General Statement of Duties
Serves as a centralized communications agent answering 911, and other emergency calls, to arrange for service from Police, Fire, EMS, and other emergency response personnel; performs related work as required.
Classification Summary
The principal function of an employee in this class is to receive emergency calls and relay information and instructions for county-wide police, fire, medical and other emergency personnel, and to receive and transmit messages and information between law enforcement and other local agencies. The work is performed under the direct supervision of the Emergency Communications Officer (ECO) Supervisor or designated Lead ECO, but considerable leeway is granted for the exercise of independent judgment and initiative. The principal duties of this class are performed in a central Communications/911 Dispatch Center requiring constant attention to several communications sources at any given time.

Essential Duties and Responsibilities
Responds to emergency calls for service requiring the dispatching of personnel using emergency and non-emergency telephone lines;
Performs computerized entry of information, and other law enforcement related material;
Responds to varied emergency situations dealing with emotional, injured, and/or victimized persons, and is responsible for ascertaining and collecting crucial information needed in the given situation, and relaying it correctly without delay;
Responds to all incoming emergency calls, places outgoing calls as necessary, operates a National Crime Information Computer, operates a Computer Assisted Dispatch console, monitors comprehensive mapping system, while receiving information from callers;
Answers all 911 and other emergency calls for emergency personnel, determines appropriate agency which will need to be dispatched, relays all relevant information and corresponds with the caller through the emergency system;
Relays locations of alarms as soon as they are received;
Requests and transmits information from other departments or outside agencies as needed;
Contacts related safety personnel in emergencies, including State and Federal personnel;
Runs computer checks on driver's license, license plates, firearms, wanted persons, etc., as required;
Keeps immediate supervisor/designated authority fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems;
Responds to calls in a courteous and timely manner;
Communicates and coordinates regularly to maximize effectiveness and efficiency of interdepartmental operations and activities;
Performs searches with partial data to identify persons and vehicle registration to expedite emergency services;
Other Duties and Responsibilities
Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions;
Attends meetings, conferences, workshops and training sessions, and reviews publications and audio-visual materials to become, and remain, current on the principles, practices and new developments in assigned work areas;
During exigent circumstances, will assist Emergency Communications Officer on duty until other resources arrive to relieve Call Taker and assist primary ECO;
Performs other related duties as assigned.
Required Knowledge, Skills and Abilities

Computer information retrieval of communication operations, NCIC computer, and computer information entry procedures;

Physical Demands: Incumbent must function efficiently in a confined space for extended periods with no breaks and no opportunity to leave the confines of the Communications Center. The dispatcher is considered an "essential employee" meaning they are required to work most holidays, report for duty during adverse weather conditions, and be expected to work for long hours exceeding normally scheduled shifts in case of emergencies. Position is sedentary with high amounts of stress. Incumbent is subject to shift work, rotating shift work, and uncommon tours of duty. Work requires use of the voice in vocal communications for periods of hours at a time. Voice must be clear, audible, and tone effective with words plainly spoken and understandable. Incumbent must be able to hear clearly and discern a variety of audible communications and signals simultaneously. Incumbent must be able to read critical information from multiple sources, including computer screen, fax, and written log quickly and accurately. The work is of an emergency nature and is emotionally stressful. Incumbent must possess manual dexterity sufficient to operate computer terminals/keyboards and related equipment and to maintain written logs. Work involves occasional lifting of boxes and supplies up to weights of 50 pounds.
Working Conditions: The work is normally performed in a well-lighted and temperature-controlled room. Noise levels are routinely high due to electronic equipment, telephones, radios, and other discussions ongoing in the performance of duties. The setting is typically confined and secure, and entrance and egress is controlled.
The National Park Service has determined that the duties of this position are NOT suitable for telework.

Provides emergency communication reception and dispatching services. Determines the nature of the emergency in accordance with established guidelines.
Determines the response and services to be rendered based upon the emergency call received and dispatches the correct emergency team based upon the information received.
Maintains constant liaison with the scene of the emergency to include; fire officials, police, Command Duty Officer, and any other unit control centers involved with the emergency until official termination of the incident.
During periods of multiple emergencies, uses independent judgment to determine which calls need immediate attention. Additionally, prioritizes multiple emergency and non-emergency calls to determine appropriate response levels based on the needs of the caller.
Monitors various emergency radios including police, fire, and mutual aid frequencies.
Provides information to senior officials as requested. Conducts follow-up inquiries to track action being taken within the hospital.
Coordinates with military and civilian agencies in response to aid requests in accordance with locally established protocols.
Conducts daily pager tests at required intervals, ensuring proper response times. In the event a pager is not functional, will coordinate with the duty provider and Information Technology Department to repair or replace telecommunication equipment.
Maintains an activity log of all significant daily events, emergencies, processes, or notifications received through the communication center. Maintains an electronic daily activity log of all activities according to locally established protocols. Takes necessary measures to ensure information contained in each data entry is accurate and provides a clear picture of emergency and daily activities of the dispatch center.
Maintains maps, checklists, online data logs, and charts. Maintains checklists and is fully proficient in the use of these checklists during emergency operations.

Operates and maintains telephones, radios, automated data processing equipment, printers, and other devices installed in the dispatch center. Monitors radio and telephone communications with police, fire, and hospital units during emergencies. Refers non-emergency callers to appropriate agencies as needed.
Receives, relays, and transfers phone calls and documents messages. Operates Hospital Code Alarm system. Receives and processes all significant information received in accordance with established protocols. Operates WRNMMC paging system to make announcements
Prepares and maintains reports and records relating to emergency responses. Prepares an incident report for the locally utilized database management system, using correct codes and categories in the preparation of the report in accordance with locally established guidelines.
Provides statistical data to supervisors. Compiles, collates, and verifies emergency and non-emergency response data generated by or processed through the communications center and enters appropriate information into the local reporting systems.
Work Shifts: 1st Shift - 6AM-2PM, 2nd Shift - 2PM-10PM, 3rd Shift - 10PM-6AM
Requirements
One (1) year of responsible work experience as an emergency or non-emergency dispatcher/call center operator, public safety officer, security, military or healthcare services, or relevant work experience using two-radio communication
Ability to work well under pressure
High School Diploma
Proficiency in standard computer operations, including proficient typing skills
Knowledge of the logs, reports, and filing procedures to perform necessary operator logging and documentation
