The Engineering Technologist II position is second level of the non-Engineer degreed technical support role job classification. The Engineering Technologist II applies technical expertise to solve more complex problems and management skills to provide oversight and direction of work in a specific area of expertise, with general supervision. Employees in the Engineering Technologist II position are expected to develop deeper technical skills and the ability to work with an increasing degree of independence.
The Engineering Technologist III position is the third level of the non-Engineer degreed technical support role. Responsibilities
An HTM Technician maintains medical, clinical equipment and systems through effective implementation of the Mayo Clinic Medical Equipment Management Plan. Technician must demonstrate technical and mechanical skills and tasks associated with the planning, installation, maintenance, calibration, and repair of biomedical, laboratory, research, and interconnected patient care systems.
Technicians in this position must be highly customer focused with outstanding communication and interpersonal skills. They must have the ability to prioritize service calls appropriately, and to adhere to Mayo policy and procedure.
Service calls are communicated to the technician through HTM Leadership, HTM Support Specialists, or CMMS dashboard. Emergent calls directly from the customer may require a rapid response time. On-call and overtime may be required, as well as travel to other Mayo Clinic sites.
The technician must be committed to continuously improving their knowledge to develop a mastery of increasingly complex equipment and supporting Mayo's mission.

The CET through their application of QA and safety management principals, will recommend approval of work IAW contract terms. Duties and Responsibilities
Maintain proper construction contract document files according to NAVFAC standards.
Review and comment on plans and specifications and provide constructability review comments during construction contract development.
Make visits to project sites to obtain information on facility/site conditions and develop recommendations during project development.
Coordinate and attend post-award kickoff meetings (PAK) and pre-construction conferences (PreCon).
Schedule, conduct, and document regular progress meetings and other construction related project meetings with all interested parties to review project status, discuss problems, and resolve issues.
Prepare project status reports when directed using NAVFAC enterprise contract management system formatting (to be provided by Contracting Officer's Representative (COR)).
Coordinate construction operations between contractors, station personnel, and other government agencies and make recommendations for corrections.
Use and prepare standard template documents for correspondence to construction contractors for deviations from contract schedule or quality.
Provide technical assistance in answering requests for information (RFI) from construction contractors.
Review and monitor project schedules for construction progress with emphasis on milestone completion dates, phasing requirements, work flow, material deliveries, test dates, etc.
Administer technical aspects of construction contract modifications (prepare cost estimates, review cost proposals, assist contract specialist or contracting officer in negotiations, prepare modification packages for processing by contracting officer).
Administer the Construction Quality Management Program as required in the construction contract specifications.
Monitor the construction contractor's performance of required material testing and analysis in accordance with the contract requirements, review for compliance and make recommendations for corrections.
Review construction contractor's daily reports for thoroughness and accuracy and check daily payrolls for any discrepancies. Note any unusual items or items of concern on reports. Provide reviewed and/or annotated copy of reports to the COR.
Review and recommend approval of progress schedules and technical submittals.
Monitor ongoing construction to check construction contractor progress and verify compliance with plans and specifications.
Resolve problems not involving changes to contract value or duration and recommend solutions to the COR for problems that may result in a change of contract value or duration.
Prepare cost estimates for construction contract modifications and provide to the COR.
Perform cost and price technical evaluation on change order proposals that are within the scope of work to highlight hidden and unnecessary costs. Provide input to the COR for preparation of the pre-and post-negotiation documentation.
Review construction contractor invoices for accuracy and provide input to the invoice reviewing official.
Review and recommend approval/disapproval of the construction contractor's safety/accident prevention plans.
Monitor construction contractor's updates to as-built drawings and verify that they are maintained regularly in accordance with contract requirements; verify that a complete set of as-built drawings is turned over at the close of the contract. Identify any updates that are not completed timely, and make recommendations for corrections.
Verify that a complete set of Operation and Maintenance Support Information (OMSI) Manuals is turned in to the PWD Facility Manager(s).
Verify the construction contractor conducts any user training for equipment installed on the project, and turns over any extra materials stock all as required by the construction contract. Make recommendations for corrections.
Monitor the closeout process including punch list preparation and completion, testing and start-up of major systems, and final acceptance. Make recommendations for corrections.
Manage the NAVFAC Red Zone process for completing jobs, beginning at 75% construction complete or 90 days before the construction contract completion date, whichever is earlier.
Participate in final acceptance and testing of major building systems including but not limited to fire protection certification, elevator certifications, ensuring contractor compliance in the areas of Testing and Balancing (TABs), Duct Air Leakage Testing (DALTS), Digital Control Systems (DDC) for HVAC systems.
Utilize NAVFAC's Electronic Construction and Facility Support Contract Management System (eCMS) to manage electronic submittals and documents. Refer to Uniform Facilities Guide Specification (UFGS) Section 01 31 23.13 20.
Monitor compliance and perform daily inspection of construction contractor's safety and health requirements. Support reporting significant incidents, near misses, good catches, and mishap investigations.
Coordinates and attends pre-award site visits.
Submit a weekly project status report for any assigned project to the resource manager (Project Management and Engineering Branch Head/Supervisory General Engineer) and attend any project meetings as required.
Submit a monthly report to the Contracting Officer summarizing service provider actions for each month.
Knowledge and Qualifications
Contractor employees performing services must meet the following requirements and have the following licenses and/or certifications, knowledge, skills, and abilities:
Technical and practical knowledge and experience (at least 3 years) as an engineeringtechnician, superintendent, or quality control/quality assurance manager or representative.
Current certification of successful completion of the US Army Corps of Engineers (USACE)/Naval Facilities Engineering Command (NAVFAC) Construction Quality Management for Contractors course.
Demonstrated knowledge of the three-phases of control Quality Management process.
Demonstrated sound understanding of construction concepts, principles and practices applicable to civil, mechanical, electrical, and/or environmental projects and the design, layout, and supervision of construction operations.

