Position Overview
Reporting to the CEO, the Chief Programs & Operations Officer provides strategic leadership and oversight of World Hope International's global program portfolio. This role ensures that programs are mission-aligned, high quality, compliant, and financially sound, while supporting innovation, partnership development, and organizational learning.
Program Leadership
Work with the CEO and Board to develop, refine, and oversee WHI's global programming strategy in alignment with the mission.
Lead the design and development of high-quality, impactful programs; ensure all programs reflect organizational priorities, evidence-based approaches, and contextual relevance.
Develop and maintain an organization-wide programming framework, including a theory of change, program standards, templates, guidance, and quality benchmarks.
Manage ProgramDirectors, Regional and Country Directors, and program staff in program delivery, performance management, and fiscal oversight to ensure resources are used effectively and for maximum impact.
Oversee Monitoring, Evaluation, Research, and Learning (MERL); set standards for data collection, analysis, reporting, and learning; establish standard indicators and reporting templates.
Track program outcomes and trends; ensure timely, accurate reporting across the organization, including regular reporting to the CEO and Board.
Partnership Development
Build and sustain strong relationships with donors, implementing partners, government agencies, and peer organizations to advance WHI's goals.
Design partnership approaches and strategies in collaboration with global program teams.
Serve as a primary relationship manager for high-priority partners, including major institutional funders, international NGOs, UN agencies, and public-sector entities.
Grant Development and Oversight
Work with the Advancement team to design grant strategies, policies, and pipeline priorities.
Oversee processes for concept development, proposal design, and grant management across global program teams.
Review and ensure quality of technical proposal components, including program design, MERL frameworks, logic models, and budgets, ensuring alignment with WHI's mission and strategy.
Develop and maintain grant management systems, including implementation planning, programmatic and financial reporting, and donor compliance.
Global Program Operations
Oversee budgeting, financial planning, and expenditure reporting for global program teams; conduct regular reviews of actuals versus budgets and ensure financial accountability.
Contribute to organization-wide strategic planning, budgeting processes, and templates; ensure program teams produce high-quality annual and strategic plans.
Ensure global and in-country compliance with WHI policies, employment laws, NGO registration requirements, and operational standards.
Alongside HR and executive leadership, ensure the organization stays up to date and in compliance with its Safeguarding policy. Support handling of safeguarding incidents, as relevant.
Other Responsibilities
Collaborate closely with Marketing and Communications to ensure accurate and compelling representation of program activities in public outreach and donor communications.
Promptly report any alleged breaches of policy, illegal acts, safeguarding concerns, or misappropriation of assets according to WHI procedures.
QUALIFICATIONS
Master's degree in international development, public policy, or a related field.
Seven plus years of demonstrated success in designing and implementing international development programs (health, WASH, education, rural development, livelihoods, anti-trafficking, or related sectors) as well as demonstrated progressive leadership experience managing global teams.
Experience managing large-scale grant-funded programs (USD 2 million or more) with strong donor-compliance requirements.
Demonstrated expertise in fiscal management, budgeting, and program management.
Excellent written and verbal communication skills; ability to represent WHI to a wide range of audiences including US Government agencies, FCDO, NGO partners, faith communities, and multilateral institutions.
Proficiency with Microsoft Office and program management systems.
Willingness to travel internationally as needed - up to 25%

The Director will be expected to:

