JOB DUTIES:
This is an environmental professional position that will serve as a point of contact for Binding Determinations (BDs) and program complaints and provide support to program initiatives within OAWP. You are expected to represent the core mission, directives, and goals expressed by FDACS, as well as any of the Commissioner's office initiatives. As an Environmental Consultant within the Programs and Practices section, you will be responsible for variety of assignments and will be expected to:
* Serve as a contact for Binding Determination (BD) inquiries and requests, and ensure all activities align with statutory authority. Coordinate and conduct site visits, review and evaluate submitted information, verify requester eligibility, and identify additional data needs. Synthesize findings, prepare recommendations for leadership and the Office of General Counsel, and transmit final draft documents for review. Maintain accurate case files and deliver final determinations to applicable parties involved. Maintain and update standard operating procedures related to BD activities.
* Assist the environmental administrator with technical, scientific and professional interpretation of information on groundwater modeling, surface-water modeling, or crop modeling that quantify the nutrient use efficiency and water conservation benefits achieved through the implementation of FDACS BMPs and cost-shared technologies.
* Provide technical support for producers and Agricultural Water Field Services staff regarding BMP and cost share implementation. Support may include on-site assistance, evaluation of cost share nutrient use efficiency and water conservation benefits and sharing relevant research findings. Collaborate with Extension staff to identify innovative BMPs and cost share technologies producers are implementing. Contribute to educational programs, assess producers understanding of BMP requirements, and represent FDACS at meetings, workshops, and public events.
* Utilize Geographic Information Systems (GIS) such as ArcGIS Pro and MS-Office Excel to summarize and analyze environmental datasets (land use, permitting info, water quality monitoring, etc.). Develop dashboards and web-based tools to support BD investigations, complaint tracking, and to share program metrics.
* Contribute to the Office of Agricultural Water Policy (OAWP) Best Management Practices (BMP) research literature, review peer-reviewed publication and determine applicability to the (BMP) program; add relevant publications with annotations relating to findings to current or new BMPs.
* Serve as the primary point of contact for all complaints directed to the OAWP. Communicate effectively with agency partners, complainants, and program staff. Review and evaluate all complaint information, identify and request any additional details needed to verify BMP program enrollment or determine enrollment eligibility, assess OAWP's authority for each complaint. Synthesize and compile findings, communicate results or suggested next steps with staff and leadership, and follow up with program staff to confirm complaint closeout. Maintain and update the complaint-tracking dashboard.
* Participate in the solicitation for new BMP research, evaluate applications, collaborate with Principal Investigators on contract documents, conduct site visits, review and approve deliverable and reports, work with OAWP Contracts team to execute contract and address project issues. Assist with the preparation and development of research projects as needed.

