This position, which will report to the CDBG-DR Project Director, will specifically support performing environmental reviews for CDBG-DR funded programs, activities and ensuring compliance with the HUD's environmental regulations including but not limited to 24 CFR 58. The Environmental Review Analyst will coordinate with partner departments in performing Environmental Reviews and advancing CDBG-DR activities. This position will also work with other public agencies and local stakeholders to design and implement policies and programs to help residents recover from the impacts of Hurricane Ida while promoting increased resilience to future disasters. Specific to the Position Maintain a full case load providing inspections and generating enforcement documents/penalty assessments for violations of the Solid Waste Management Act observed when inspecting landfills, incinerators, transfer stations and recycling facilities. Interpret laboratory analytical results for compliance with solid waste facility permits and recycling facility approvals. Continually seek settlement of penalty assessments to avoid trial, however, provide trial testimony as necessary. Skillfully operate field equipment to gauge atmospheric and soil gas readings, magnetometry readings, and GPS readings while documenting compliance with solid waste and recycling facility permit/approval conditions. Appropriately select, don and maintain health and safety equipment. Requirements EDUCATION: Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, or Biological Sciences; or in Environmental Planning, Environmental Policy, or Physical Geography; or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.
