Responsibilities Engineering Consulting Services (ECS) is seeking an Environmental Project Manager to join our team. This role performs multiple tasks on a project as assigned by their supervisor. Depending on the project and abilities, they will take an increasing role and responsibility for the project. Work will be a mix of field and office. About the role
Reporting to the Facility Manager, and supported by the Regional Environmental Manager, the Environmental Specialist is responsible for ensuring regulatory compliance and implementing and maintaining environmental management systems and programs at the Reworld Niagara I Thermomechanical Treatment facility (aka waste-to-energy). Essential responsibilities include:
Review and interpret continuous emissions monitoring system (CEMS) data regularly to ensure valid, quality-controlled data is recorded.
Collect samples for in-house analysis or third-party analytical services as required by environmental permits including stormwater and ash
Preparation and filing of reports required by environmental permits.
Preparation and filing of permit renewal and modification applications.
Liaison with environmental regulators for audits and inspections.
Perform facility inspections at least weekly to ensure permit compliance and good housekeeping.
Coordinate with contractors and consultants to complete permit required activities.
Maintain compliance with Reworld internal environmental standards.
Review waste profiles to ensure permit compliance.
Proactively work with facility management and operators to resolve and prevent environmental issues. Closely monitor the production and maintenance activities and assist in planning and executing scheduled outage work to ensure the facility maintains the highest environmental standards.
Complete root cause analyses for noncompliance and track corrective actions through completion.
Auditing of downstream facilities such as metal recyclers and landfills
Develop and complete environmental improvement projects.
Provide environmental training and technical assistance to facility employees to ensure compliance with applicable environmental regulations and company environmental policy.
Track new and changing environmental regulations that could impact facility.
Attend regular in-person and virtual meetings including daily morning meetings, monthly safety meetings and staff meetings.
Participate in community outreach activities in the Niagara Falls area in coordination with corporate and regional staff.
EDUCATION AND EXPERIENCE:
Bachelor's degree in engineering, environmental science or similar and a minimum of 5 years' experience in the environmental field; preferably solid waste.
A working knowledge of New York State and federal solid waste environmental regulations is a must.
Experience with NY State Pollutant Discharge Elimination System (SPDES) and Regional Greenhouse Gas Initiative (RGGI) regulations a plus. Demonstrated experience developing permit applications and negotiating permit conditions for new permits and/or modification of permits.
Must have strong written and oral communications skills and demonstrate ability to work independently and creatively within the regulatory framework.
Must be comfortable conveying company environmental and sustainability messaging to various stakeholders.
Strong computer, technical, and writing skills are required.

Base Salary Range: $67,500 - $85,000. This salary range is based on what Roux in good faith believes it might pay at the time of posting for this position and for this geographic location. Actual compensation may vary based on job-related factors such as relevant work experience, market conditions, education/training, certifications, skill sets, and internal equity. Education: 4 Year Degree - Environmental Engineer
Actual Field Experience: 10 years of working remedial action projects. Must have OSHA 40 40 hr Hazwoper training, NYSDEC training, SWPPP training, and CERCLA training.
Direct Hourly Salary: dependent on education, experience level, skillset and benefit package selected, rates will vary.
Position Location: Niagara Falls and Lockport, New York
Computer Knowledge: Familiarity with EPA and USACE Resident Management System (RMS) software database, similar to Procore, ProjNet, Suretrak, or Ebuilder.
Computer Software: Government uses software products such as Excel, Word, Adobe PDFs, Microsoft Projects, and Primavera Scheduling Software, AutoCAD.
Program Knowledge: Familiarity USACE EM 385-1-1 and Unified Facilities Criteria (UFC) Requirements & Criteria is a plus.
Previous Employment Exposure: EPA, US Army, NAVFAC, DOD installations a plus
Work Duration: Fulltime. The typical workweek is five (5) days a week, eight (8) hours per day, work in the field 80% of the time, while providing 20% of the time daily reporting to Owner project management team.
Day-To-Day Construction Knowledge:
Responsible for providing any or all the following representative services over the course of their assignment(s) related to Environmental Engineering: prepare daily QA reports, perform site surveys, collect existing condition data in the field, documenting QA inspections and observe QC tests, ensure daily Punch Lists are maintained and items are closed out in a timely manner, monitor testing and Inspection 3rd Party Agency activities, interpret construction drawings & specifications, observe and document construction activities with photographs and videos, observe Health and Safety plan conformance, including any lead or asbestos abatement, review and comment on Contractor daily QC reports, prepare meeting minutes, monitor supply chain and procurement deliverables, observe and document startup, turnover and commissioning activities.
Other Daily Position Qualifications:
· Must possess good written skills for daily inspection reports, and other correspondence between Owner and contractor.
· Must possess good oral skills for leadership role and public speaking at meetings
· Must support CLIENT in various other construction related functions such as planning, procurement, estimating, and schedule forecasting.
· Must possess good organizational skills for tracking construction management documents (including but not limited to: Project Photographs, Technical Submittals, Contractor and Vendor Shop Drawings, Risk Register, Request for Information, etc.)
· Must provide Owner Oversight via walk-downs, QA inspections, generation of open & punch list items, and closeout activities like as-built reviews, O&M reviews, and warranty reviews.
· Must function as a liaison between Owner and contractors, assist with resolving conflicts and identifying solutions
· Must perform tasks as quality inspector to maintain conformance with specifications.
