+ Provide advanced process tuning for Boiler or BOP processes.

+ Develop and implement startup and tuning activities for major retrofit projects.
+ Generate and store tuning reports for all site tuning.
+ Work with stimulation group to startup and tune high fidelity systems for different customer units.
+ Conduct site acceptance and performance testing for major retrofit projects to meet contractual performance targets.
+ Apply highly specialized knowledge and skills in an advisory or technical assistant role to engineering and management teams on complex technical or related problems.
+ Contact customers to review and promote their needs for service, maintenance contracts, system adds, and stand-alone system requirements.
+ Develop and advise the implementation of "engineered system" projects or system adds using current and non-current technologies.
+ Provide project management on large projects during installation, start-up, or where it is required to supervise our subcontractors (such as system installers).
+ Provide recommendations for hiring of Field Engineers and participate in interviews, performance evaluations, etc.
+ Analyze, investigate, and resolve customer warranty and policy claims. This requires an in-depth knowledge of the obligations and restrictions set forth by warranties and policies so that claims can be settled promptly and efficiently.

The ETCS individual shall meet or exceed the following qualifications (the Government reserves the right to reject any service provider that does not meet the standards described in the PWS):
Five (5) years of recent experience within the last ten (10) years as a construction inspector or tradesperson and shall have a basic understating of engineering, architecture or construction trades.
Current certification in concrete inspection, structural steel inspection, plumbing inspection, electrical inspection, HVAC inspection and / or other trade related inspection certifications are desirable but not required.
Current certification of successful completion of the US Army Corps of Engineers (USACE)/Naval Facilities Engineering Systems Command (NAVFAC) Construction Quality Management for Contractors course. This course may be completed within 45 calendar days of task order award. The certificate is valid for 5 years. If the individual's certificate expires during the period of performance of a Task Order, the individual must retake the course to remain current.

How Will You Make an Impact?:
Interns at Brown and Caldwell make a daily, material impact by completing support duties to advance their team's projects and objectives. They receive professional training and the support of their team. Interns can expect to be onboarded, mentored, and developed by industry leaders to develop real-life skills and make an impact on their assigned projects.
As a Summer Intern, you can expect your experience to include the following:
* Collaborate closely with people managers, project managers, engineers, scientists, and multidisciplinary teams to support projects in water, wastewater, drinking water, environmental engineering, design, sustainability, climate mitigation, and more.
* Assist in the preparation of technical deliverables including but not limited to calculations, reports, drawings, specifications, and memoranda.
* Potential to participate in field work and site visits to support project design, construction, and data collection activities.
* Perform data entry, analysis, and visualization to support engineering and scientific evaluations.
* Ensure quality and accuracy by adhering to Brown and Caldwell's QA/QC processes and standards.
* Communicate effectively with internal teams and external clients to coordinate project tasks and deliverables.
* Support engineering services during construction by reviewing submittals, conducting inspections, and verifying conformance with plans and specifications.
* Manage and deliver assignments on time, demonstrating strong organizational and time management skills.
* Complete an Internship Capstone project demonstrating skill development, learning, and accomplishments gained during the summer internship experience.
Work schedule and location: Summer Interns with Brown and Caldwell work a full-time schedule of 40 hours a week and may have the potential for hybrid work schedules and fieldwork

What Must Our Candidate Have? (Required)
* To qualify for an internship, you must be enrolled as a student seeking a degree in Environmental, Civil, Mechanical, Structural, Electrical, Chemical Engineering or a related field.
* You must be enrolled for the 2025-2026 academic year and plan to continue in Fall 2026.

