Job Description
Under the general direction of the Director, manages the day-to-day operations and staff responsible for market policy development in the area of demand response and distributed energy resources. Builds and maintains relationships with stakeholders to ensure concerns are addressed through the stakeholder process. Provides technical, analytical and policy leadership to assigned policy development team. Ensures high quality policy papers are developed that address market design issues. Collaborates with Market Strategy and Governance team to develop board content.
What You Will Be Doing:
Manages the day-to-day oversight for Market Policy Development operations and staff. Responsible for providing broad direction and guidance, identifies training needs, coaches and gives feedback on employee performance, develops staff performance plans, makes recommendations with respect to the hiring, firing, advancement, promotion or any other change in the status of direct reports, and performs related activities as appropriate.
Works in a team environment to develop market design proposals to evolve the CAISO's day-ahead and real-time markets. Review and ensure high quality content of policy papers addressing market design issues.
Performs frequent outreach to stakeholders to understand market design policy concerns and business needs. Responsible for ensuring that stakeholder concerns are effectively addressed through the stakeholder process to provide a strong record for board and regulatory approvals.
Provide technical, analytical and policy leadership to the policy development team, other sector managers, and other ISO business units as appropriate.
Works with the Market Strategy and Governance team to develop board memorandums and presentations that clearly and concisely explain ISO market design policy proposals.
Qualifications
Level of Education and Discipline:
A Bachelor's degree (BA, BS) or equivalent education, training or experience in Economics, Engineering, Law, Public Policy, Computer Science or Business. Master's Degree preferred.
Amount of Experience:
Equivalent years of education and training, plus ten (10) or more years related experience, including five (5) years at lead level or equivalent.
Type of Experience:
Experience required in a combination of the following: experience as an industry expert in demand response, distributed energy resources, and demand flexibility; utility/power industry or regulatory, preferably in a similar ISO; experience in market design and system analysis; regulatory, economic analyses, and data analyses experience; experience with real-time applications, software tools and PC based applications. BAE Systems Electronic Systems (ES) is seeking an energy engineer to join our energy management team supporting the New England region properties; this technical position will report to the Energy and Utility Manager. The energy management team is part of the ES Facilities organization and is focused on driving progress towards the business s resource use reductions goals, lowering utility costs, enhancing environmental performance and embracing new technologies in the operation of the ES sectors national portfolio of buildings. The energy management team is committed to enhancing the bottom line by effectively managing energy, water and waste through design and operation of our facilities.
This is a hybrid position with the selected candidate needing to reside within the New England region. The New England region consists of 16 properties encompassing 3.2M square feet of space. The New England region is supported by three energy engineers who will divide the properties; this position will be responsible for 3 properties encompassing approximately 1.3M square feet. The candidate selected for this position will be primarily responsible for facilities in Nashua, NH, and Hudson, NH. Preference will be for candidates within the southern NH or northern MA area. The successful candidate will be required to travel regularly to these locations; at times and to start out travel will be weekly. The New England Energy Engineer will be an active member of the team at each site, driving engagement in the energy management program at each site and driving the sites progress towards the business resource reduction goals. The primary function of this position is to act as an energy management resource for each facility.
The Role:
+ Lead engagement with site teams at the assigned sites through regular meetings; supporting the sites in identifying reduction opportunities, developing a strategy to meet resource reduction goals, establishing project measurement and verification methodology, and reviewing design documents for upcoming projects.
+ Travel regularly to each site to support the site team in identifying new reduction opportunities, in conducting internal audits and in supporting external audits, in commissioning new projects and in gaining a thorough understanding of the sites operation as it relates to energy consumption. Site visits will likely be weekly to gain familiarity with the facilities and their operations.
+ Develop and scope out capital improvement measures as well as building optimization, operations and maintenance measures.
+ Remotely support site team in the development of new reduction projects by conducting feasibility studies and total cost of ownership assessments, estimating energy savings, calculating return on investment estimates, developing project scopes of work, and proactively pursuing funding for new projects to ensure timely implementation.
+ Identify and capture rebates and incentives associated with reduction projects.
+ Make use of building management systems to optimize the buildings operations and to expand the departments insight into energy use at each site.
+ Support quarterly environmental reporting through collection on utility consumption data.
+ Collaborate with the energy management team in piloting new technology and building out a more comprehensive energy management program throughout the business.
**Required Education, Experience, & Skills**
