The culmination of this effort led to the publishing in 1958 of the state's first major planning document related to civil defense.
The first true application to nondestructive testing was an R&D program sponsored by the American Gas Association to develop a device for inspecting buried gas pipelines for stress corrosion cracks in the early 1970's.
Governor Ray Blanton issued an executive order in 1975 designating the Tennessee Office of Civil Defense as the lead agency for coordinating the state's response to all disasters and emergencies that affected the state or its citizens.
In Tennessee, this plan was known as the Tennessee Emergency Management Plan, or TEMP. The 1986 document became the basis for all emergency management plans and programs within the state and this remains the case today.
On November 4, 1987, President Hall called the executive council to order at the Clarksville, TN Ramada Inn as they prepared to start the conference.
In the spring of 1987, the Emergency Management Association of Texas (EMAT) was created in San Antonio, Texas.
The period of service for the first 15 years or so was only for one year as president, then in 1987 all officers were prevented from succeeding themselves.
A quarterly executive council meeting was held on June 27, 1988 with President Hall presiding.
On September 7, 1989 a Sovran Bank statement shows the EMAT balance as $149.47.
A summer 1990 newsletter reported that John Riley was appointed as Chairman of the Awards and Recognitions Committee.
On May 28, 1991, President Ellington welcomed everyone to the IEMS Conference (not the EMAT conference) at the Park Vista Hotel in Gatlinburg.
In the fall conference in 1991, John Parsons (Tullahoma Emergency Management) became president.
In 1998 the first person to be certified as an emergency management professional was TEMA West Region Director, Kelly Zadakaus.
The next conference will be held in Sevier County on September 11-13, 2011 for a cost of nearly $68,000.
On November 10, 2011 President Bill Brown called the Executive Board to order and approved the Treasurer’s Report from Danette Rolen, $70,155.85 before paying the hotel.
On December 5, 2011, President-Elect Jimmy Floyd convened the Executive Board on this date, but no minutes exist of the meeting.
On July 12, 2012, President Brown called the meeting to order and received the Treasurer’s Report submitted by Danette Rolen, Treasurer, (who was not present) with a balance of $65,170.60, but the SunTrust Bank statement as of July 11, 2012 reflected a balance of $72,986.53.
Donnie Smith (TEMA Liaison) reported that TEMA would again cover expenses for the 2012 training conference.
TEMA Public Information Officer Jeremy Heidt left his position in July and Executive Officer Dean Flener picked up his duties, to include interface with EMAT. The EMAT Conference in 2014 was held in Nashville at the Maxwell House Hotel.
In the 2014 conference, John Mathews (Sevier County) became President.
(EDITOR's NOTE: On November 29, 2016, a large forest fire broke out in Sevier County on a night with high winds, eventually burning many places in Gatlinburg and also threatened Pigeon Forge.
Conference Chairman Tony Reavley said the conference fee needs to be increased to meet expenditures in the next conference. It was finally agreed to raise the conference fee to $180 per person and vendor fees to $500 for Conference 2016.
On June 21, 2017 President Purdy called the Board of Directors to order in the Waverly Room in the State EOC in Nashville.
Announce a date and location for the 2017 conference (by July)
President Purdy stated that the plans for the 2018 conference had been started and needed to be reviewed.
Since it has been agreed that the dates of future conferences will be changed in the Spring of 2021 (probably the end of March to avoid Spring break), a special conference will be developed which may focus on an exercise.
The board passed a resolution to officially delay the conference until April 2021 when EMAT will meet in Franklin.
He announced his preference to set it back for April 2021 due to the COVID-19 threat and its impact on the membership and the bad example it could set for the public if held.
