Position Summary
Serves as the team lead of an environmental program area and/or field staff of environmental specialists or other employees engaged in the management/awareness/outreach related to environmental activities. Works to ensure compliance with all laws, regulations, and standards regarding any of the following program areas: air quality, solid waste facilities and programs, and storm water services.
More About the Role:
This leadership position within Mecklenburg County's Water Quality (WQ) Program (under the Stream Team) performs a variety of activities which includes stream morphology assessments/surveys, inspections, and restoring surface water quality conditions in Mecklenburg County. This position will also serve as the lead role of the Stream Walk Program that supports the City of Charlotte's Phase I and Mecklenburg County's Phase II stormwater permit(s). Position also provides leadership support in the Stream Restoration Ranking System (SRRS) program and compensatory mitigation credit monitoring/reporting for selected stream/wetland projects. The candidate must be proficient with various surveying equipment; GPS units; water quality monitoring instruments such as YSI multiprobes, ISCO automated samplers; mobile data collection systems; and cellular phones. Basic engineering design plan review experience for stream restoration projects is preferred
What Will I be Doing:
This position requires strong team and leadership skills to be proficient in performing field activities of surveying, collecting, and analyzing datasets to assess/determine conditions of unrestored/restored streams. Candidate will also use GIS to analyze and assess datasets collected for the Stream Walk Program. This position will draft reports and present data results, trends, etc to WQ and City of Charlotte staff periodically.
The position will also respond to resident's request for service related to water pollution, investigate potential sources, enforce regulations, and ensure compliance with applicable local ordinances. The position will serve on an Emergency Response Team with other field staff approximately 2 to 3 weeks per year to respond to water pollution emergencies after normal business hours to enforce local ordinances and ensure compliance.
Who Will I be Working With:
This position is part of WQ's Streams Team and leads/works with WQ biologists and ecologists. The position works with project managers in Engineering/Mitigation and Storm Water Operations for maintenance/monitoring initiatives necessary for long-term stewardship of completed stream restoration projects.
Essential Functions
Monitor and conduct investigations for possible violations and resolves issues and/or questions
Report violations to the appropriate authority documents findings, and testifies in court if necessary; and suspends or revokes permits if necessary
Provide community outreach and education; interact with residents, business groups, and community groups and responds to them regarding issues or questions, problems or improvements
Communicate with various agencies regarding compliance matters and reporting requirements
Oversee campaigns to promote environmental programs with communities or private companies
Prepare grant applications to fund environmental programs or program enhancements
Identify or investigate new opportunities for materials to be collected and recycled
Provide training internally and externally on topics such as safety, environmental practices, or operations
Review customer requests for service to determine service needs and deploy appropriate resources to provide service
Coordinate information and education resources for environmental programs with other departments, municipalities, outside agencies, groups, and businesses
Compile reports on environmental programs and provide feedback and suggestions on how existing programs can be improved
Design and implements process improvement projects and programs
Keep up-to-date on current environmental best practices and legislation
Serve as team lead that monitors the daily activity of environmental staff and programs
Prepare grant applications to fund environmental programs as directed
Use technical expertise to troubleshoot and monitor instruments, technology, or network configuration
Assist with and develop technical specifications necessary for contracts and provide monitoring of contracts with environmental components

Description of Work
The position is in the Environmental Review Branch of the State Historic Preservation Office. Thorough knowledge and understanding of and ability to successfully apply Section 106 of the National Historic Preservation Act as well as all other applicable federal and state laws and regulations related to historic preservation. Must be able to apply National Register criteria and make Determinations of Eligibility per federal guidelines. Must be able to read plans/planning documents and assess effects to historic properties in the short and long-term, draft and monitor interagency agreements and meet multiple project deadlines. Excellent interpersonal, negotiating, oral and written communications skills are essential. Ability to use MS Office programs is required, as is familiarity with digital photography, GIS databases, and mapping. Knowledge of GIS is required. Research skills, knowledge of American architectural history required; knowledge of North Carolina architecture and history desired. Demonstrated ability to work well with others in collaborative/inter-agency settings, within strict deadlines is required.
Key responsibilities include, but are not limited to:
- Review, draft comments, and properly maintain records for non-transportation projects that require compliance with Section 106 of the National Historic Preservation Act (NHPA) or NC General Statue 121-12(a) within required deadlines.
- Respond to questions from the public as well as state and local government personnel about the laws, regulations, and review processes associated with historic properties.
- Participate in internal and external educational/training concerning the Environmental Review process of the State Historic Preservation Office (SHPO) as a trainer or student to increase knowledge about federal and state historic preservation laws and regulations.
- Consult with/provide guidance for project applicants/sponsors through the Environmental Review process, including the development of Effect Findings, Memorandums of Agreement, and/or Programmatic Agreements pursuant to Section 106 of the NHPA.
- Coordinate with other staff members of the SHPO and Office of State Archaeology to increase/maintain working knowledge about North Carolina's historic properties, their protection, and enhancement including listing in the National Register of Historic Places (NRHP) and Historic Preservation Tax Credits.
- Ensure the recording and safekeeping of project files using Laserfiche or the current archival program for Environmental Review projects.
- Add new and updated property records to Environmental Review database and GIS database for properties that are determined eligible or no longer eligible for listing in the NRHP.
- Maintain project tracking database to ensure a complete record of project reviews, comments, and personal interactions with project applicants and agencies.

