Description: MassDEP seeks applicants for the position of Environmental Engineer III (EE III) within the Bureau of Water Resources (BWR) Drinking Water Program. The BWR Drinking Water program is charged with regional implementation of the Massachusetts Drinking Water Regulations and the Federal Safe Drinking Water Act to ensure the protection of public health. This position will be based in MassDEP's Southeast Regional Office (SERO) in Lakeville, MA. Lakeville is nestled in the geographic heart of the region, just 45 minutes from Boston, Providence, and the beaches of the South Shore, South Coast and Cape Cod. Responsibilities for this position include assessing compliance with the Drinking Water regulations by conducting sanitary survey inspections and documenting findings; reviewing engineering permit applications; reviewing water quality data reports; determining compliance with regulatory policies and standards; and other compliance and enforcement activities. This position is particularly focused on reviewing drinking water permit applications, drafting approval letters, conducting site inspections, and performing enforcement-related activities. This position additionally reviews assessments and corrective action plans, prepares and issues sampling plans, conducts associated follow-up activities, and provides technical assistance to the public and the regulated community. Specific duties and responsibilities: Perform on-site sanitary survey inspections of public water systems and prepare timely inspection reports and enforcement documents. Determine compliance with the Drinking Water Regulations, compiling documentation for enforcement and compliance activities and updating tracking databases. Perform reviews of permit applications associated with drinking water facilities, including drinking water sources, treatment facilities, distribution systems, etc. Perform final inspections of facilities and draft approval-to-activate letters. Review and evaluate analytical data submitted by Public Water Suppliers (PWS) to insure they meet QA/QC standards. Prepare and issue standard enforcement documents in response to violations of the drinking water regulations and non-conformance with drinking water guidelines. Assist in reviews and interpretation of water quality data and provide technical assistance regarding water quality issues and complaints. Provide technical assistance to public water suppliers and operators on follow-up corrective action plans and enforcement actions. Implement water quality monitoring programs; tracking, logging contaminants, determining compliance. Prepare, maintain and update drinking water sampling schedules and plans. Perform technical reviews of water quality monitoring reports. Coordinate intra-agency water quality monitoring waiver determination reviews. Provide technical assistance to the general public and regulated community on drinking water issues. Provide assistance to laboratories and public water suppliers on quality assurance and quality control review of monitoring data. Update and manage the WQTS database for public water supply inventory, inspections, violations, and enforcement actions. Understand Drinking Water Operator licensing requirements and enforce the regulatory requirements. Attend meetings, conferences and trainings. Represent MassDEP Southeast Region on subcommittees. Assist with keeping up to date with regulations, equipment, procedures, industry trends and general literature on environmental science topics relevant to NBC's mission. Review data for accuracy and quality assurance/control. Analyze data to determine trends, non-compliance, and operational problems, and present data trends in graphical form. Review current literature, existing and proposed regulations, procedures, equipment and industry trends. Assist in the development and implementation of new SOPs to reflect these current regulations and/or trends and provide comments and reports on proposed regulations affecting the agency. Responsible for the review of TAC proposed, in-progress, and outstanding projects resulting in written reports, presentations, or other forms of publication (fact sheets, posters, articles, etc.) to signify the conclusion or completion of said projects. The EE III will write groundwater discharge permits and review and make recommendations to his/her supervisor on groundwater discharge permit applications. The EE III will provide technical assistance to Boards of Health on interpretation and application of 310 CMR 15.000. The EE III will be required to conduct routine, and non-routine compliance inspections as well as compose inspection reports of observations and conduct needed follow-up after inspections. Major duties of the positions include: Conduct pre-permitting meetings as needed and review plans and specifications for Groundwater Discharge Permits permitted under 314 CMR 5.00. Review reports, permit applications and other materials relative to Larger Title 5 Systems permitted and regulated under 310 CMR 15.000. Provide technical assistance to Boards of Health on septic system design and review plans, specifications and variances for Title 5 applications permitted under 310 CMR 15.000. Prepare detailed technical and administrative letters, permits, enforcement documents, project summaries, memoranda, and other correspondence relating to all aspects of wastewater management. Conduct enforcement activities as directed, including preparation of documentation and participation in enforcement conferences and technical meetings. Advise legal staff on technical matters related to case. Prepare documents and data to assist with enforcement conference or courtroom testimony. Assisting Towns with sanitary sewer overflow (SSO) and Combined Sewer Overflow (CSO) reporting and following up with remediation actions if necessary. Witness Soils testing as part of the hydrogeological Evaluation Report Application (WP83). Investigate complaints as directed. Work with communities on all aspects of wastewater management and related project development. Qualifications: · 0-5 years of experience · B.S. in Environmental Science/Engineering, Geology, Chemistry, Biology, Natural Resource Management, or a related course of study. · Familiarity and/or coursework in ArcGIS and AutoCAD. · OSHA 40-Hour HAZWOPER training is a plus but not required. · Flexibility to work on a multitude of diverse projects, a positive attitude, and commitment to workplace health and safety. · Excellent verbal and written communication skills. · Attention to detail and ability to observe, document, and communicate field conditions. · Be self-motivated; willingness to work independently or collaborate as a team to solve problems. · This position involves field work in all types of weather and terrain at various times of the day. Responsibilities: · Conduct sampling activities (including soil, air, groundwater, surface water, building materials). · Oversee subsurface drilling activities and sampling collection. · Provide remedial action oversight/direction to environmental service field crews. · Respond to emergency releases of petroleum products, mercury, PCB's, etc. · Oversee underground storage tank removals and prepare closure reports. · Perform industrial hygiene and air/dust monitoring associated with construction and utility work. · Use of field equipment for monitoring, field screening, and sampling purposes. · Data analysis and interpretation to determine the next course of action. · Draft site plans, sampling plans, and other figures. · Prepare technical and regulatory reports for submittal to clients and state/federal agencies. · Communicate with clients and subcontractors as needed. · Attend required health and safety training sessions and obtain necessary certifications. · Perform ASTM-compliant Phase I Environmental Site Assessments & Phase II Investigations. Salary will be commensurate with experience.
