The Philadelphia Housing Authority, America's fourth largest public housing authority and leader in real estate development and property management is seeking an Environmental Engineer.
Under General Supervision, is responsible for the overall environmental compliance for the Philadelphia Housing Authority by Appling for and obtaining HUD environmental reviews, in regards but not limited to CFR 24 part 50 and 58. Targeting, abating and monitoring health, safety and building deficiencies that may contribute to environmental hazards that include, but are not limited to; mold, lead, asbestos, biohazards and extermination. Leads the inspection and abatement of residential environmental issues, and special environmental projects such as, remediation and mitigation of ecological contamination, and environmental restoration.
Annual Salary: $65,700.00 - $83,800.00. Placement at any specific point within the stated range is not guaranteed for any candidate. Final compensation will be determined based on the selected candidate's qualifications, experience, and skills, as well as internal equity and organizational considerations.

Ensures compliance with HUD CFR part 50 and 58 and all associated regulations for all existing and future projects.
Inspects PHA units with environmental concerns; analyzes problems and prepares condition reports.
Designs and coordinates the implementation of remediation solutions; monitors and manages completion of environmental and extermination service orders.
Leads the inspection and abatement of residential environmental issues, including asbestos, lead paint, mold, hazardous materials, hazardous materials, pests, and biological contamination.
Leads environmental abatement projects such as remediation and mitigation of ecological contamination, and environmental restoration, including problems with asbestos and mold; designs solutions and manages PHA staff and contractors to resolve problems.
Leads in the removal of bio hazardous waste such as; blood matter, human and animal remains, sanitary waste, etc., from PHA properties.
Performs preventive maintenance inspections to identify deficiencies and comply with HUD Real Estate Assessment Center (REAC) reporting requirements.
Prepares capital needs evaluations to identify housing site deficiencies and develops funding plan estimates required to resolve issues.
Inspects new construction and major renovation projects for PHA buildings.
Prepares permit applications for regional regulatory agencies.
Ensures that established environmental code standards are met and/or exceeded.
Serves as a consultant and advisor to PHA employees, residents and contractors rehabbing properties.
Fills out applications and get approvals for HUD and other regulatory clearances
Fills out applications and get approvals for State Historic Preservation Office, Federal Historic preservation and Philadelphia Historic regulatory clearances
Develops policies, technical reports, environmental surveys and assessments and training modules to educate and notify PHA staff and tenants.
Reviews terms and conditions of contracts, and reviews and processes invoices and payments.
Reviews technical documents, and approves payment of requisitions and purchase orders.
Reviews contracts, records, and database; and assures the accuracy of the information; compiles information and prepares reports.
Assigns and reviews work of assigned staff; meets regularly with staff and contractors to discuss and resolve technical issues, priorities, problems, and workload.
Stays abreast of trends and innovations in environmental contamination issues and policies.
Maintains absolute confidentiality of work-related issues and PHA information; performs related duties and responsibilities as assigned.

