GENERAL SUMMARY
Establish, implement, and maintain program management (Procedures/Documents/Records) for strategic business growth projects at Energy Northwest with minimal oversight and direction, leading teams as required to implement small scale projects within scope of responsibility. This role requires a deep understanding as it relates to Procedures/Documents/Records and enterprise applications and regulatory programs. This includes monitoring, measuring, and assessing performance, and implementing necessary tools, techniques, and training. Ensure compliance with required quality assurance program elements as required by the project(s). Perform complex tasks with a high level of independence and work collaboratively with leadership to support informed decision making. Lead larger multi-discipline teams. PRINCIPAL ACCOUNTABILITIES
Program Management (Procedure/Document Control/Records): Coordinate, monitor, and administer the programs for strategic business growth projects. This includes program development and implementation, program reviews, analysis, evaluation, trending, and reporting issues to leadership. Coordinate and administer programs ensuring alignment with human performance initiatives and current approaches for human factoring for programs within responsibility scope. Establish priorities, set schedules and due dates and maintain general knowledge of all aspects in areas of responsibility, including broad knowledge base of technologies and industry trends. Recommend changes to improve effectiveness and efficiency.
Oversight and Coordination: Provide oversight, leadership, and coordination, functioning as the Subject Matter Expert (Procedures/Documents/Records). This includes program development, program planning, and scheduling and control of activities and implementation with minimal oversight and direction.
Document Development and Maintenance: Develop and maintain guiding documents, including procedures and instructions. For procedures, obtain/maintain a Procedure Professional Writer Certification
Leadership Interface: Interface with and provide expertise and input to the leadership team and staff (Procedures/Documents/Records) to ensure successful implementation. Ensure timely submittals of documentation.
Metrics Provision: Provide metrics as requested in the areas (Procedures/Documents/Records).
External Agency Interface: Interface with outside agencies (e.g., Washington State and the Nuclear Regulatory Commission) in the conduct of day-to-day work as well as special assessments and inspections.
Leadership: Lead teams of greater than 10 people or across multiple work groups when implementing small projects for programs within responsibility scope where the project may be complex, multidiscipline where strong leadership is required. Direct activities of the team, monitoring project progress. Coach or mentor other program managers and acts for supervisor/manager when required.
REQUIRED EDUCATION AND EXPERIENCE

GENERAL SUMMARY
The Senior Counsel reports directly to the Legal Services Supervisor. This position provides legal advice, counsel and services to all organizations within Energy Northwest regarding a wide range of activities without significant oversight. GENERAL SUMMARY

Analytical methods performed include: gas, ion and liquid chromatography; atomic, mass, infrared and UV spectroscopy; sample digestion, and wet chemistry. Work is reviewed upon completion for adequacy in meeting objectives.
