What You Will Do Deliver Field Installations with Excellence Install solar PV and battery systems, including panels, inverters, and wiring. Lay underground conduit, install pull boxes, and pull wire across job sites. Perform low-voltage SCADA system wiring and installation for data monitoring. Maintain Electrical Systems with Precision Build pedestal/strut walls for mounting electrical gear and control systems. Install residential and commercial electrical panels, fixtures, and lighting. Execute landscape lighting and low-voltage installations with care. Support Safe, Effective Operations Troubleshoot and resolve electrical issues with accuracy and urgency. Operate hand and power tools safely and efficiently. Maintain equipment and adhere to job site safety protocols at all times. What You Bring 2-3 years of electrical field experience, including some exposure to solar installation. Electrical Journeyman license preferred (but not required). General electrical knowledge and ability to read single-line diagrams and plans. Skilled in using hand tools and operating mechanical equipment. Physically able to lift and carry up to 100 lbs and work in outdoor conditions, including on rooftops and in full sun. Must have your own tools and a personal vehicle capable of hauling 10' conduit and strut. Clean driving record and valid driver's license preferred.     The ETCS will perform independent support services to satisfy the operational objectives of the NAVFAC Officer in Charge of Construction (OICC), Facilities Engineering and Acquisition Division (FEAD) Director, or the Resident Officers in Charge of Construction (ROICC). Services rendered by the ETCS shall include all labor, material, and equipment necessary to complete the work described in the paragraphs below. The ETCS services shall be made available on site and for a full-time basis. The ETCS will be assigned to support individual construction projects. Projects assigned will vary in type, complexity, and magnitude including structures and related work such as office and shop buildings, airfield expansions, utility installation, wharf repairs, industrial facilities, etc. Projects may be in the $5M to $400M+ range. Furnish their designated Government representatives with documentation indicating whether the construction conforms to the contract requirements. Act as the primary person responsible for monitoring construction contractor's efforts with regards to on-site quality assurance and safety compliance. Coordinate construction operations between contractors, station personnel, and other government agencies. Provide technical oversight of multiple construction contracts Assess the adequacy of the construction contractor's quality control program. Participate in all “Preconstruction Meetings”, “Post-Award Kickoff Meetings”, and "Partnering" activities during construction (workshops, meetings, etc.) as required. Inspect material stored off-site, where applicable. Review interim and final DD 1354 documentation and provide the Government with comments and recommendations. Assist in Constructability reviews as requested. Provide written review comments and recommendations. Monitor the preparation of as-built activities of contractors to ensure that those documents are being prepared on an on-going basis. Review contractor submissions of as-built drawings for completeness and accuracy and advise the appropriate Government personnel in writing as to the acceptability of such submissions. • Participate in final acceptance and testing of major building systems including but not limited to fire protection certification, elevator certifications, ensuring contractor compliance in the areas of Testing and Balancing (TABs), Duct Air Leakage Testing (DALTS), Digital Control Systems (DDC) for HVAC systems. Provide notes/comments/recommendations for acceptance or rejection of the witnessed system based on contract document conformance. Review contractor correspondence and recommend an appropriate response. Requirements The ETCS individual shall meet or exceed the following qualifications (the Government reserves the right to reject any service provider that does not meet the standards described in the PWS): Five (5) years of recent experience within the last ten (10) years as a construction inspector or tradesperson and shall have a basic understating of engineering, architecture or construction trades. Current certification in concrete inspection, structural steel inspection, plumbing inspection, electrical inspection, HVAC inspection and / or other trade related inspection certifications are desirable but not required. Current certification of successful completion of the US Army Corps of Engineers (USACE)/Naval Facilities Engineering Systems Command (NAVFAC) Construction Quality Management for Contractors course. This course may be completed within 45 calendar days of task order award. The certificate is valid for 5 years. If the individual's certificate expires during the period of performance of a Task Order, the individual must retake the course to remain current. Knowledge of the three-phases of control and Construction Quality Management process is required. Sound understanding of construction concepts, principles and practices applicable to multi-disciplined engineering projects and the design, layout, and supervision of construction operation. Perform monthly field investigations that include the review of facility drawings, rail movement plans, demolition plans, and piping and instrumentation diagrams (P&IDs), to confirm existing conditions and document potential conflicts or obstacles. Review Work Authorization Forms (WAFs), Lockout / Tagout (LOTO) plans, Government escort requests, and perform field investigations to provide weekly written feedback regarding the effectiveness of these programs and if there are any improvements warranted. Incidents of potential threats to the environment (i.e. air quality, water quality, contamination, pollutants,solid, and hazardous waste), cultural resources, or natural resources/endangered species/biosecurity issues shall be brought to the immediate attention of the designated COR and/or Government Construction Manager by telephone with written follow-up. Update Red Hill Pipeline Demolition Project schedule status reports weekly and identify potential conflicts. Attend coordination meetings between Government entities and facility maintenance contractors and provide written minutes to the Government Maintenance Supervisor with suggested actions to take. Provide a monthly facility utility outage schedule, for coordination