Bachelor's Degree in Environmental or Civil Engineering, or a related field; AND

In this role, the Indoor Environmental Quality Consultant will provide superior technical field and reporting services adhering to Chubb Global Risk Advisors' standard operating protocols and client specific scope of service. Primary Responsibilities
Working under direct or indirect supervision or within a team environment, the Indoor Environmental Quality Consultant is responsible for the following core responsibilities:
When on-site, act as direct representative of Chubb Global Risk Advisors in relationship to the client; and when within scope of services, monitor and oversee clients' contractors.
Evaluate contractor performance and advise the client.
Under direct supervision of Project Managers, interface with and respond to regulatory and enforcement agencies at the project site. Provide requested information depending upon issue involved when appropriate.
Maintain chain of custody of sampling activity, analytical data and project recordkeeping (log book) in accordance with regulatory requirements and Chubb Global Risk Advisors' recordkeeping responsibilities.
Maintain proficiency and understanding in the use of scientific instruments and sampling protocols to ensure valid sample collection and reliable data analysis in compliance with regulations.
Maintain high ethical standards in the performance of services, and understand the ethical standards of client and report actual or perceived unethical conduct or behavior.
Under direct oversight of a Project Manager, understand project details, schedule and scope of work, and provide supporting information to Project Managers when change orders may be required.
Maintain required certifications mandated by the regulations and take an active role in maintaining respiratory fitness through Chubb Global Risk Advisors medical surveillance program.
Duties
Specific duties or tasks of the Indoor Environmental Quality Consultant include the following:
Assist in the development of and implementation of project work plans for tasks which involve area of experience or expertise.
Perform sampling programs involving collection of soil, water, asbestos, paint chip, air emissions, indoor air or waste samples.
Operate standard environmental monitoring instruments.
Record field data, observations and analytical results.
Manage subcontractors on-site work activities; oversees client's retained contractor during environmental remediation activities.
Make decisions regarding minor changes to the work plan where required to accomplish the task.
Report preparation tasks:
Prepare project logs and descriptions of field activities.
Prepare compliance monitoring report.
Prepare sample data inventory tables in Chubb Global Risk Advisors' approved report format.
Routine scientific or technical calculations.
Field assistance in the following areas:
Collection and analysis of personal and area air samples in conjunction with asbestos abatement.
Sampling of soil, water, wastes, asbestos and other materials.
Air emissions and indoor air quality sampling.
Driving and extracting soil gas probes.
Operation of monitoring instruments.
Water level measurements.
Completion of inspection and analytical data forms.
Records and historical documentation review.
Inspection of regulated work areas, equipment, work methods, and compliance with project specifications or industry accepted best practices.
Oversee waste container removal and completion of landfill documentation forms.
Completion of project log books.
Assist with the conduct of regulated and hazardous material surveys, including:
Identification of suspect materials and collection of bulk samples when included in the project scope.
Measurements of quantities and dimensions.
Completion of site inspection and dimensions.
Handling and proper recording of material samples.
Interpretation of analytical results.
Preparation of draft report product for Project Manager Quality Review.
Other project duties as assigned by Project Manager or Manager.
Requirements Qualifications
Bachelor's degree in an environmental science, health, engineering, or other scientific discipline.
3+ years of work experience in a technical or scientific capacity, or equivalent experience in the environmental consulting field.
Appropriate technical certificates recognizing specific training or expertise in a discipline related to Chubb Global Risk Advisors' core services (asbestos and lead certifications for inspection and project monitoring). Current State of Maryland Asbestos Inspector highly preferred.

Job Description
The Environmental Review Analyst will support Philadelphia's long-term disaster recovery efforts associated with Hurricane Ida and help advance the City's resiliency and mitigation strategies. In 2022, the U.S. Department of Housing and Urban Development (HUD) allocated over $163 million in Community Development Block Grant - Disaster Recovery (CDBG-DR) funding to help the City recover from Hurricane Ida. HUD's CDBG-DR grant program is designed to help communities address unmet needs resulting from Presidentially declared disasters while advancing equity and promoting long-term resiliency.
This position, which will report to the CDBG-DR Project Director, will specifically support performing environmental reviews for CDBG-DR funded programs, activities and ensuring compliance with the HUD's environmental regulations including but not limited to 24 CFR 58. The Environmental Review Analyst will coordinate with partner departments in performing Environmental Reviews and advancing CDBG-DR activities.
This position will also work with other public agencies and local stakeholders to design and implement policies and programs to help residents recover from the impacts of Hurricane Ida while promoting increased resilience to future disasters. The Environmental Review Analyst will collaborate with other members of the City's Budget Office, the Department of Planning and Development (DPD) including the Division of Housing and Community Development (DHCD), the Office of Sustainability (OOS), the Office of Emergency Management (OEM), and additional partner departments and agencies to develop and implement the City's CDBG-DR grant program.
This is an opportunity to help solve complex problems, gain direct experience in long-term recovery planning and mitigation, obtain valuable exposure to government operations, and meaningfully contribute to Philadelphia's resiliency and environmental justice goals. * Support in the oversight and monitoring of CDBG-DR program activities.
* Track CDBG-DR activities and report the data in the Disaster Recovery Grant Reporting (DRGR) system.
* Provide technical assistance to, and oversight of, CDBG-DR subrecipients and other relevant partners.

