Who You Are:
Serve as an onsite Jr. Mechanical Engineer (ME) supporting a USACE construction phase services required for the Veterans Affairs (VA) healthcare center (Hospital) construction project at Fort Bliss, TX.
What You'll Do:
Submittal and RFI Support
Review RFIs (Requests for Information) and submittals from contractor to ensure compliance with project specifications, codes, and standards.
Provide technical support to the Government to include reviewing construction contractor pay requests monthly for the project to provide an opinion, as to whether the pay requests accurately reflect the percentage of construction accomplished during the period covered by the pay requests.
Process the construction contractor's submittals.
Provide estimates and schedules within 2 - 5 calendar days depending on their complexity and provide recommendations on how to correct deficiencies.
Provide monthly progress report of support activities.
Daily Inspections and Reports
Provide daily inspection of the contractor's on-site plant (storage yards and temporary facilities), materials and equipment, to provide an opinion or recommendation to the appropriate Government employee(s) as to whether they are in full compliance with contract plans, specifications, EM 385-1-1 and OSHA requirements. This will also be included in the Resident Management System (RMS) daily report.
Observe construction contractor's, and subcontractor's performance of work, to provide an opinion or recommendation to the appropriate Government employee(s) as to whether they are in full compliance with contract plans, specifications, EM 385-1-1 and OSHA requirements. This will also be included in the RMS daily report.
Develop and implement quality assurance plans, procedures, and processes to ensure compliance with project specifications, standards, and regulations
Review project documentation, including design drawings, specifications, and construction documents, to verify accuracy, completeness, and compliance with requirements.
Observe material testing, sampling, and analysis to verify quality, durability, and performance characteristics in accordance with established protocols and standards.
Investigate and resolve quality issues and discrepancies and implement corrective and preventive actions to mitigate risks and improve outcomes.
Document and maintain records of quality assurance activities, test results, inspections, and corrective actions taken to demonstrate compliance and accountability.
Communicate and coordinate with the Project Engineer to address quality-related concerns, requirements, and feedback.
Participate in project meetings and reviews to provide updates on quality assurance activities, challenges, and achievements.
Special Inspections and Design Reviews
Perform reviews of design packages prepared by others to identify potential areas for future change orders and claims and provide comments to the Government.
Perform Independent Technical Reviews (ITRs) of design packages prepared by others and provide findings to the Government. ITRs should be documented using Dr. Checks and include an evaluation of the design, the parameters and calculations on which it is based, and an examination to ensure the design complies with the required codes and regulations.
Conduct on-site daily inspections at project milestones for the special areas of interest outlined below and provide recommendations for modifications as needed.
Ensure that all medical gas installations comply with relevant codes, standards, and regulations.
Evaluate and review medical gas system design plans for compliance with industry standards and hospital requirements.
Monitor and oversee the installation of medical gas systems to ensure proper procedures are followed.
Attend the testing and commissioning of medical gas systems.
Verify that all systems perform as designed and meet necessary safety standards.
Review and recommend approval or disapproval of documentation related to medical gas systems, including record drawings, test reports, and as-built documentation.
Stainless Steel Piping
Review the design documents, specifications, and drawings for domestic water stainless steel piping and steam stainless steel piping welding to ensure accuracy and adherence to regulatory requirements.
Conduct comprehensive inspections of domestic water stainless steel piping and steam stainless steel piping welding to identify potential issues or areas for improvement.
Oversee testing procedures for domestic water stainless steel piping and steam stainless steel piping welding to ensure all systems are in compliance.
Maintain accurate records of all domestic water stainless steel piping and steam stainless steel piping welding installations, modifications, and repairs carried out within the hospital.
Review and recommend approval or disapproval of documentation related to domestic water stainless steel piping and steam stainless steel piping welding, including record drawings, test reports, and as-built documentation.
Steam and Water Treatment Systems
Review steam system and water treatment system design documents, specifications, and drawings to ensure accuracy and adherence to regulatory requirements.
Conduct comprehensive inspections of steam and water treatment systems to identify potential issues or areas for improvement.
Oversee testing procedures for steam and water treatment systems and ensure all systems are fully functional and in compliance.
Maintain accurate records of all steam and water treatment system installations, modifications, and repairs carried out within the hospital.
Review and recommend approval or disapproval of documentation related to steam and water treatment systems, including record drawings, test reports, and as-built documentation.
Mechanical Commissioning
Conduct a comprehensive assessment of the hospital's mechanical systems, including HVAC, plumbing, and fire protection.
Ensure that all mechanical systems comply with relevant local, state, and federal regulations, as well as industry standards.
Evaluate the energy efficiency of mechanical systems and ensure they adhere to current codes and standards.
Identify potential risks associated with mechanical systems and propose mitigation strategies.
Provide oversight during the installation or upgrade of mechanical systems, ensuring adherence to design specifications and regulatory requirements.
Conduct regular progress assessments and report findings to the project engineer.
Collaborate with other engineering disciplines, architects, and hospital experts to address interdisciplinary challenges, ensure seamless integration of mechanical systems, and provide feedback to the project engineer.
What You'll Bring:
Bachelor's degree or equivalent experience, and at least 3-5 years of progressively responsible experience in Mechanical Engineering.
Understanding of the field of engineering in which engaged and sound knowledge of allied fields bearing upon the engineering work involved.
Understanding of building and construction practices and knowledge of building and construction codes.
Substantial skill in preparing engineering reports, specifications, and related materials.

At the end of the interview make sure to say something like "I know I answered ‘I dont know' a few times but I would like to say I'm a fast learner and willing to learn anything".
Interviews take practice. If you bomb it, dont sweat it. You can just use that knowledge moving forward to your next interview.
