APTIM seeks a highly motivated Project Manager with prior consulting experience to participate in the development and management of environmental compliance projects, primarily focused on hazardous waste management. This role will primarily focus on support of retail, logistics, and hospitality market clients. The successful candidate will manage environmental compliance projects from proposal through execution to invoicing. The candidate will have experience delegating work, training and mentoring junior staff, and working directly with clients.
Key Responsibilities/Accountabilities:
Responsible for supporting the development of proposal scopes of work and cost estimates using internal cost estimating tools.
Responsible for managing projects to ensure the successful completion of projects within established schedules and budgets.
Planning and organizing projects
Communicating to client and project teams
Ensuring quality work performance, adherence to safety and compliance to schedule and budget
Manage day-to-day costs against budgets
Managing project resources
Prepare and approve project invoices
Ability to manage multiple projects concurrently.
Serve as a team lead, providing guidance and oversight to junior staff on all active projects.

Use strong hazardous waste technical acumen to support hazardous waste determinations, profiling, regulatory reporting, and a wide range of standard and nonstandard applications.
Basic Qualifications:
Bachelor's degree in a core science (such as geology, chemistry, physics), engineering, environmental science, or related area required.
10 years related experience
Minimum of 4 years related work experience in hazardous waste management
Minimum of 5 years of project management experience
Prior experience or training regarding environmental compliance and related federal and state environmental regulations desirable.
Strong written and oral communication skills.
Strong computer skills required. Must have a demonstrated strength and proficiency in Microsoft applications such as MS Excel, MS Word, SharePoint Online, etc. and the ability to learn other software applications.
Willing to work in the field and travel to complete work.

As of the date of this posting, a good faith estimate of the current pay range for this position is $115,000 to $125,000 per year. Compensation depends on several factors including: experience, education, key skills, geographic location of the position, client requirements, external market competitiveness, and internal equity among other employees within APTIM.

Job Duties
Responsibilities will include an emphasis on preparation of NEPA documents, including Programmatic Categorical Exclusions (PCEs), Categorical Exclusions (CEs), and Environmental Assessments (EAs) and other related planning documents including VirginiaEnvironmental Impact Reports (EIRs). Experience preparing NEPA documents for VDOT's Locally Administered Projects (LAP) program and/or the U.S. Department of Housing and Urban Development (HUD) is preferred.
Working knowledge of: Clean Water Act, Endangered Species Act Section 7, National Historic Preservation Act Section 106, Coastal Zone Management Act, Chesapeake Bay Preservation Act, and other laws and regulations relevant to the NEPA and impact assessment process.
Experience with wetland delineations, hazardous materials investigations (Phase I or II Environmental Site Assessments) and/or air and noise evaluation is a plus.

This is a restricted position, which is solely funded by the DWSRF 2% set-aside for a year period ending June 30, 2026. The Environmental Specialist Sr for Public Water Works position provides technical assistance to primarily groundwater waterworks. Core responsibilities include conducting inspections and sanitary surveys of groundwater source waterworks, interpreting applicable federal and state regulations for waterworks owners and operators, offering guidance to help ensure compliance with health and safety standards, assisting waterworks in returning to compliance when violations occur, training operators on the operation and maintenance of waterworks, and providing the public with information on drinking water quality.

2. Knowledge of technology associated with provision of drinking water.

Minimum Requirements:
* 2 year or 4 year degree in forestry, horticulture, environmental science or closely related field OR in lieu of a degree, 2 years of experience in Utility Vegetation Management or other related field (Ex. general Right-of-Way management, Integrated Vegetation Management, nursery work or timber cutting, etc.)
* Previous experience in Utility Vegetation Management preferred
* Competent computer skills including Microsoft Office Suite
* Experience working with GIS integrated data collection software/hardware preferred but not required

The Virginia Department of Health (VDH), Office of Drinking Water (ODW), is seeking an Assistant District Engineer (Environmental Engineer) to join the Southeast Virginia Field Office team! This position is located in Norfolk and will assist in ensuring safe drinking water for citizens in the entire Southeast Virginia Field Office service area.
The service area is a mix of rural, suburban, and urban areas. Localities served include the counties of Accomack, Dinwiddie, Gloucester, Greensville, Isle of Wight, James City, Mathews, Northampton, Prince George, Southampton, Surry, Sussex, and York, and the cities of Chesapeake, Colonial Heights, Emporia, Franklin, Hampton, Hopewell, Newport News, Norfolk, Petersburg, Portsmouth, Suffolk, Virginia Beach, and Williamsburg. There are a variety of sizes and types of waterworks in the service area, including small groundwater systems and large, complex municipal systems with advanced treatment technologies.
Under Section 32.1-167-176 of the Code of Virginia and the Federal Safe Drinking Water Act, the Virginia Department of Health (VDH) is required to provide safe drinking water regulations. The position will perform sanitary surveys of waterworks, review operating reports, investigate citizen complaints, assist in evaluating engineer design reports, evaluate results of compliance or other sampling, and prepare notices of alleged violation as needed.
Critical duties include:
(1) Conducting inspections and sanitary surveys (comprehensive assessments) of waterworks.
(2) Interpreting federal and state regulations applicable to waterworks owners and operators.
(3) Providing guidance to owners and operators to ensure they achieve compliance with health and safety standards.
(4) Providing assistance to help waterworks return to compliance in cases where they violate the drinking water standards.
(5) Performing evaluations of engineering documents associated with the design and construction of new or expanded waterworks to ensure construction will meet appropriate public health standards.
(6) Training operators in the operation and maintenance of waterworks; and
(7) Providing information about drinking water quality to the general public.
Minimum Qualifications
• Knowledge in biology, microbiology, chemistry, engineering principles and practices sanitary engineering pertaining to drinking water; advanced math, physics, water chemistry, fluid mechanics, hydraulics, hydrology, geology, design of drinking water facilities, and epidemiology
• Engineering knowledge in the water aspects of civil, sanitary, environmental, or chemical engineering.
• Effectively communicate (written/verbal) in English, including addressing the public.
• Demonstrated ability to write and orally present personal communications and technical reports
• Effectively read and interpret law, regulations, policies, and technical documents.