Job Description
The Environmental Review Analyst will support Philadelphia's long-term disaster recovery efforts associated with Hurricane Ida and help advance the City's resiliency and mitigation strategies. In 2022, the U.S. Department of Housing and Urban Development (HUD) allocated over $163 million in Community Development Block Grant - Disaster Recovery (CDBG-DR) funding to help the City recover from Hurricane Ida. HUD's CDBG-DR grant program is designed to help communities address unmet needs resulting from Presidentially declared disasters while advancing equity and promoting long-term resiliency.
This position, which will report to the CDBG-DR Project Director, will specifically support performing environmental reviews for CDBG-DR funded programs, activities and ensuring compliance with the HUD's environmental regulations including but not limited to 24 CFR 58. The Environmental Review Analyst will coordinate with partner departments in performing Environmental Reviews and advancing CDBG-DR activities.
This position will also work with other public agencies and local stakeholders to design and implement policies and programs to help residents recover from the impacts of Hurricane Ida while promoting increased resilience to future disasters. The Environmental Review Analyst will collaborate with other members of the City's Budget Office, the Department of Planning and Development (DPD) including the Division of Housing and Community Development (DHCD), the Office of Sustainability (OOS), the Office of Emergency Management (OEM), and additional partner departments and agencies to develop and implement the City's CDBG-DR grant program.
This is an opportunity to help solve complex problems, gain direct experience in long-term recovery planning and mitigation, obtain valuable exposure to government operations, and meaningfully contribute to Philadelphia's resiliency and environmental justice goals. This is a full-time, grant-funded position that is funded for up to five years. Working hours are generally 40 hours per week.
Essential Functions
* Work as part of a growing team to provide expert services to support housing, economic revitalization, and infrastructure programs that are part of Philadelphia's long-term disaster recovery effort and CDBG-DR program.

* Pay a key role in shaping program strategies by developing, improving, and strengthening program procedures and processes for effective implementation.
* Work with staff to set up and effectively utilize systems and be able to interpret and apply regulations within the context of these systems.
* Support in the oversight and monitoring of CDBG-DR program activities.
* Track CDBG-DR activities and report the data in the Disaster Recovery Grant Reporting (DRGR) system.
* Provide technical assistance to, and oversight of, CDBG-DR subrecipients and other relevant partners.
* Maintain adequate records of assisted activities sufficient for HUD to determine compliance in accordance with CDBG-DR recordkeeping requirements.

Position 1:

Provide technical and compliance assistance to the general public, governmental agencies, businesses, and industry, with emphasis on P2, sustainability, clean and renewable energy. Assist in the maintenance of the electronic reporting system for the P2 program. Requirements
Have minimum 5 years ENV experience and be considered as Environmental Professionals (EP) per ASTM 1527-21
Performed over 300 Phase I EAs
Regulatory compliance
Current OSHA 40-hour HAZWOPER training certification, asbestos inspector, and/or lead-based paint certification also a plus; and
A degree in environmental science, engineering or geology-related science as well as industry experience is recommended.
Must have advanced technical writing skills;

Scope of Eligibility Open to permanent employees in a competitive title in the Division of Waste & UST Compliance and Enforcement and meet the requirements below.
Description
Under the limited supervision of a supervisory official in a state department, institution, agency, or local government agency, performs complex technical or scientific work including field and office studies, surveys, inspections, or investigations associated with enforcement of environmental laws and/or regulations, and environmental review and control work, or organizes and carries out programs/projects designed to study and evaluate environmental impact of specific projects on the environment; organizes and develops tests and reports to assess environmental impacts on physical, natural, and/or human environments; investigates environmental complaints concerning projects; may be required to function as a lead worker providing guidance to lower-level Environmental Specialists; does other related duties as required.
Specific to the Position
Maintain a full case load providing inspections and generating enforcement documents/penalty assessments for violations of the Solid Waste Management Act observed when inspecting landfills, incinerators, transfer stations and recycling facilities. Interpret laboratory analytical results for compliance with solid waste facility permits and recycling facility approvals. Continually seek settlement of penalty assessments to avoid trial, however, provide trial testimony as necessary. Skillfully operate field equipment to gauge atmospheric and soil gas readings, magnetometry readings, and GPS readings while documenting compliance with solid waste and recycling facility permit/approval conditions. Appropriately select, don and maintain health and safety equipment.
Requirements
EDUCATION:
Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, or Biological Sciences; or in Environmental Planning, Environmental Policy, or Physical Geography; or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.
NOTE: A valid Professional Engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.
EXPERIENCE:
Two (2) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements.
NOTE: A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience.

License
