The Training, Exercise and Preparedness Specialist serves in the Crisis Management and Preparedness division of the University of Kentucky Police Department.

The major responsibilities are Vulnerability and Building Emergency Action Plans (BEAPs), Program Development and Exercises, University Training Compliance, and Professional Development.

Specific duties include creating training plans, conducting and hosting trainings, maintaining training records, overseeing Building Emergency Action Plans (BEAPs), training University officials on BEAPs, supervising, creating and coordinating emergency management exercises for the University, supervising personnel who maintain reporting database and conduct trainings, creating retrospective analyses (after-action reports), creating Event Action Plans (EAPs), maintaining training and continuing education requirements toward emergency management, responding to campus incidents as determined by the campus Emergency Operations Plan.

The South Region Emergency Management Specialist provides strategic direction, administrative and operational oversight in maintaining compliance with internal and external regulatory agencies and policies, as well as, NIMS compliance through an All-Hazards state of readiness. Additionally, this role is responsible for planning, organizing and executing consistent and coordinated Emergency Management (EM) response, recovery and business continuity in policies and procedures, and serves as the subject matter expert in the event of situations that require facility and/or region wide coordination and response.::


Education: Bachelor's Degree in a related field



Skills:



Demonstrates expertise and knowledge of Emergency Management to include process development, contemporary Emergency Management practices, technology, programs, training, protocols and procedures



Knowledge of Emergency Management in a Healthcare environment is desired



Must be able to effectively communicate, written and oral, to a variety of audiences



Must be able to demonstrate flexibility in balancing multiple priorities



Must be able to perform analysis through use of various software tools

License: N/A



Certification: Training in Hospital Incident Command Systems (HICS) IS-100, IS-200, IS-700 and IS-800 is required. If not already attained, ICS-300 and ICS-400 are to be completed within one (1) year of obtaining the position.

Provide oversight of the DOE Emergency Management System in accordance with DOE O 151.1D while providing frequent interface with the contractor.

Provide regular oversight of the following program documents for the DOE-Carlsbad Field Office: Emergency Planning Hazards Surveys, Emergency Planning Hazards Assessments, documentation to establish Emergency Planning Zones, and Emergency Management Plans.

Oversight of the Establishment of and maintaining of emergency plans, emergency procedures, and technical resource capabilities that address emergency classification, notification, reporting, response actions, training and drills, exercises, emergency public information, and offsite interface with local, state, and federal agencies.

Provide adequate support to CBFO senior management and anticipate informational needs.

Provide routine & special coverage for assigned facilities in accordance with local documents & DOE orders. Including Event Learning Reviews, field walkdowns, and critical work activities.

Talk with plant personnel to become knowledgeable of current activities, attitudes, and concerns.

Perform issue follow-up and closeout of Issue Collection and Evaluation (ICE) and DevonWay issues.

Initiate Stop Work Actions and support the issuance of Stop Work Orders.

Participate in selected "one time" teams/events such as operational readiness review teams, and investigative teams.

Requirements

Nuclear and Mining Fac Ops Specialist; Emergency Management Support Specialist, Requires: Bachelor of Science degree in physical science, engineering, or technical discipline, or a related field (as approved by the Contracting Officer) AND 15 years of experience in their functional area with at least three years of nuclear facility and/or Emergency management experience OR 20 years of demonstrated knowledge and specialized experience in their functional area with at least 10 years nuclear facility experience.

Specialized experience: emergency preparedness, radiological protection, and NRC nuclear facility requirements.

Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required.
