THE ROLE
As a Human Resources Classification Trainee, you'll embark on a 1-to-2-year development journey. This program prepares you for a career as a Human Resources Associate. The position supports Classification and Mandatory Rights Administration for over 30 agencies across the state. While strategic direction is set by leadership, you will play a key role in executing those strategies and ensuring smooth, compliant HR processes.
As part of our team, you may contribute to some or all of the following areas, depending on assignment:
* Classification Administration: Research job class history, analyze documentation, revise job classifications, and implement approved changes in JobAps.
* Mandatory Rights Administration (Freenames): Review and process reemployment rights for negatively impacted employees, approve or deny statewide transfer transactions, and train state agencies on the process.
* Reclassification Grievance Coordination: Conduct hearings, review evidence, and issue decisions in accordance with collective bargaining agreements. Maintain records and communicate outcomes to unions and agencies.
* Technology & Data Management: Maintain aspects of the State's Applicant Tracking System and related technology supporting Freenames; prepare reports, manuals, and correspondence.
* Collaboration & Learning: Partner with HR staff deployed to agencies to support classification strategies; gain an understanding of agency missions and workplaces.

SPECIAL REQUIREMENTS
* Prior to appointment to this class there must be an approved managerial or professional confidential designated class identified to which the incumbent will be appointed upon successful completion of an approved development program. Incumbents in this class must meet the experience and training requirements of the identified designated class at the end of the development program.
* The work schedule for this classification is full-time. Incumbents must work a full-time forty (40) hours per week schedule.
* Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service. The length of the development program should be designed around the requirements of the designated class and the prior experience of the incumbent but in no case should be less than one (1) year or exceed three (3) calendar years in accordance with C.G.S. 5-234.
* All appointments to this class shall be under terms of an approved development program and in accordance with a time schedule approved by the Department of Administrative Services.
* No additional working test period shall be required upon successful completion of the development program.

POSITION HIGHLIGHTS
* This position is full-time, following a first shift schedule, Monday - Friday, with typical hours being in between 8:00 AM to 4:00 PM or 8:30 AM to 4:30 PM with the flexibility of a hybrid schedule, located at DEEP Headquarters in Hartford, CT.
* This is a one to three-year training classification and upon successful completion of the training period, the incumbents will be promoted to an Environmental Analyst 1.
* The responsibilities of this position include conducting investigative and compliance inspections, which may include in-person observations of pesticide use, of businesses and individuals that use and sell pesticides or engage in arboriculture such as landscapers, exterminators, farms and marketplaces where pesticides are used, distributed or sold, report writing, in-person and written communication of technical information with the public and regulated community, case development/documentation and assisting with enforcement activities.
* This position will require the Environmental Trainee to hold a valid driver's license, obtain OSHA 40-hour hazardous material training and submit to possible background check.
Salary Note: During the first year of training, Environmental Trainees with a Bachelor's degree earn $47,229 per year, and Environmental Trainees with a Master's degree earn $48,933 per year.

Within the Bureau of Materials Management & Compliance Assurance (MMCA), our mission is to work to ensure the proper management - handling, use, recycling and disposal - of materials including municipal solid waste, recyclable materials, pesticides, mercury, PCBs, and petroleum products. Through a number of different mechanisms - outreach and education, product handling efforts and phase outs, training, and regulatory activity - the Department is working to develop better stewardship of these materials to protect environmental quality and public safety for Connecticut's current and future generations.
The Engineering and Enforcement Division/Pesticide Management Program (PMP) is responsible for registration of pesticide products for statewide use and distribution, processing applications for aerial and aquatic pesticide application permits, certification of pesticide applicators and arborists, registration of commercial pesticide application businesses and restricted-use pesticide dealers, conducting compliance and investigative inspections including in-person observation of pesticide applications, and enforcement of pesticide and arboriculture laws.

