The purpose of this position is to design and prepare timely, safe and cost-effective natural gas infrastructure improvements including system replacements, relocations due to state, municipal, and private entity construction conflicts, system reinforcements, and system expansions for Virginia Natural Gas. Designs include applicable CAD drawings, permits, and cost estimates for system improvements which may include bridge attachments, railroad crossings and directional bore operations. The incumbent also coordinates customers & requirements with the various departments and other prevailing authorities.
Position will reside at the Virginia Natural Gas corporate headquarters in Virginia Beach, VA.
Functional Expertise:
Provide quality control of geospatial data and mapping products
Researches facility records in GIS and project as-builts
Draft city, state and railroad right-of-way permits and traffic control plans as required.
Business Acumen:
Analyze construction proposals for DOT, municipal, and private projects for conflicts with existing gas utilities and propose recommendations to resolve conflicts
Develop timely and accurate cost estimates for construction projects, new gas main installations, plastic and steel main replacements, reinforcements and other system support projects as required
Engagement:
Collaborates with engineers, construction, and operations to produce effective drawings
Collaborates on facility relocations with outside parties including county, municipal and state government representatives, road contractors and developers
Meet and negotiate with city and state officials, engineers, and construction contractors to resolve conflicts in a timely manner and relay Company policy, procedure, and other information relative to the gas industry
Influence customer satisfaction by responding to customer needs, keeping customers informed and ensuring work is scheduled in an effective manner
Driving Results:
Create construction designs using MicroStation, AutoCAD, GIS and other applications
Monitors projects to ensure on-time delivery of plans to state, county and municipal authorities
Create a project AFE for design and prepare internal documents including ARM BCA/PWR
Ensure that compliance with all engineering principles, gas operating standards, local code, state and federal rules, regulations, mandates and statutes is maintained by preparing and/or revising designs as necessary for all gas facilities installed
Education and Experience:
Required:
BA/BS year degree with 3 years work related experience
Knowledge of natural gas distribution system facilities
Preferred:
• Some level of GIS, engineering, or technical education or experience

Specific duties include (but are not limited to):
Draws on experience in U.S. Navy fleet operations to support staffs ashore and afloat conducting fleet exercises.
Supports U.S. Navy/Marine Corps fleet operational training by applying system analysis and design skills in portable workstation interoperability, shipboard local area networking and computer systems imbedded tracking and display systems.
Operates, maintains, and troubleshoots the LATR system, Tactical Combat Training System (TCTS) and associated displays and computer applications used for aircraft and ship tracking displays and debriefs.
Responsible for the installation, setup, monitoring, and debrief of various LATR operations.
Aids in the coordination of instrumentation and support for major multi-platform operations and exercises to include fixed and rotary wing, ship, and surface participants.
Installs and de-installs LDTS at remote sites using a variety of communication paths to include SIPRNET, Consolidated Afloat Networks and Enterprise Services (CANES) and other networking systems, coordinating and working with shipboard and staff information technicians (ITs).
Transports, installs and de-installs Iridium Tracking Units (ITU) on ships, vehicles, and landing craft to bases and facilities onboard naval vessels as required.
Coordinates between LATR, CVW and MEU and NSWC detachments, fleet operators and other work centers to provide LATR services.
Provides technical support to the hosting naval entity consisting of collecting and preparing exercise participant information from multiple sources including: LATR, TCTS, Galaxy GPS, MIDAS, OTCIX, Link 16, JBUS, and track data logs for presentation and further analysis.

Shall support other exercises as approved by NSWC Corona.
Mission Commanders and Quality Assurance may review work for compliance with accepted practices.

Ensures economy-of-operation by improvement of work methods and procedures.