Tactica Solutions LLC is seeking an experienced and qualified Environmental Compliance and National Environmental Policy Act (NEPA) Specialist for a Systems Engineering & Technical Assistance (SETA) contract supporting the U.S. Army Space and Missile Defense Command (USASMDC) Office of the Deputy Chief of Staff, G4 for environmental planning & compliance on Redstone Arsenal, Alabama. Duties and Responsibilities • Provide technical assistance and support to attain and maintain compliance with Department of Defense (DOD), Federal, State, and local environmental regulations pertaining to land, air, water, natural and historic resources.• Prepare, evaluate, and review NEPA documentation including Records of Environmental Considerations, Environmental Assessments, Biological Assessments, Environmental Impact Statements, and Documents of Environmental Protection.• Assist with the planning and execution of environmental efforts to ensure compliance with the Endangered Species Act (ESA), Resource Conservation Recovery and Act (RCRA), National Historic Preservation Act (NHPA), and the U.S. Army Kwajalein Atoll (USAKA) Environmental Standards.• Conduct detailed inspections at USASMDC facilities to review records and verify RCRA compliance with hazardous materials, waste management, air, water, and spill response requirements. • Provide technical reviews and comments for environmental studies and reports.• Establish, collaborate, and maintain professional relationships with team members, customers, subcontractors, and partners.• Other duties, as assigned.
Responsibilities
Knowledge, Skills, and Abilities • Bachelor's Degree in Environmental Science or related scientific discipline.• Minimum of five (5) years of relevant experience supporting environmental compliance and/or NEPA DOD programs.• Familiarity with NEPA Findings of No Significant Impact (FONSI), Findings of No Practicable Alternatives (FONPA), Records of Decision (ROD), and ESA Section 7 consultations.• Proficient working in a flexible environment and demonstrated ability to effectively organize, prioritize, delegate, and multi-task.• Possess excellent time management, good judgment, conflict resolution, and exceptional written, oral, and interpersonal communication skills.• Must be highly proficient using MS Office software applications (Word, Excel, PowerPoint, SharePoint, Project, Teams, Outlook).• Ability and willingness to occasionally travel in support of customer requirements. Your Specific Responsibilities:
This is a highly responsible and independent position functioning in a multi-county geographical area under the general supervision of the Biological Administrator. Works cooperatively as the food and waterborne outbreak epidemiologist in a multi-county area of the state. Leads and provides technical assistance in the investigation of suspected food and waterborne disease outbreaks in response to a county health department's request, including data collection, sample collection, evaluation, analysis and interpretation of results, and preparation of preliminary and final reports of investigative findings. Reviews existing and devises new active and passive food and waterborne disease surveillance systems and recommends actions to enhance reporting. Develops protocols in cooperation With county health departments and the Bureau of Epidemiology.
Develops, maintains and provides analyses of a computer-based data system in order to track incidence, prevalence, risk factors and trends of food and waterborne diseases. Provides timely statistical reports of cases. surveillance, investigations and other related data.
Serves as the trainer for the multi-county geographical coverage area for food and waterborne disease epidemiology to include investigative methods, protocols, interview techniques, data source and statistical analyses, as well as proper collection and submission of specimens for laboratory analysis. Provides selective training and consultation to county health department staff, various other staff within the Department of Health, the Department of Agriculture and Consumer Services; the Department of Business and Professional Regulation, and other appropriate state agencies and community-groups.
Serves as laboratory liaison for Food and Water disease outbreak investigations food, water and biological samples analyses to ensure timely communication of analysis results and identification or food and water borne pathogens to the regional environmental epidemiologists, partner agencies, appropriate medical care providers and county health departments.
Provides training and information to stakeholders on food and waterborne disease.
Serves as surge capacity for other regional environmental epidemiologists.
Serves as regional liaison to other state and federal agencies, professional organizations. and community groups which will involve the use of effective and verbal and written communication skills. Consults with industry, medical professionals, the general public, and the media (following established policy) on food or waterborne diseases.
Ensures that the requirements for interagency agreements pertaining to procedures and reporting requirements for foodborne outbreaks are being followed by county health departments for outbreak occurrences. Participates in corrective action plans to ensure follow-through on identified problems by the food facility or water utility with the agency having enforcement jurisdiction.
Performs other related duties as required which may require weekend or overtime work approved by the supervisor. Complies with Employee Handbook. Participate as required to share on-call duty assignments with other staff, in order lo provide continuous 24 hour telephone coverage for the Bureau of Epidemiology. Weekly assignments will occur approximately every 4 to 6 weeks depending upon the number of staff involved. The incumbent will be expected to be available to accept all incoming after hours (5pm lo 8am) weekday, weekend and holiday calls, assess the urgency of each call and provide an appropriate response. On occasion a call regarding selected "Hot Button" diseases (i.e. exposure to rabies. suspect botulism or bacterial meningitis case) or a community-wide emergency (i.e. food borne outbreak. hurricane, tornado, bioterrorism alert} will require extensive follow-up and coordination with. other agencies etc. that is beyond the scope of the on-call assignment.

Inspect facilities, monitor operations, collect samples, and/or perform field evaluations to determine compliance with regulatory requirements.
* Take water samples as required and necessary to determine levels of contaminants.
* Document significant deficiencies, issue notices to correct violations and/or obtain proper permits as defined in FAC and/or FS and conduct follow-up inspections as necessary to achieve compliance.
* Analyze, evaluate and interpret scientific and technical data, such as chemical and microbiological analyses and determine if maximum contaminant levels are exceeded, per FAC 62-550.
* Perform enforcement activities for drinking water systems that do not comply with Florida Administrative Code and Federal Regulations; including the preparation of warning notices, notices of violation, consent orders, case reports, and conducts informal meetings and follow up inspections.
* Use scientific instruments and equipment to gather and analyze technical data in the field.
* Provide information to complainants on complaints involving safe drinking water wells
* Audit water system files, prepare paperwork, and perform data entry of inspection activities. Must be skilled in the use of a personal computer and all Microsoft Office applications
* Preparing technical reports and correspondence to clients and the public. Must be skilled in written and verbal communication.
* Perform emergency planning and/or response activities.
* Preparing enforcement cases, with thorough site inspections and follow-ups including photographs, and documentation of phone calls, emails and any written correspondence.
* Maintain timely and current knowledge of all environmental health regulations (FS and FAC) that are under the jurisdiction of the Department.
* Track all approved action plans as related to an exceedances of maximum contaminant levels.

Qualifications:
Minimum:
* No less than 30 semester hours or 40 quarter hours of major course work in Environmental Health, Environmental Science, or a Physical or Biological Science, Public Health, Epidemiology or Water Technology Degree (Transcripts will be required.) or experience working with the Safe Drinking Water Program or are a Class C Certified Operator
* One year of outdoor field work or volunteer experience in remote areas, and in all weather conditions
* One year of experience working with the public/customer service
* One year of environmental/public health/regulatory experience, volunteer work will be considered.
* Highly Proficient with Microsoft Office Suite, especially Word, using forms and mail merge and Excel
* Experience with training others and implementing programs
* Valid Driver's License, or ability to obtain in 60 days.
* Reliable personalized motorized transportation.
Preferred:
* Bachelors' Degree in Environmental Health, Public Health, Environmental Science, or a Physical or Biological Science
* Working knowledge of various environmental health tools (test kits, water sampling equipment).
* Technical knowledge of drinking water contaminants, health effects, public notices and treatment options.
* Technical knowledge of well construction.
* Knowledge of the Environmental Litigation and Reform Act (ELRA) and the FDEP Enforcement Manual and process
* Experience with drinking water regulations and rules
