About the Responsibilities
As an Environmental Compliance Specialist, you'll be a part of the Central Arizona Projects Environmental Compliance Management Program, the role involves coordinating and implementing the program, while maintaining comprehensive documentation to support continual environmental improvement objectives at CAP. This includes demonstrating compliance during an audit or inspection, providing oversight of environmental compliance across the CAP, and ensuring that each of the 15 facilities operated by the CAP complies with all environmental regulations: federal, state, county, and local. Serves as "backup" Emergency Coordinator, as required by hazardous waste regulations, when the supervisor is not present. Some overnight travel required.
Some of the duties include:
1. Conducts quarterly environmental inspections and audits of the various operations and facilities across the CAP network to evaluate the effectiveness of CAP's environmental compliance and sustainability efforts and third-party operations on CAP property. Monitor and investigate environmental compliance and interpret results of inspection activities to determine compliance with applicable provisions of federal, state, and local regulations.
2. Evaluate and coordinate the storage and handling of all waste (hazardous, special universal, and non-hazardous waste) at various locations. Review all waste profiles and documentation to ensure the safety of employees and compliance with all permits and regulations. Reviews samples for completeness and safety for disposal, hazardous waste management, and disposal activities, following all local, state, and federal guidelines and regulations. Provide technical guidance and support to Environmental hazardous waste technicians and Pumping Plant Maintenance Workers involved in handling, storing, transporting, and disposing of hazardous materials. Coordinate with external agencies, such as regulatory authorities and waste disposal facilities, to ensure proper waste management practices are followed.
3. Responsible for interpreting new permit requirements and plans, developing programs and standards, and coordinating with Environmental Program Specialists and other internal departments to ensure compliance with the permit. Assists in preparing permit applications, compliance reports, and emergency response planning procedures for review by the Environmental Supervisor.
4. Collects air, soil, water, and waste samples using EPA-approved analysis and sampeling methods to meet various environmental assessments and permitting requirements for AZPDES, APP, wells, potable water, and surface water. Maintains field logs and records of inspection and sampling activities.
About the Qualifications
* A bachelor's degree in environmental science or a related degree, including successful completion of college-level coursework in chemistry, physics, geology, biology, water resources, and/or engineering.
* Must be competent in operating current computer and other electronic technology and products.
* Five (5) years' experience in a variety of environmental compliance programs, as well as management of wastes.
* Proficiency in environmental water, soil, and waste sampling techniques, along with experience using pH meters, colorimeters, and composite samplers.
* This is a safety sensitive position and will require functional pre-employment testing.
* Respirator annual physical examination will be required prior to hiring, and certification to wear a respirator is a requirement of this position.

Duties and Responsibilities
Support the Company Divisions to ensure that they meet all environmental regulatory requirements as dictated by local, regional, state, and federal regulatory bodies, including but not limited to, water discharges, SPCC plans, air emissions including Title V and New Source Review, flood management certifications, stormwater management, site remediation, and land use.
Spearhead efforts to implement an Environmental Management System for the Company, and track, archive and maintain the operating permits for all Company Divisions. Such a system should include an inventory and calendar of environmental legal and regulatory requirements and commitments, a document control system, and compliance activity reports.
Review current operating permits for all Company Divisions to ensure that they are up-to-date, being followed, and factor in any operational changes made at the Divisions.
Travel to the Company Divisions or work remotely to perform audits under the guidance of the Corporate Production Manager to ensure Divisional compliance with current permits and regulations. Prepare reports on the audit findings and resolutions to be presented to the Corporate Officers.
Pull and analyze operational data from the Company Divisions to compare against the related permits and ensure compliance and identify trends. Summarize this data for presentation to the Corporate Officers.
Assist the Company Divisions with technical documentation and permitting applications, and serve as a resource to advise them on air, water, and land use regulations along with outside environmental consultants.
Stay current on upcoming environmental regulations and report potential regulatory impacts that could affect the Company to the Corporate Officers.
Work with outside environmental consultants to perform environmental compliance and address environmental issues that occur, review resolutions, and oversee corrective actions under the guidance of the Corporate Production Manager.
Work with others on new construction projects that have environmental impacts, as requested by the Corporate Production Manager, to help navigate the environmental compliance hurdles for projects and make sure the projects stay on track from an environmental compliance standpoint.
Assist with the buying and selling of environmental credits (e.g. carbon credits).
Research potential changes or additions to air pollution control systems that could lessen emissions and/or odors.
Assist in identify outside funding sources for potential environmental projects as requested, such as anaerobic digestion, plant emissions reducing equipment, and converting trucks from diesel to CNG, and summarize the information for presentation to the Corporate Officers.
Participate in site walk-throughs with regulatory agents and representatives as requested, and develop good working relationships with different regulatory bodies.
Review Company NOV's as requested and advise on the written and actual responses to these NOV's in an effort to resolve them quickly, conclusively and for less cost to the Company where possible.
Work with the Company “Legs/Reg's” team on new and ongoing regulatory issues to ensure that the team is informed about issues timely, are kept abreast of new developments, and are part of any written or verbal communications with the regulatory bodies.

