* Provides subject matter expertise in the evaluation of mineral related ground water issues that includes investigations and site characterizations.
* Provides review, guidance, assistance and coordination on technical aspects of dewatering and monitoring operations.
* Provides subject matter expertise with respect to mine related water issues such as surface water-ground water Interactions and potential environmental impacts from the dewatering of multiple aquifers in open-pit mining operations.
* Provides expert testimony in court cases involving challenges/protests to BLM's use authorization stipulations or mitigation requirements.

Qualifications

Basic Education Requirement (BER) - Applicant must meet one of the BER requirements in order to meet the qualifications of the position:
For Hydrologist (1315 series): Degree in physical or natural science; or engineering that included 30 semester hours in courses such as hydrology, physical science, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography or the management or conservation of water resources AND 6 semester hours in calculus (both differential and integral) AND 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels. I will provide a copy of my college transcript; OR have a combination of education and experience that includes the coursework shown above plus appropriate experience such as field or laboratory work requiring application of hydrologic theory and related sciences such as geology, geo-chemistry, geophysics, or civil engineering to make observations, take samples, operate instruments, assemble, analyze, and interpret data and report findings orally and in writing.
For Geologist (1350 series): A degree in Geology, which includes or is supplemented by 20 semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography; OR that you have a combination of education and experience with course work equivalent to that above plus appropriate experience or additional education.
In addition to meeting the BER for this position, applicants must also prove to meet the minimum specialized experience qualification requirements.
For the GS-12: Must have have one (1) year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. Specialized experience is further defined as performed technical reviews requiring a thorough knowledge of groundwater hydrology such as serving as a technical advisor on groundwater issues related to mining and mine reclamation, movement of groundwater into or from open pit mines, methods of monitoring of groundwater; prepared or reviewed contracts for hydrologic studies, and analyzed the potential environmental impacts of mine dewatering operations, water disposal, and mine waste disposal; ensured compliance with Federal and state laws and regulations concerning ground and surface water quality.
For the GS-13: Must have one (1) year of specialized experience equivalent to the next lower grade level (GS-12) in the federal service. Specialized experience is further defined as performed water resources analysis and interpretations of groundwater information and data related to mining operations including reviewing numerical groundwater models and aquifer characterization studies; provided technical direction, advice, policy guidance and coordination of groundwater resources issues pertaining to mining operations and associated issues; recommended approaches for minimizing environmental impacts of mining operations in accordance with the National Environmental Policy Act; designed groundwater monitoring programs, and collected, analyzed, and evaluated surface and ground water quality and quantity data associated with authorization of mining operations on Public Land.
* There is no education substitution for specialized experience at the GS-12 and GS-13 grade levels.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The work is mostly sedentary, but field trips, tours, inspections, and meetings often require walking, climbing, and camping out. Work requires periods of concentration, after-hours preparation for staff and program guidance, and ability to deal effectively with several, diverse issues concurrently.
Work Environment: Work Is mainly performed in an office setting with occasional conferences or meetings scheduled elsewhere where other accommodations are used. However, there is field work which will involve driving or walking over rough terrain with wide temperature variation ranging from below freezing to over 100 degrees F. Occas"ional use of aircraft is required flying under a variety of conditions.