The Construction Surveillance EngineeringTechnician (CSET) will provide technical services and expertise related to all phases of construction on a variety of projects within the area of responsibility. The position will support the client's Resident Officer in Charge of Construction (ROICC), or designee, for construction services such as construction inspection, quality assurance, monitoring safety and environmental compliance and contract administration.
Major Responsibilities
Specific tasks for the CSET include but are not limited to the following:
Coordinate Requests from Construction Contractor. Coordinate request from the construction Contractor for outage requests, excavation permits, burn permits, haul routes and other similar items. This will require liaison with the ROICC and appropriate base personnel (Security, Public Works, Fire Department etc.)
Coordinate field activities. CSET shall work with the construction contractor, Navy client customers, activity managers, maintenance and utility servers, Federal Fire departments, and Security Police so there is a seamless coordination of construction activities.
Attend Meetings (Pre-Construction, Safety, Contractor Quality Control, Partnering Meetings, and others) and Conferences - The CSET shall take notes, provide information to the ROICC or the ROICC's representative at the following meetings, conferences, and briefings.
Develop Quality Assurance Plans.
Prepare Construction Representatives Reports (CCRs)
The CSET shall assure that the quality control system of the Contractor is in compliance with contract documents and applicable documents. Prepare draft Contract Construction Compliance Notices (CCCNs) in cases where the CSET observed workmanship and/or materials not in compliance with construction contract documents/specifications or safety infractions.
The CSET shall take and provide the ROICC complete progress, record, special construction, and completion photographs.
Maintain Working Files. NAVFAC's Electronic Construction and Facility Support Contract Management System (eCMS) shall be used to manage electronic submittals and documents.
Minimum Education/Experience
A minimum of five (5) years of experience as a Quality Control Manager or Superintendent working for a General Contractor on NAVFAC or USACE projects, OR a minimum of ten (10) years of experience working as a Foreman in one or more of the following trades: carpentry, electrical, roofing, HVAC, plumbing, or concrete on commercial/industrial/military projects valued in excess of $5 million. A minimum of five (5) years of experience working as a Journeyman in one or more of the following trades: carpentry, electrical, roofing, HVAC, plumbing, or concrete. Residential experience does not qualify.
Required Knowledge or Skills
Specialized training for Construction Quality Verification or completed an equivalent course.
Competent computer skills for network data entry.
Proficiency in using computer software programs such as Microsoft Word, Excel, and Outlook, as well as Adobe Acrobat Professional.
Ability to communicate in English effectively orally and in writing.
Experience in maintaining official construction site records.
Experience in conducting meetings to resolve problems on construction projects and briefing clients and management personnel.

This is technical engineering work at the seasoned, advanced level in the planning and design of complex maintenance and construction projects. The work requires a knowledge of engineering principles, methods, and techniques which is learned through specialized education and training supplemented by extensive related experience. Schedules, assigns, reviews, evaluates, and monitors the work of assigned staff. Contacts require skills in understanding and influencing people which are important in coordinating support activities and resolving related work problems. The work tasks are covered by engineering principles, methods and techniques and involve a wide variety of differing situations requiring use of judgment. The work is performed in both office and field environments where there are some risks and hazards, but they are known, predictable and controllable. May operate survey, drafting and other technical engineering equipment; motor vehicles; and personal computers, calculators and other standard office equipment.