High school diploma or equivalent.. Must be eighteen (18) years of age or older. A candidate will be required if employed by the City of Middletown to maintain all certifications as set by renewal standards for the duration of employment. Responsibilities

Learning to perform all functions of integrated pest management programs, including:
Performing tree and shrub care treatments using spray, tree injection, and soil injection tools as prescribed by the Arborist Representative

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation and the Connecticut Airport Authority this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional transportation engineering and transportation construction engineering skills and knowledge in order to qualify for advancement in the field of transportation engineering.

Learning to perform all functions of integrated pest management programs, including:
Performing tree and shrub care treatments using spray, tree injection, and soil injection tools as prescribed by the Arborist Representative

SPECIAL REQUIREMENTS
Prior to appointment to this class there must be an approved managerial or professional confidential designated class identified to which the incumbent will be appointed upon successful completion of an approved development program. The work schedule for this classification is full-time. Incumbents must work a full-time forty (40) hours per week schedule.
Incumbents in this class will be eligible for reclassification to the designated class without competitive examination upon successful completion of the development program and satisfactory service. The length of the development program should be designed around the requirements of the designated class and the prior experience of the incumbent but in no case should be less than one (1) year or exceed three (3) calendar years in accordance with C.G.S. 5-234.

In the Division of Criminal Justice this class is accountable for receiving training and representing the interests of the state in prosecution of assigned criminal and motor vehicle cases and infractions.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation and the Connecticut Airport Authority this class is accountable for receiving training in introductory professional engineering work for the development of technical and professional transportation engineering and transportation construction engineering skills and knowledge in order to qualify for advancement in the field of transportation engineering.
EXAMPLES OF DUTIES
Performs a wide variety of increasingly difficult duties as technical skills are acquired during course of training period.
KNOWLEDGE, SKILL AND ABILITY
* Knowledge of basic transportation engineering theories, principles and methods;
* Skill in use of drafting and calculating instruments and other computer applications;
* Considerable ability in performing mathematical computations, making neat and accurate drawings and preparing minor design and structural details.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Possession of a Bachelor's degree.
NOTE: If the target job classification has a Minimum Qualification that requires specific licensure and/or the Bachelor's degree to be in a specific area(s), then these specific licensures and degree areas are required for appointment to the Transportation Engineer Trainee classification. Candidates cannot be appointed until all degree requirements are complete.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
* Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. §20-302 may be substituted for the General Experience requirement.
* Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. §20-302 may be substituted for the General Experience requirement.
NOTE: The following additional substitutions are allowed for the Target Class of Transportation Engineer 1 (Construction Engineering):
* Possession of Land Surveyor (LS) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. §20-302 may be substituted for the General Experience requirement.
* Possession of Land Surveyor-In-Training (LSIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S. §20-302 may be substituted for the General Experience requirement.
* Possession of at least Level III certification, from the National Institute for Certification in Engineering Technologies (NICET), in one of the following Civil Engineering Technology Programs may be substituted for the General Experience requirement:
* Transportation Construction Inspection Program - Highway Construction Inspection.
* Construction Materials Testing Program - Asphalt, Concrete or Soils.
* Transportation Program - Highway Materials, Highway Surveys or Highway Construction Inspection.
* Possession of a Level III Survey Technician Certification from the National Society of Professional Surveyors may be substituted for the General Experience requirement.
* Possession of an American Welding Society (AWS) Certified Welding Inspector (CWI) certification, at the level of a Welding Inspector (WI) or above, may be substituted for the General Experience requirement.
PREFERRED QUALIFICATIONS
* Possession of a Civil Engineering degree for design-related position.
* Possession of an engineering degree in a position-relevant area for specialty positions (i.e., Electrical Engineering degree for position in Electrical Engineering).
* 3.0 or higher grade-point average in relevant engineering courses.
SPECIAL REQUIREMENTS
* Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
* Incumbents in this class may be required to travel.
WORKING CONDITIONS
Incumbents in this class may be exposed to some risk of injury or physical harm from highway, construction site, or on-site environments and a moderate degree of discomfort from year-round weather conditions.