Section/Unit Description
The Environmental Review Branch within the State Historic Preservation Office (HPO) coordinates the review of and consultation for undertakings, which may affect historic properties within North Carolina. The review and consultation are carried out in accordance with various federal and state laws, especially Section 106 of the National Historic Preservation Act, North Carolina General Statute 121-12(a), and NC Executive Order XVI. The purpose of the review process is to provide early consideration of historic properties that may be adversely affected by development projects and are listed in or eligible for listing in the National Register of Historic Places or are designated as locally significant historic properties, including archaeological sites, buildings, structures, objects, districts and landscapes. Information gathered about historic properties through the review process is incorporated into the statewide architectural and archaeological surveys, Geographic Information System (GIS), associated databases, section libraries and on the Web for use by staff, other governmental agencies, and the public. Approximately 3,000 projects are handled annually minus a declared disaster that can add another 2,000+.
Division Description
As the official state agency for historic preservation in North Carolina, the Historic Preservation Office (HPO) identifies, protects, and enhances North Carolina's historic properties and districts through a coordinated statewide program of incentives, information and technical assistance for public agencies, private organizations, and the state's citizens. Section programs include: processing nominations to the National Register of Historic Places; comprehensive architectural surveys for counties and municipalities; technical assistance for the care and treatment of historic buildings; technical assistance and training for approximately 105 local historic preservation commissions statewide; management of a federal pass-through grant program for the federal Certified Local Government (CLG) program; and environmental review of development projects that may affect historic properties and archaeological resources. It functions as the state clearinghouse for federal and state protection and incentive programs for properties that qualify for the National Register of Historic Places. The position is stationed in the main office in Raleigh. The Recreation Attendant-Naturalist will perform tasks generally related to Summer Nature Camp. Responsibilities:
Develop an understanding of OSHA regulations as well as Triumvirate's Health and Safety practices
Preparation of chemical and biological waste for shipment and disposal, including creation of all federal/state waste documents and managing the paperwork for the material.
Safe handling of hazardous waste containers on client sites, as well as loading/unloading of waste from vehicles
Conduct safety equipment and hazardous waste inspections.
Occasionally perform and document Environmental Health and Safety (EHS) audits for clients.
Deliver Exceptional Customer Service: Champion our commitment to the WOW! by providing outstanding support and innovative solutions to our clients
Develop a high-level of state and federal regulatory expertise ensuring our client's compliance needs are met (e.g RCRA, DOT, and OSHA)
Conduct spill response measures, including the assessment of the spills and cleanup efforts
Rotating on-call responsibilities as part of our Emergency Response team
Basic Requirements:
Bachelor's degree or equivalent experience in the hazardous-waste industry, or relevant military experience
Ability to work as a member of a team as well as individually
Must demonstrate strong verbal and written communication abilities to effectively interact with clients, colleagues, and stakeholders, ensuring clear and professional exchanges of information
Demonstrated ability to analyze complex issues, develop solutions, and implement strategies to achieve positive outcomes
Skilled in building strong, positive relationships with clients and colleagues
Ability to work overtime on a regular basis
Must be willing to work flexible hours within the work week (Monday through Friday)
Ability to complete a 2 to 3 year professional advancement program in hazardous waste management
The Environmental Specialist frequently handles hazardous chemicals and biological waste and is responsible for putting on and taking off personal protective equipment. This role is considered safety-sensitive
Must be able to report to the Raleigh office within 1 hour during Emergency Response rotating shifts
Valid US driver's license
Must have a reliable form of transportation
Must be willing to consent to Motor Vehicle Record screening, criminal background check, pre-employment physical, and drug screen (inclusive of THC)
Upon employment, you will be required to participate in a random drug screening program (inclusive of THC) as part of our company's commitment to maintaining a safe and healthy work environment

The Recreation Attendant-Naturalist will perform tasks generally related to Summer Nature Camp. They will assist Naturalists at the Environmental Center with nature activities and classes, assist with supervision of campers, help design and implement outdoor-based nature study, and perform various day to day assigned tasks to support and operate PEC's Summer Nature Camp.

Job Description
We're looking for experienced, professional CDL B drivers that will share our commitment to our people, partners and planet. Traveling to locations on your assigned route, you will be responsible for packing, transporting and properly disposing of waste material in accordance with our environmentally responsible policies and procedures. This position will require 4 overnights/week (with paid hotel expenses and a nightly per diem).
Primary Responsibilities (Essential Functions):
* The CDL B driver works on-site at various retail stores and perform two functions, applying all applicable federal and state laws and DOT, EPA and DEA regulations: 1) Characterize segregate, package and document various types of retail hazardous waste and 2) Characterize, segregate, package, and document various types of pharmaceutical waste. This position is also responsible for the preparation of all appropriate and required documentation to meet State, EPA, DOT and EPA regulations.
* Travel between customer retail facilities, through assigned territory.
* Provide services related to managing retail hazardous waste and pharmaceutical waste as well as characterizing hazardous, regulated, and non-hazardous waste.
* Properly process lab packs and prepare manifests and LDR's for hazardous waste shipment (according to State, EPA & DOT regulations).
* Maintain / manage own expenses and travel schedule to ensure customers are serviced on a regular and timely basis. Manage route to maintain compliance with 10 day transfer schedules.
* Provide training and support for customers on processes, findings and regulatory compliance.
* Provides written and verbal reports to customer and supervisor.
Qualifications
Minimum Qualifications
* At least 21 years of age
* High School diploma or GED
* Understand, read, and write English
* Able to repeatedly lift and carry up to 75 lbs.
* Able to stand, bend, and walk for extended periods of time
* Basic knowledge of Windows-based software (Word, Excel, etc)
* Willing and able to wear company-provided personal protective equipment such as eye protection, foot protection, Tyvek coveralls, and respirator (as needed)
* Valid Class B Commercial Driver's License (CDL)
* Able to pass a DOT physical, drug test, and DEA background check
Preferred Qualifications
* Valid TWIC Card
* Hazmat endorsement (candidates will be expected to obtain a Hazmat endorsement as a condition of employment after hire)
