Responsible for Supervising the Network Engineering Operations (NEO) Group members dedicated to voice and data services. Supervises and manages the network and all equipment and technical issues related to its operation and performance. Manages all activities related to the operations and maintenance of the VoIP Softswitch, MPLS, and Internet Service Provider's equipment, including but not limited to servers, switches, routers, and databases. Provides Level 3 support for all voice and data services provided and issues related to Network Core components. Provides voice and data networking technical knowledge and expertise to design and implement appropriate solutions using company's products and service bundles.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned
Plan, supervise and coordinate all tasks related to the operation, provisioning, maintenance, and service restoration of all network related activities.
Supervise technical staff, including performance evaluation, workload distribution, training, and performance reports of NEO personnel.
Provide technical support to other members of Engineering and Strategic Planning Department in the operation and implementation of existing and new facilities for company such as POP (Points of Presence), MPLS, switches, network servers and application, , etc.
Supports Engineering and Strategic Planning Department in the development and management of negotiations with vendors to ensure collocation, interconnection, as well as product and equipment solutions.
Develop, implement, and monitor a 24-hour maintenance and backup plan to keep network's service level optimum without intrusions and/or interruptions.
Establish and maintain performance guidelines, develop documentation and procedures to meet company objectives.
Recommend and implement new strategies, technologies and equipment for network optimization, to meet performance standards.
Provides network status reports and operational issues such as, but not limited to, network outages and performance.
Ensures that network technical support is provided to the organization's internal/external customers on WorldNet provided services.
Advises and supports on all internal technical needs.
Actively promotes and encourages teamwork among peers and employees.
Research, recommend and implement new equipment and/or solutions that align with company strategies and new product development.
Supports Engineering, Sales, Operations and Finance Departments regarding technical and/or Network related issues.
Maintains a customer service driven approach directed toward customer retention, market share gain, and growth.
Keeps abreast of developments in telecommunications, VoIP and networking technologies and makes recommendations to the engineering group and Director.
Interface with customer on difficult configuration and architectural issues.
Training and mentoring NEO Technicians.
Restore network from network outage situations by managing events amongst multiple groups.
Coordinate/Perform maintenance and migrations activities.
Manage MPLS, Internet and VoIP Networks to meet industry standard performance metrics.
Prepare and document departmental procedures and improvements to company applications as related to NEO processes.
Performs all other duties as required.
SUPERVISORY RESPONSIBILITIES
Directly supervises Network, ISP, laboratory technicians, database and servers' administrators, network administrators and/or consultants and other personnel as assigned by organization. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems and encouraging and supporting personal and professional growth through specific plans and consistent support.

EDUCATION and/or EXPERIENCE

Build Platform owns creating the build system and tooling that supports our AV and AI developers. We use Bazel in front of an in-house Remote Bazel Executor (RBE) and Content Addressable Storage (CAS) to provide a premier build experience at Cruise. Our team is constantly on the lookout for optimizations and new tooling that improves our product. GM AI developers are heavy users of Python and Docker. The speed at which they can iterate directly impacts the rate at which our AVs improve. The tooling and workflows that Build Platform provides are central to the productivity of our AI developers. Improvements in this space quickly lead to enormous impact for Cruise.

