Essential duties and responsibilities may include, but are not limited to the following: * Respond to fire and medical emergencies. * Perform all phases of fire suppression and pre-hospital medical clinical work. * Respond and participate with working groups and special teams to continually improve operations. * Perform rescue, ventilation, overhaul, salvage, and clean-up activities at fire scene. * Place fire hoses, set ladders, operate fire streams, ventilate, and enter burning structures to extinguish fires and rescue victims. * Operate pneumatic and auxiliary equipment such as generators or pumps. * Respond to hazardous materials and infectious control incidents. * Provide competent and compassionate Paramedic level patient care, assessments, and treatment regimens. * Operate cardiac monitor and perform low frequency high risk patient interventions and treatments. * Administer medications by appropriate route per protocol. * Follow department's medical director's operational policies and guidelines. * Follow and understand Inland County EMS Agency protocols. * Provide clear medical communication with hospital staff and other EMS stake holders. * Prepare, submit, and maintain electronic and hand-written reports on fire suppression activities, incidents, accidents, patient care records, and other job-related activities. * Perform station maintenance, maintain station living quarters, grounds, and exterior areas in a clean and orderly condition. * Operate, inspect, and maintain equipment used to carry out job responsibilities. * Perform minor repairs on apparatus or equipment inside and outside of facilities. * Order necessary supplies. * Conduct and participate in fire and medical training and exercises. * Participate in medical care delivery continuing education. * Develop skills and competency in fire suppression, pre-hospital medicine, apparatus operation, rescue operations, hazardous materials response, and other related areas. * Conduct classes on relevant levels of emergency medical service delivery to department and community members, as needed. * Maintain electronic and hand-written records and logs of work in-progress and completed. * Prepare statistical and analytical reports, as required. * Stay current on new innovations relative to firefighting, fire prevention, and delivery of pre-hospital care. * Participate in testing of a variety of department equipment, including but not limited to fire hose, ladders, fire pumps, breathing apparatus, medical equipment, and other job-related equipment. * Participate in public education activities related to Fire Department functions, Community Risk Reduction initiatives, and techniques. * Participate with local college training programs, as needed. * Participate and support department Continual Quality Improvement program. * Safely operate City vehicles and equipment. Education, Training and Experience Guidelines: High School diploma or equivalent. Successful completion of a California State Fire Marshal Accredited Basic Firefighter Academy or equivalent. Prior experience in fire suppression, rescue, and Emergency Medical Services/Paramedic is desirable. LICENSE AND CERTIFICATION REQUIREMENTS (Must be attached to application): * Valid Driver's License * Must possess a valid California class "C" driver's license upon hire and maintain throughout the length of employment with the City of Victorville. * As an alternative to a California driver's license, if the candidate or incumbent is an out of state resident (outside of California) he/she must maintain the appropriate license equivalent to a California class C. * California State Fire Marshal (CSFM) Firefighter 1 * State certification is required upon completion of the VFD training academy. * Proof of enrollment or completion of State accredited Fire Academy is required with application. * Paramedic License with ACLS Certification * Must possess and maintain a valid California State Paramedic License or National Registry Paramedic certification. If qualifying under National Registry must obtain California licensing and certification prior to time of employment. * Must possess a valid, current Basic Life Support (BLS) certificate. * Must possess and maintain a valid Advanced Cardiac Life Support (ACLS) certificate. * Eligibility for Inland Counties Emergency Medical Agency (ICEMA) accredited paramedic status is required by completion of the Victorville Fire Department Academy and must be maintained throughout employment. * "Red-Card" within 12-months: * Must be eligible for certification under the California Incident Command Certification System (CICCS) as a Firefighter II within 12-months of hire. * Physical Agility Requirement * A valid CPAT or Biddle exam completed within 12 months as of December 1, 2025. Knowledge of: * Procedures and equipment used in modern firefighting, emergency medical response operations and special team operations such as hazardous materials and Urban Search and Rescue (USAR). * Operational characteristics of emergency response vehicles, fire suppression apparatus, and equipment. * Principles and practices of modern fire prevention, fire suppression, rescue, and other related services. * Principles and practices of modern wildland fire suppression and