Position Duties and Responsibilities • ACADEMIC ADMINISTRATIVE DUTIES: o Conducts regular review of all aspects of the program in collaboration with the program's Advisory Board for continuous quality improvement. o Conducts regular review of the program to maximize accreditation opportunities. o Responsible for ensuring course fees support the sustainability of the program. o Responsible for cultivation of leads, recruitment and enrollment of students in the program. o Provide effective day-to-day management and administration of the program. o Supervise all faculty and coordinate adjunct assignments including evaluations. o Plan and oversee professional development for program faculty. o Manage course schedules, assist with faculty and student issues. o Communicate college policies and ensure they are followed. o Manage aspects of grant funding as needed. o Actively engage in Academic Affairs and Institutional activities. Serve on committees as assigned by the Dean. o Represent the program to students, prospective students and other interested parties at recruiting events, on and off campus. o Work with Career Technical Centers and traditional secondary schools to develop articulation agreements. o Collaborate and provide programming for career/program exploration camps including summer camps. o Lead efforts to collaborate with the marketing department to develop materials that promote the program (e.g., publications, web page, annual report). • TEACHING AND ADVISING o Develops and maintains relevant curriculum to ensure student employability upon program completion. o Maintain required credit hours of teaching load per term. o Work with students and faculty to resolve conflicts and serve as the second step in grade appeals. o Drive student involvement in the advising process by maintaining sufficient advising hours compatible with student schedules; meeting with advisees regularly; advising students struggling with coursework; maintaining appropriate advisee files; directing students to appropriate department and College resources; maintaining confidentiality; evaluating graduation progress and completions. Supervise program advisors to accomplish same. o Manage student files including applications. Keep track of student progress in cross disciplines and update student records. This requires working closely with many different offices throughout the College such as Admissions, Student Affairs, Financial Aid, etc. o Reviews graduation applications prior to final approval by the Dean. o Act as the lead liaison for practicum sites for the program. • MANAGES LEARNING LABORATORIES AND ENTREPRENEURIAL VENTURES: o Responsible for identifying entrepreneurial ventures that are in alignment with curriculum and course outcomes. o Responsible for identifying and securing grant funds or private contracts to provide for the costs associated with academic operations and to generate revenue for the program. o Manages purchasing, budgeting, staff, and programming at relevant facilities and field operations. o Promotes and publicizes programs and opportunities to include the general public. This includes Leisure Learning programs. o Coordinates with faculty and staff within the college regarding use of the facilities. o Ensures entrepreneurial ventures are integrated in teaching in academic classes, practicum experiences and management of facilities. o Seeks partnership in support for facility maintenance and restoration, including grants and college self-performance on projects. IV. Qualifications - Education, Experience, and Skills • Master's degree in EnvironmentalScience, Biology, Microbiology, Natural Resources, or a closely related field required. Graduate-level coursework must align to the teaching workload. i. Streetlight Data, Inc. is seeking a Director of Services Data Science and Research. Responsibilities include: Ensure on-time delivery of correctly packaged analyses and reports. Support the pre-sales process by helping determine project feasibility, scope, and level of effort to complete. Engage with customers for kick-off calls, deliveries, and necessary communications. Provide hands-on technical support and guidance to data scientists based on experience in the field. Scope projects and design technical methodologies for StreetLight customers working in traffic management, multimodal transportation planning, commercial site selection, freight and logistics, and safety analysis. Provide technical support for proposal writing when responding to Requests for Proposals. Drive feasibility research using internal data based on customer interest. Support the productization of internal research. Develop low-sample imputation methods to provide volumes on all rural roads for a large State Department of Transportation. Develop long-distance truck trips metrics to help freight planners. Create dwell time analysis capabilities to help an international airport understand idling at their terminal pick-up and drop-off. Estimate bicycle and pedestrian segment-level estimates for customers tackling vulnerable road user safety. Develop and calibrate large scale origin-destination matrices for travel demand modelers. Manage a team of 5 Data Scientists to complete custom projects based on customer-specified requirements.
Supervise the work of Principal Data Scientists, Senior Data Scientists, Data Scientists.

REQUIREMENTS: This position requires a Master's degree or foreign equivalent in Transportation Engineering, Urban Planning, Computer Science, Statistics, or a closely related field and 7 years of work experience in the job offered or related Transportation Data Scientist/ Transportation Research occupation.
SPECIFIC SKILLS:
Expertise and knowledge of:
Statistical programming language: Python. Databases such as PostgreSQL, Big Query. Geospatial tools like QGIS, ArcGIS, GeoPandas. Geospatial movement data: Location Based Services, Connected Vehicle Data, Connected Truck Data, Aggregate GPS. UX principles and data visualization tools: Tableau, Plotly. Developing and evaluating transportation models, from simple four step models to simulation-based agent-based models. Methods from the Highway Capacity Manual, the Highway Safety Manual, Highway Performance Monitoring System, and National Household Travel Survey. Methods using Big Data for origin-destination matrix estimation (ODME), measuring traffic congestion, and safety analysis. Project management with Jira and Asana. Documentation with Confluence. Code maintenance in Github. Proposal writing in response to Request for Proposal.