Task 1: Provide Guidance and Assistance with Grants Management - support the Federal Transit Administration (FTA) program manager managers with engineering advice and guidance, assisting in the implementation and completion of The Federal Transit Administration (FTA) capital projects and grants that result in efficient, effective, safe, dependable, and maintainable mass transit systems. This includes pre-award and post- award support.
Task 2: Pre-award Support - conduct onsite visits during the grant development stage. The Senior Engineer Specialist [Civil/Transportation Engineer] shall identify when the recipient's actual and stated needs conflict and assure timely intervention when there are indications that the proposed project will not satisfy the Recipient's needs. Each Contractor furnished key personnel shall perform a technical review of the grant application to ensure compliance with The Federal Transit Administration (FTA) program requirements and eligibility. The Senior Engineer Specialist [Civil/Transportation Engineer] shall also assist in the analysis of completeness and accuracy of cost estimates, project schedule, real state, risk assessments, and/or specialized studies as directed.
Task 3: Post-award Support - conduct inspections of projects during construction and rehabilitation, including coordinating site visit schedules. Contractors' furnished key personnel shall assist in project management and oversight activities, including contract review, invoice review, supporting documentation, and adherence to grant terms. The Senior Engineer Specialist [Civil/Transportation Engineer] shall provide technical advice and guidance to recipients on approved projects. Key personnel shall also analyze problems that arise during the development and management of projects and helps formulate practical solutions that are often adopted as a general engineering practice. In addition, key personnel shall also assist the Federal Transit Administration (FTA) program manager in organizing monitoring review meetings with selected recipients, including developing agendas, taking meeting notes and assisting with technical expertise, and following up with actions. The Senior Engineer Specialist [Civil/Transportation Engineer] shall also assist in reviewing the completeness and accuracy of select financial and milestones progress reports, closeouts, and disposition requests, among others.
Task 4: Operations Support - conduct monitoring visits during project operations. Duties include analyzing complex problems, including special studies, as directed. Review and evaluate if the Recipient adequately performs required preventive maintenance activities for its The Federal Transit Administration (FTA)-funded projects.
Task 5: Recipients' Technical Capacity and Capability Reviews - provide support in the review and evaluation of the recipients (including designated recipient and its sub-recipients)' management, organization, and project definition data to assist the Federal Transit Administration (FTA) in determining the recipients' technical capacity and capability, to implement proposed and current Federal projects efficiently and effectively. This includes the following: 5a) The assessment shall include key recipients' personnel and recipient consultant personnel interviews, a review of the recipient's organization, policies, procedures, and line of authority (including succession planning), as well as a review of recipients' consultants and their contractors, and how these consultants are being integrated into the Recipient's organization without conflict of interest.; 5b) If, in the opinion of the Contractor, the recipient does not possess the technical capacity and/or capability to carry out the proposed project, the Contractor may be required to make written recommendations to correct the deficiencies identified.
Task 6: Provide Understanding and Compliance with The Federal Transit Administration (FTA)'s Objectives and Requirements - support Recipients in understanding compliance with The Federal Transit Administration (FTA)'s programs, objectives, policies, and requirements. This includes the following: 6a) Gathering and analyzing The Federal Transit Administration (FTA) oversight review (e.g., comprehensive triennial review, state management reviews, etc.) findings responses to reach full compliance.; 6b) Assist The Federal Transit Administration (FTA) in overseeing recipients' procurement of rolling stock, services, and equipment to help achieve The Federal Transit Administration (FTA)'s procurement requirements.
Task 7: Review Recipient's Safety and Security Management Projects - review and evaluate if the recipient is adequately performing required safety and security management activities for its The Federal Transit Administration (FTA)- funded projects.
Task 8: Review and Evaluate Recipient's Fleet Management Plans - review and evaluate recipients' Fleet Management plans. The Contractor shall also assess the extent to which the recipient has met the requirement to have a Fleet Management Plan, as well as the Recipient's ability to carry out the Plan. Key personnel shall first examine whether all the required factors have been included in the Plan and then provide opinions on whether the Plan is the following: 8a) Feasible, based on the resources immediately available to the recipient. 8b) Sustainable, based on the long-term infrastructure and anticipated resources available to the recipients. 8c) Comprehensive, based on its consideration of the required factors to properly maintain and operate the new or refurbished vehicles contemplated.