prevention. * Basic human anatomy and physiology, understand medical terminology, techniques, and assessment processes used in the description and treatment of patients requiring medical care. * Advance level pre-hospital medical principles, resuscitation, pathophysiology, pharmacology, and therapeutic use of medications. * Safe management, administration, and handling of all medications. * Electronic patient care records and documentation. * Methods and techniques of handling infectious control incidents and hazardous materials. * Geography and street layout of the city and surrounding area. * Basic methods of research and report preparation. * Pertinent federal, state, and local laws, codes and regulations governing fire safety, emergency medical services, and exposure risks. Skill in: * Providing empathy and compassion to the public when dealing with medical vulnerable and difficult circumstances. * Operating and maintaining associated fire suppression apparatus and equipment. * Operating and maintaining equipment related to the delivery of pre-hospital medical care and transportation. * Performing competent and safe advance level patient care. * Performing resuscitation measures on medical and trauma calls of all age groups. * Interpretation of electrocardiograms and cardiac arrythmias, use of adjunctive airway management devices and performing other medical procedures as needed for optimal patient outcome. * Performing a variety of fire suppression and emergency medical response activities including responding to hazardous materials and USAR incidents. * Preparing a variety of technical and operational reports in electronic or hand-written format. * Driving emergency response vehicles and apparatus safely in varying traffic and weather conditions. * Observing and following safe work practices. * Responding to requests and inquiries from the general public. * Operating office equipment, including computers and supporting word processing, spreadsheet applications, and department specific applications. * Maintaining physical conditioning appropriate to the performance of assigned duties and responsibilities. * Providing efficient customer service and communicating clearly and objectively both verbally and in writing. * Organizing with the ability to prioritize work and exercise independent judgment, wisdom, common sense, and initiative. * Thoroughly carrying out oral and written instructions. * Establishing and maintaining effective working relationships with those contacted in the course of work, including City and other government officials, co-workers, community groups, and the general public in planning and building an effective fire/medical department. * Applying safe work practices. Work is performed both within the fire station in close proximity to other workers and in various outdoor climates and conditions. Incumbent must be physically able to perform strenuous and hazardous tasks under emergency conditions and must have the stamina and the mobility to work a minimum of a 48-hour shift and to respond to major fire alarms and medical calls for service. Incumbent must be able to meet the following physical demands. Running, bending, stooping, climbing, pulling, and repetitive lifting of heavy objects. Incumbent must be able to pass the medical examination required of fire personnel to ensure fitness for duty. Must wear full protective clothing (i.e., turnout coat and pants, helmet, boots, and gloves) and self-contained breathing apparatus (SCBA) weighing at least 50lbs when responding to emergency calls. Carrying equipment/tools weighing an additional 40lbs is required to safely and effectively perform a variety of essential job tasks that require strength, endurance, aerobic capacity. Ability tosee and hear in the normal range with or without correction and communicate verbally and in written form with great clarity and must be able to be understood in situations with high degrees of noise. Possess the strength and stamina to work effectively during prolonged periods of strenuous activities including hiking, lifting heavy objects, climbing ladders, operating heavy machinery, repetitive body movement, crawling, all while wearing protective clothing and equipment. Ability to work at heights, confined spaces, and dark environments while wearing protective gear and breathing apparatus. Sufficient manual dexterity which permits the employee to operate equipment used in firefighting. Sufficient personal mobility, cognitive and physical reflexes, which permits the employee to perform all duties involved in protecting life and property. Sufficient vision and other powers of observation, with or without reasonable accommodation, which permits the employee to effectively operate at a fire or related emergency scene. Work is performed in a variety of environmental conditions, both indoors and out, with exposure to wide temperature variations, noise, vibrations, fumes, smoke, grease, machinery and its moving parts, odors, dust and irritating or hazardous materials and chemicals. Incumbent will be required to respond to emergencies after regular working hours and on weekends and must be willing to work an irregular schedule, which will include weekends, holidays, evenings and/or varying hours.