The Opportunity
We are seeking a strategic, data-savvy, and deeply collaborative Chief Program Officer to serve as the operational architect of our mission. What You Will Do
As Chief Program Officer, you will:
Serve as the primary operational leader responsible for translating organizational strategy into effective, sustainable, and compliant programs.
Act as the implementation partner to Advancement once funding is secured, building staffing models, SOPs, timelines, and compliance frameworks to ensure successful launches.
Ensure organizational growth does not compromise stability by evaluating new initiatives against capacity, fiscal sustainability, and compliance requirements.
Directly supervise senior program leaders across Child Care and Head Start, Energy, Housing, Workforce Development, Healthcare, and Community Services.
Break down silos by standardizing systems, improving cross-program collaboration, and strengthening accountability for outcomes.
Partner closely with the CFO on budgets, financial controls, grant deliverables, and fiscal compliance, following CFO guidance on all financial matters.
Partner closely with the CHRO on workforce strategy, labor relations, performance management, and organizational culture, following CHRO guidance on all HR matters.
Lead continuous improvement initiatives using dashboards, data analytics, and modern systems, including thoughtful and ethical use of AI to amplify impact.
Build and maintain strong relationships with funders, community partners, and external stakeholders.
What We Are Looking For
The ideal candidate will bring:
10+ years of progressive leadership experience overseeing managers and complex, multi-million-dollar operations.
Experience in Community Action Agencies or comparable human services environments, strongly preferred.
Demonstrated success in cross-functional leadership and external relationship management.
Bachelor's degree required, Master's degree preferred, or equivalent professional experience.
Strong fluency in data analytics, dashboards, and modern collaboration tools, with a genuine interest in leveraging AI for public good.
Experience managing multi-source funding streams, including federal, state, and private funds.

POSITION SPECIFICS
Penn State is currently seeking a Stewardship Officer in supporting the College of Earth and Mineral Sciences. As a member of the Division of Development and Alumni Relations, you can play an integral role in Penn State's future and contribute to one of the most successful fundraising and alumni relations operations in the country.
Reporting to the Associate Director of Endowment Management and working closely with Major Gift Officers, Directors of Development, development staff as well as other partners, this Stewardship Officer will:
Facilitate the development and implementation of all aspects of the stewardship program for assigned college or campus
Engage in marketing and communications efforts related to stewardship program; may include writing for print and on-line publications
Participate in the strategic and long-range planning for new initiatives and programs designed to enhance stewardship activities of assigned college or campus
Provide professional guidance and leadership to volunteers and other staff in order to develop and execute strategies and programs
Work collaboratively with partners to maximize stewardship success for the University
Work to engage University partners and community in stewardship activities
Communicate stewardship objectives and the associated responsibilities to unit director and other internal and external leaders
Initiate, plan, and manage college programs and special events both on and off campus for the assigned college or campus
Serve as the stewardship liaison between the individual units and participate in the strategic planning process for eSteward, stewardship, and endowment related inquiries
May hire, supervise, train, and direct the work of assigned staff
Manage Obelisk Society membership and event, athletic activities, and other special events
Manage the Development Council Stewardship Sub-Committee
Manage Facilities Naming Process for the College

+ Experience with agriculture, including pesticides and production agriculture practices. Experience in California is a plus.
+ Diplomat of the American Board of Toxicology (DABT) or Certified Industrial Hygienist (CIH) a plus.
+ Demonstrated experience in managing staff, developing and executing complex scopes and adhering to budgets and schedule.
+ Knowledge and background of the human and ecological risk assessment industry, including involvement in professional organizations such as Society of Toxicology (SOT), Society of Environmental Toxicology and Chemistry (SETAC), International Society of Exposure Science (ISES).
