Maintains manual and/or automated document control and filing systems and records for department correspondence. * Independently composes letters and other correspondence and reports, including those involving technical issues. * Conducts review and analysis of reports and other technical documentation to support departmental needs, including summarizing requirements and identifying deliverables for departmental response. * Coordinates with departmental leadership and other agency management in order to ensure timeliness of workflow and submissions for the executive staff, Commission Meetings, external meetings, etc. * Interprets financial and budget information associated with the department. Maintains reports as required for the department. Type, photocopy and distribute reports as required. * Coordinates recruitment requirements of the department. Maintains records on job descriptions and other pertinent personnel data for all positions in the department. * Records minutes of committee meetings, staff meetings, etc., transcribing those meetings into written format. * Manages office equipment assigned to the department or provided for department staff use. Ensures that service response is timely for departmental equipment and that supplies are adequately maintained. * Coordinates with other agency groups to ensure that standardized forms and processes meet the department's needs. * Arranges Executive and staff meetings and coordinates requests from both internal staff and external vendors. * Makes all Technology staff Travel Arrangements. * Actively manages all Technology Department budgets and coordinates directly with the Finance department on all discrepancies. * Manage contracting and invoice data in database and manage spreadsheets. * Works closely and effectively with the CIO/CTO to keep him/her well informed of upcoming commitments and responsibilities, following up appropriately. Acts as a "barometer," having a sense for the issues taking place in the environment and keeping the CIO/CTO updated. * Manages a variety of special projects for the CIO/CTO, some of which may have organizational impact. * Monitors and manages all Technology Department office supplies. * Maintain executive calendar and meeting agendas. * Prepare materials used in executive presentations. * Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures. * Responsible for coordinating the records management effort within the department. * Performs other duties as assigned. Also conducts an internal visual inspection at the end of revenue service to collect and turn-in lost items. * Complete familiarization with system and safety features; geography and roadways of an assigned route and of the entire service area; traffic rules, regulations and laws, transfer points and fare structures. * Refers to time schedules and instructions for pull-outs, line service, pull-ins, and off-route trips. * Provides information on bus services to passengers which include bus schedules, routes and fare information. * Receives and transmits two-way radio messages involving accidents, incidents, emergencies, criminal activities, or other authorized HRT business utilizing judgment and discretion to ensure customer and individual safety. * Maintains radio contact with CENTRAL Communication to report transit vehicle breakdown, accidents, interruptions in service, or other vital information to maintain efficient transit operations. * Writes reports and completes forms as required, may prepare detailed written reports concerning accidents incidents, breakdowns and mechanical defects, as required at the end of their shift. * Adheres to safety rules, regulations, and Standard Operating Procedures (SOP) to ensure the well being of Hampton Roads Transit customers and employees. * Operates a passenger bus safely and effectively in accordance with the Virginia Code and local traffic regulations. * Maintains scheduled time over assigned route. * Ensures safe operation of HRT vehicles under adverse conditions. * Performs vehicle operations at varying hours of day and night. Technical/Mechanical: * Maintain proficiency in the diagnosis and repair of all HRT vehicles. * Ensure accurate diagnosis and the effective repair and/or replacement of components necessary for the proper functioning of assigned equipment using advanced diagnostic equipment. * Effectively and efficiently perform preventive maintenance inspections. * Ensure the timely and effective repair of any problems identified in the course of maintenance activities. * Maintain and demonstrate a high level of proficiency in: * Troubleshooting and repairing vehicle fuel delivery systems using on-board diagnostics and appropriate scan tools. * Repairing and inspecting air conditioning units and wheelchair lifts. * Repairing and adjusting all components of steering and suspension systems. * Repairing and overhauling brake systems. * Diagnosing and repairing multiplex systems. * Repairing and updating destination signs. * Diagnosing door system problems and making needed repairs and adjustments. * Diagnosing driver seat related issues and repair. * Applying proper technique in the repair of plastic and fiberglass materials. * Road testing vehicles to ensure safety and quality of work performed. * Using maintenance documentation and online services. * Adhere to the highest quality standards and meets or exceeds the original equipment manufacturers' requirements in the performance of all job responsibilities. * Advise supervisor immediately if additional work is needed, if work outlined is not needed, or if repairs cannot be completed within the promised time frame. * Operate forktruck. * Perform other maintenance duties or assignments as requested including but not limited to lower rated work. * Ability to utilize Windows and other computer programs. Administrative/Teamwork: * Interact effectively, courteously, and professionally with operations department employees and other HRT employees regarding vehicle repairs and other shop business. * Assume primary responsibility of assigned projects. * Complete all required written and/or automated work orders and other documentation as required. * Report equipment abuse or component tampering to the shop supervisor. * Train other HRT employees in the safe and efficient performance of fleet maintenance and proper operation of required maintenance equipment/tooling. * Be involved in the daily operation of the shop and be able to fill in during the absence of the supervisor. * Possess the ability to interpret maintenance manuals, wiring diagrams, electronic schematics, ladder logic, and other documents and to safely operate all company equipment. OSHA/Safety/Environmental: * Maintain a clean, safe work area in compliance with HRT/OSHA standards. * Responsible for the proper use of Personal Protective Equipment (PPE). * Safely uses all power and handheld mechanic tools. * Maintain awareness and compliance with all current HRT, local, state, and federal regulations, such as regulations governing the handling and disposal of hazardous waste and use of Personal Protective Equipment (PPE). Safety Responsibility: Perform all job duties and responsibilities in a safe manner to protect one's self, fellow employees, and the public from injury or harm. Must have completed the employee qualification requirements for the Mechanic III position prior to moving to the Mechanic II classification. Licenses or Certificates: Must have CDL Class B license and/or CDL Permit and the ability to acquire within sixty (60) days of employment a valid Virginia CDL Class B license with air brake and passenger endorsements. Must have or acquire within the probation period (90 working days post hire) EPA Section 609 Refrigerant Recycling and Recovery Certification.
