditions with exposure to environmental factors such as electricity up to 5 KV, explosive environments, weather, toxic agents, wildlife, disease, equipment, traffic, or machinery.
