Performs and/or oversees development and subdivision finals to determine final acceptance of all projects constructed for City ownership and maintenance, including water and sanitary sewer mains within new residential or commercial developments. Addresses citizen requests and concerns related to new developments within the City. This includes coordinating with other city departments on utility layout and installation. Inspects construction sites to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards. Uses computer assisted design software and equipment to assist with preparation of specifications and associated details. Assists in creating, updating, and implementing the water distribution and wastewater collection system models, by utilizing the necessary modeling software. Performs various modeling and scenario planning to identify operational efficiencies and emergency preparedness. Assist the City Water Utilities Department and Wastewater Utility Department in the formulations and details of the water and sewer specifications along with other City policies and standards. Assists the GIS/Mapping Department with information necessary for the maintenance of records and record drawings concerning private development and city capital improvement projects. Generate high quality maps and documents for customers using ArcGIS and ArcMap Comprehensive technical knowledge and ability to efficiently operate all Geographic Information Systems. Ability to read, interpret and understand legal descriptions, maps, plats, aerial photographs and other GIS-related source information. Research, analyze and compile data from a variety of sources; utilize modern research methods, including research and statistical analysis to identify and evaluate problems, issues, series, trends and patterns. Convert raw data into various useful formats. Find or create more efficient and effective operations through technology advancements. Maintains security, integrity and accuracy of records. Provides administrative analysis on the provision of economic, geographic or social information. Meets with users to define, evaluate and resolve problems. Explores alternative methods of problem resolution including the use/modification of commercial packages, etc. Implements procedures, processes and monitors effectiveness of software to ensure the department is satisfying user needs Prepares and updates procedures and documentation for new and existing systems, insuring compliance with departmental procedures. This position is considered a first responder in the event of a citywide emergency or disaster situation. During such an event, this position will respond and perform tasks that are assigned based on the need of the situation.