purposes, to the Government Maintenance Supervisor. Coordinate and provide assessment of preventative maintenance and minor repairs performed by NAVFAC shops and other Government entities at the Red Hill Bulk Fuel Storage Facility. Provide quarterly Maintenance Execution Plans (MEPs) and bi-annual Long-Range Maintenance Plans (LRMPs)for assigned facilities to the Government Maintenance Supervisor. Assess contractor sample collection to ensure compliance with approved sampling plans. Prioritize oversight of high-interest sampling situations. Provide a sampling report for the day after the inspection to the Environmental Engineer. Furnish their designated government representatives with documentation indicating whether the construction conforms to the contract requirements. Act as the primary person responsible for monitoring the construction contractor's efforts regarding on-site quality assurance and safety compliance. Coordinate construction operations between contractors, station personnel, and other government agencies. Participate in all “Preconstruction Meetings”, “Post-Award Kickoff Meetings”, and "Partnering" activities during construction (workshops, meetings, etc.) as required. Attend quality control, preparatory, and initial meetings and monitor three-phase of control checklists for accuracy and thoroughness. Follow NAVFAC Business Process Management System (BPMS), Kilo-Grams, and associated Naval Engineering Training and Operating Procedures Standards (NETOPS) in the execution of required tasks. Review contractor submissions of as-built drawings for completeness and accuracy and advise the appropriate Government personnel in writing as to the acceptability of such submissions. Participate in final acceptance and testing of major building systems, including but not limited to fire protection certification, elevator certifications, ensuring contractor compliance in the areas of Testing and Balancing (TABs), Duct Air Leakage Testing (DALTS), Digital Control Systems (DDC) for HVAC systems. Provide notes/comments/recommendations for acceptance or rejection of the witnessed system based on contract document conformance. Immediately report the occurrence of defined chemical exceedances to the Supervisory Environmental Engineer and document key information for each chemical exceedance. For any reported instance of property damages, notify the Supervisory Environmental Engineer and COR. Provide escort of government contractors to sampling locations as required. Conduct assessments of government contractors' data entry into the EDMS database for each of the 19 drinking water zones. Conduct review and revision of any reports prepared by government contractors for public distribution. Prepare data summary crosstabs from the government contractor database for public distribution. Provide input and review on sampling and work plans that relate to the execution of the requirements in the LTM Plan. Update Long Term Monitoring (LTM) Tracker to keep an accurate count of samples and associated categories for all samples collected during the LTM program. Provide oversight of government contractor and team support in unique or unforeseen situations that involve the quality of the water system and/or LTM Plan execution. Coordinate with the Management and Program Analyst for any Hawaii Department of Health (DOH) sampling requests and access to controlled areas. Support business development activities as required (e.g., customer technical capabilities briefings, past performance content, technical solutions). Other duties as assigned. Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.) High school diploma or GED equivalent required 5+ years of recent experience as a construction inspector or tradesperson and shall have a basic understanding of engineering, architecture, or construction trades. MAJOR JOB ACTIVITIES: * Will be trained to operate and maintain optics equipment such as: VTM, SHOTS, LAPS, and all other assigned equipment/systems * Perform periodic inspections and maintenance tasks in accordance with published procedures and /or O&M guidelines. Document results of all maintenance actions in systems and equipment records. * With assistance and guidance, troubleshoot and repair systems/equipment by reading and interpreting electronic/mechanical schematics and using simple and complex test equipment. * Assist in preparation of system reports, preventative maintenance logs and other logs or reports as they pertain to the daily operations of optics systems. * Assist with installations, checks, calibrations, and performance of acceptance tests on new and relocated systems and equipment. * Set up, check out, operate, and monitor systems and equipment in support of Range Operations. Responds to changing operational requirements when directed. * Assist in preparing and developing new procedures, procedural changes and modification proposals. * Performs other duties as assigned. Physical Elements: * Lifting over 50 lbs * Positions: Walking or standing, crawling, kneeling or cramped; work requiring repeated stooping, sitting, work requiring repeated or frequent stair climbing. * Pushing/Pulling - over 50 lbs * Environmental: customer contact, extended workday, confined work area, office laboratory, field assignment, inclement weather Minimum Qualifications - Education: * High school or equivalent * 2-year technician school or equivalent training such as Navy "A" school or recognized correspondence ir required. * 2 years of technical experience can be substituted for each year of required education. Experience: * Four years of progressive experience in a related field or an AS degree in electronics. * Previous measurement systems/rf experience is desired but not required. * Fundamental knowledge of basic electronics, computers, electronic equipment troubleshooting and repair. * Possess and demonstrate knowledge of electronics theory. * Able to use, apply and understand test and measurement equipment. * Must possess the following PC skills: Word, Excel, Outlook SECURITY CLEARANCE: Secret security clearance is required. Applicants selected must be a US Citizen in order to apply for a Secret Security Clearance. Applicants selected either must currently possess a Secret clearance or will be subject to a government security investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment and maintain a security clearance for access to classified information or Closed/Restricted Areas throughout duration of employment. Compensation The hourly rate for the position is $39.61 per hour. (Hourly rate set by CBA/SCA).