Systems Planning Corporation (SPC), a subsidiary company of GAI Consultants, Inc., is seeking an Environmental Specialist with experience in Field Compliance Monitoring to be based out of Canton, OH, Pittsburgh, PA or near one of GAI's western PA offices, within our Civil and Environmental Engineering Business Unit. This position is fully remote but will require travel to various project sites. Applicants should enjoy working in a challenging, fast-paced, and team-oriented environment. Prepare and review periodic monitoring reports based upon field observations. Reports may be submitted via paper report or electronically as required.

These positions will support OCM in efforts to advance compliance with the National Environmental Policy Act (NEPA) and other environmental statutes, such as the Endangered Species Act (ESA), Magnuson-Stevens Fishery Conservation and Management Act Essential Fish Habitat (EFH) provision, Marine Mammal Protection Act, National Marine Sanctuaries Act, and National Historic Preservation Act (NHPA). Specific responsibilities and tasks will include:
* Apply knowledge of laws, regulations, policies, and guidance that affect the NEPA process, including drafting and supporting the development of associated documentation.
* Review funding applications and associated tasks or projects, contract actions, Memoranda of Understanding to confirm NEPA and environmental compliance requirements.
* Provide technical assistance to OCM staff, as needed, to clarify required documentation and to address questions regarding consultations with NOAA or other agencies.
* Assist staff in adhering to standard procedures established for key environmental statutes.
* Review draft environmental compliance documentation for quality and completeness and provide comments or recommended edits.
* Assemble content for and/or assist development of draft and final Environmental Impact Statements (EISs) or Environmental Assessments (EAs) and/or programmatic consultation documents, in consultation with OCM's federal Environmental Compliance Coordinators (ECCs) and other subject matter experts.
* Support and may lead communication, training, facilitation, and outreach efforts.
* May attend events and present on behalf of NOAA.
* Some travel may be required for meetings, site visits, and workshops, as well as occasional local travel.
Qualifications
* Master's degree in environmental policy/studies, environmental management, socioeconomics, natural resource management, or a related field.
* 2-8+ years of relevant professional experience in environmental policy/studies, environmental management, socioeconomics, or natural resource management.
* Experience in environmental planning, policy, technical, and regulatory support for the Federal Government preferred.
* Demonstrated experience with EISs and EAs, and with consultations related to the ESA, EFH, and NHPA.
* Experience with marine and coastal environmental issues strongly preferred.
* Experience with stakeholder outreach and engagement, especially relating to environmental issues.

PREFERRED QUALIFICATIONS AND EXPERIENCE
4-8 years (mid-level) experience working in environmental management, regulatory compliance, environmental consulting or similar professional work;

Maintain expertise in existing and emerging software for tracking and analyzing stormwater data to improve the companys stormwater programs. Identify, track, and communicate process improvements, wherever appropriate.
Minimum Qualifications:

In this capacity, the successful candidate will be responsible for the following:
Perform a wide range of environmental engineering analysis and design tasks related to: planning, environmental site investigation (subsurface and hazardous materials), remediation design and remedial operations.
Supervise the development of project plans, design calculations, plans and specifications, engineering cost estimates, and coordinate with other disciplines as required to deliver quality engineering services.
Work with a team of professionals to provide environmental remedial engineering expertise on projects including evaluation of remedial options, development and implementation of remedial designs, and cost estimates.
Leads and manages the success of Environmental revenue growth in New York through business development efforts and executing a growth plan.
Manages, plans, develops, organizes, and implements environmental investigation and remediation projects.
Coordination and presentation of design submissions with clients and regulatory agencies.
Determines client requirements and develops plans, specifications, drawings, instructions, cost estimates, reports, bid packages, and related documents.
Explores subject area, defines scope, selects areas for investigation, and develops novel concepts.
Ensures each project, deliverable, etc. complies with federal, state, and local environmental regulations.
Acts as technical liaison within and outside GFT with responsibility to act independently regarding technical matters on environmental projects.
Represents GFT at meetings with clients, regulatory agencies, and stakeholders to establish needs and discuss design/permitting issues.
Carries out supervisory responsibilities, including planning, assigning, and directing work; evaluating and coaching team member performance; promoting and monitoring quality assurance of services and deliverables; and coaching and mentoring.
Oversees staff utilization and project profitability and collections.
Engages and leads technical proposal teams or a major component of a proposal team.
Participates in professional and personal development aligned with career goals.
What you will bring to our firm:
B.S. in Geology, Hydrogeology, Environmental Science, or Engineering.
New York Professional Engineer License.
15+ years of environmental remediation experience in a consulting environment.
Technical expertise in design of a wide variety of soil and groundwater remedial systems.
Knowledge of applicable New Jersey and New York laws and regulations
Ability to maintain strong and consistent outreach to clients.
Demonstrated business development experience and ability to execute growth plans.
Demonstrate professional judgment, consistency, strong attention to detail, and background of high-quality work products.
Demonstrated leadership experience and strong desire and ability to train and lead a team of professionals.
OSHA 40 hr. HAZWOPER certification and annual refresher certifications required.

Master's Degree in Geology, Hydrogeology, Environmental Science, or Engineering.
Knowledge of applicable Pennsylvania laws and regulations
Construction bid specification experience.

The salary range for this role is $178,000 - $250,000; Salary is dependent upon experience and geographic location.