Task 9: Conduct Onsite Inspections and Identify Fleet Management Best Practices - may be asked to share knowledge of fleet management practices with the Recipient and serve as a resource by lending their experience and knowledge of other plans that exhibit “best practices” in the industry. The Federal Transit Administration (FTA) may require the key personnel to conduct onsite inspections of equipment, related facilities, data, documentation, or records to evaluate the Recipient's effectiveness in implementing the Fleet Management Plan in conformance with the grant agreement, sound operating or engineering practices, or other statutory and administrative requirements. Inspection visits may be required, for example, to follow up on information received from the Recipient about an event with a significant impact on the project.
Task 10: Recommend and Support The Federal Transit Administration (FTA) in Developing Innovative Strategies and their Implementation toward Achieving the Existing or Emerging Agency's Goals - may be tasked to help The Federal Transit Administration (FTA) staff organize virtual or in-person training, webinars, and other learning activities for The Federal Transit Administration (FTA) recipients, designated recipients, and their sub-recipients. Key personnel might also be requested to have one-on-one meetings with transit agencies in the area. These visits aim to provide technical assistance to solve problems, speed up project progress, and identify issues or gaps that need The Federal Transit Administration (FTA)'s attention. **_Job Overview:_**
This role is a leader position within the team and requires having an in-depth understanding of local, national and international privacy and security regulations such as HIPAA (Health Insurance Portability and Accountability Act), GDPR (General Data Protection Regulation), CCPA (California Consumer Privacy Act), and PCI DSS (Payment Card Industry Data Security Standard) as well as third-party certifications (e.g., HITRUST, SOC 2, ISO) available that enable in meeting those regulatory requirements.
Senior Engineer will co-lead third-party certification (e.g., HITRUST and SOC 2) program to confirm policies, standards, procedures, and audit activities are in alignment with CAH customer, business, IT, and HITRUST and SOC 2 requirements, while working with members of the Information Security and Risk Management team as well as key stakeholders throughout the enterprise such as enterprise architects, IT solution owners, training teams, etc. Success in the role will be measured by the effectiveness of the implementation and operation of HITRUST and SOC 2 program including the ability to retain all current HITRUST and SOC 2 certifications and provide guidance/advice on future certifications from cost models to balancing between compliance, risk, and business benefit.
**_Daily Responsibilities:_**
+ Partner with Sales, Business and IT organizations to determine third-party certifications needs and recommend best approach on obtaining and maintaining third-party certifications such as HITRUST and SOC 2 that meet the business needs, while balancing cost of compliance.
+ Develop and implement cost and resource models to help leadership understand funding and resource requirements to obtain and maintain third-party certifications such as HITRUST and SOC-2
+ Manage third-party certification Program from both build and run perspective. Some of the key responsibilities include:
+ Partner with HITRUST Alliance and external assessor to identify, understand and incorporate HITRUST and SOC 2 requirements into existing and future CAH certifications.
+ Partner with internal CAH teams to confirm there are processes in place to appropriately meet the needs of HITRUST and SOC 2 requirements, including tracking and resolution of corrective action plans.
+ Coordinate and manage all activities across the third-party certification program including planning, scoping, testing, reporting, and educating key stakeholders as needed to successfully obtain and maintain HITRUST certifications.
+ Develop and manage relevant artifacts to manage the third-party certification program (e.g., SOP, roadmap, RACI, etc.)
+ Build and implement metrics to report on effectiveness of the third-party certification Program
+ Lead and mentor team members through all third-party certification activities.
+ Facilitate/assist in response to security assessments and questionnaires.
+ Identify opportunities to streamline and automate processes to manage third-party certification programs more effectively and efficiently, while reducing the overall cost of compliance.
+ Effectively manage and implement changes throughout the organization.
+ Any other duties as assigned.
**_Qualifications:_**
+ Bachelor's Degree in related field or equivalent work experience
+ 10+ years' experience in related field preferred
+ Prior experience leading HITRUST and SOC 2 audits in a large healthcare organization
+ Demonstrated leadership in driving cross-functional governance initiatives
+ Deep understanding of healthcare industry regulations and standards (e.g., PCI DSS, HIPAA, GDPR, NIST, HITRUST, SOC 2)
+ Proven experience supporting IT due-diligence and integration during M&A initiatives.
+ Experience building or significantly improving GRC programs within high-growth technology organizations, particularly those dealing with emerging technologies
+ Experience gathering and analyzing business requirements, translating them into actionable plans and technical specifications
+ Strong technical knowledge of enterprise IT environments (cloud, network, infrastructure, applications, data lake/data warehouse) and ability to design and implement control framework across it
+ Hands-on experience with GRC platforms, project management tools, and service management systems, with a focus on scaling and automating GRC processes
+ Experience in analyzing data and creating reports/dashboards/views to provide visibility into risk and control landscape.
+ Excellent analytical and problem-solving skills - able to translate technical concepts into business outcomes
+ Excellent communication skills (both verbal and written) - able to facilitate discussions with leaders at all levels within the organization, work in a matrixed environment to drive results, and clearly define and execute repeatable processes.

Key Responsibilities
Technical Leadership

Qualifications
Education