Furnish their designated government representatives with documentation indicating whether the construction conforms to the contract requirements.
Act as the primary person responsible for monitoring the construction contractor's efforts regarding on-site quality assurance and safety compliance.
Coordinate construction operations between contractors, station personnel, and other government agencies.
Participate in all “Preconstruction Meetings”, “Post-Award Kickoff Meetings”, and "Partnering" activities during construction (workshops, meetings, etc.) as required.
Attend quality control, preparatory, and initial meetings and monitor three-phase of control checklists for accuracy and thoroughness.
Follow NAVFAC Business Process Management System (BPMS), Kilo-Grams, and associated Naval Engineering Training and Operating Procedures Standards (NETOPS) in the execution of required tasks.

Review interim and final DD 1354 documentation and provide the government with comments and recommendations.
Assist in Constructability reviews as requested. Provide written review comments and recommendations.
Monitor the preparation of as-built activities of contractors to ensure that those documents are being prepared on an ongoing basis.
Review contractor submissions of as-built drawings for completeness and accuracy and advise the appropriate Government personnel in writing as to the acceptability of such submissions.
Participate in final acceptance and testing of major building systems, including but not limited to fire protection certification, elevator certifications, ensuring contractor compliance in the areas of Testing and Balancing (TABs), Duct Air Leakage Testing (DALTS), Digital Control Systems (DDC) for HVAC systems.
Provide notes/comments/recommendations for acceptance or rejection of the witnessed system based on contract document conformance.
Immediately report the occurrence of defined chemical exceedances to the Supervisory
Environmental Engineer and document key information for each chemical exceedance.
For any reported instance of property damages, notify the Supervisory Environmental Engineer and COR.
Provide escort of government contractors to sampling locations as required.
Conduct assessments of government contractors' data entry into the EDMS database for each of the 19 drinking water zones.
Conduct review and revision of any reports prepared by government contractors for public distribution.
Prepare data summary crosstabs from the government contractor database for public distribution.
Provide input and review on sampling and work plans that relate to the execution of the requirements in the LTM Plan.
Update Long Term Monitoring (LTM) Tracker to keep an accurate count of samples and associated categories for all samples collected during the LTM program.
Provide oversight of government contractor and team support in unique or unforeseen situations that involve the quality of the water system and/or LTM Plan execution.
Coordinate with the Management and Program Analyst for any Hawaii Department of Health (DOH) sampling requests and access to controlled areas.
Support business development activities as required (e.g., customer technical capabilities briefings, past performance content, technical solutions).

Conducts analytical and special studies on engineering proposals and field requirements.
Provides technical assistance to architects, engineers, consultants and developers. Assists customers with the design and troubleshooting of their gas systems. Reviews construction plans and proposals by other companies to preclude any conflicts with the utility gas network. Provides consultation and assists in coordination with contracting companies working near buried gas facilities. Prepares response letters to requests for plan reviews from other utilities, contractors, architects and developers.
Prepares company standards, policies, and procedures, ensuring conformance to federal and local codes.
Enforces appropriate safety rules and procedures; provides for a safe work environment. Complies with all written safety rules and procedures and reports all unsafe acts and conditions and corrects those within authority.
Keeps abreast of technological changes and developments in the industry and works with respective departments to implement viable changes.
OTHER FUNCTIONS/RESPONSIBILITIES:
Complies with all applicable Hawaii Gas policies and procedures.
Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.
Performs all other related duties as instructed by supervisor/manager.
Qualifications
Required Education and/or Work Experience:
Bachelor's degree in Civil or Mechanical Engineering or equivalent combination of related experience and education.
One to two years satisfactory performance as Staff Engineer or in-field total engineering experience of four years. Appropriate PE license may be substituted for experience.
Good working knowledge of NFPA 58, UFC, City and County Plumbing Codes and 49 CFR 192.
Proficient in the MS Office suite of tools (Word and Excel), MS Project.
Required Licensure, Certification, Registration or Designation:
Valid driver's license.
Preferred Education and/or Work Experience:
Experience in construction or consulting engineering field.
Experience in using Geographic Information System (GIS) and/or CADD.
Preferred Licensure, Certification, Registration or Designation:
Professional Engineering license.
