Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
1. GS-7: You must have completed or will complete a 4-year course of study leading to a bachelor's from an accredited institution AND must have documented Superior Academic Achievement (SAA) at the undergraduate level in the following:
a) Grade Point Average 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum.
2. GS-9: You must have completed 2 years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree:
a) Grade Point Average - 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum. If more than 10 percent of total undergraduate credit hours are non-graded, i.e. pass/fail, CLEP, CCAF, DANTES, military credit, etc. you cannot qualify based on GPA.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of environmental physical science principles, practices, techniques, and procedures to carry out tasks and provide support using established procedures and methods in assigned.
2. Knowledge to perform a variety of technical tasks in support of projects assigned to higher level scientists or engineers using established technology to investigate unsanitary or questionable conditions in assigned.
3. Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to use in applying to assigned tasks in the areas of restoration, compliance, conservation, pollution prevention, and/or integration principles and practices.
4. Ability to establish effective working relationships with others.
5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

JOB SUMMARY
GSI is seeking a mid-to-senior level Environmental Scientist to support our growing environmental team that is executing technical consulting work, primarily for government clients. The Environmental Scientist will be based in Boulder, CO but will support projects throughout the country. The Environmental Scientist will work on detailed and routine environmental assignments addressing geology, biology, ecology, chemistry, and regulatory issues. DUTIES AND RESPONSIBILITIES
Primary duties and responsibilities include (but are not limited to):
Provides technical assistance on all project types while working under the general supervision of more senior personnel
Collects, evaluates, compiles, and analyzes project-specific data
Prepares sections of reports and is responsible for ensuring accuracy and quality of work products

ESSENTIAL DUTIES AND RESPONSIBILITIES
City-wide Ecologically Based IPM Policy and Program Management
Administers the city's ecosystem-based IPM Policy which is based on >30 years of collaborative inter-departmental coordination using a decision-making process that evaluates treatment options based on both efficacy of treatment and the associated risks to human and ecosystem health. Coordinates inter-departmental, multi-disciplinary teams to develop policies, programs and practices in support of the city's management of land, waterways, wildlife and biodiversity, developing risk-reduction strategies for all invasive species and management methods, including chemical, mechanical, and cultural controls.
Manages the citywide IPM implementation and decision-making process, including ongoing risk assessments for chemical and other treatment methods and updating the approved pesticide list and IPM operations manual consistent with IPM policy direction and state and/or federal requirements. Ensures that the city's program remains up to date on new chemical and non-chemical management strategies, scientific research, climate and other anthropogenic impacts, and policy changes that affect the city's IPM and zoonotic disease vector management programs.
Facilitates ongoing shared learning opportunities for city staff about IPM, potential pest challenges and least toxic and ecosystem-focused strategies.
Manages the production, synthesis and analysis of data related to IPM and related management of vegetation, insects, and/or vectors of disease including evaluation of measures being utilized by the city, its contractors or other entities implementing control measures. (see Boulder IPM Program).
Mosquito Management Program
Manages all aspects of the city's annual ecosystems-based Mosquito control program in coordination with multiple departments across the city organization as the primary method for protection against West Nile virus and other vector borne illnesses.
Develops and administers program budgets, including developing and managing contracts with consultants and contractors implementing the ecosystem-based mosquito larval control program.
Develops or participates in cross-jurisdictional collaborations to evaluate a range of different treatment strategies, both efficacy of treatments and evaluation of non-target impacts.
Natural Climate Solutions Programs and Policy
Participates in cross-departmental teams coordinating integration of nature-based solutions and IPM efforts in broader city plans and actions including the development of applied research into new approaches that enhance environmental health while minimizing or eliminating exposure to potentially toxic substances.
Participates in the development of ecosystem assessment and monitoring systems designed to enhance community resilience to climate change and other disruptive forces.
Supports analysis of potential city policy development for the implementation of critical nature-based solutions.
Regional/State Action
Develops and/or participate in related regional/state level policy assessments including work with state policy makers in the development and implementation of new nature-based solutions and/or IPM policies at both state and federal levels.
Develops and/or supports regional/state level implementation initiatives designed to pilot or refine systems-scale nature-based solutions and ecological resilience actions such as regional ecologically focused land management practices, public land research consortia, and monitoring programs to assess land management practices on climate, biodiversity, human wellbeing, economic and social impacts, community ecological health, or other similar initiatives.

Candidate must be willing to travel up to 90% of the time, have a valid driver's license with clean record, have the ability to drive and fly to sites around the country, work outside in all weather conditions, and pass a pre-placement physical exam as well as routine drug and alcohol monitoring.

ESSENTIAL DUTIES AND RESPONSIBILITIES
City-wide Ecologically Based IPM Policy and Program Management
Administers the city's ecosystem-based IPM Policy which is based on >30 years of collaborative inter-departmental coordination using a decision-making process that evaluates treatment options based on both efficacy of treatment and the associated risks to human and ecosystem health. Coordinates inter-departmental, multi-disciplinary teams to develop policies, programs and practices in support of the city's management of land, waterways, wildlife and biodiversity, developing risk-reduction strategies for all invasive species and management methods, including chemical, mechanical, and cultural controls.
Manages the citywide IPM implementation and decision-making process, including ongoing risk assessments for chemical and other treatment methods and updating the approved pesticide list and IPM operations manual consistent with IPM policy direction and state and/or federal requirements. Ensures that the city's program remains up to date on new chemical and non-chemical management strategies, scientific research, climate and other anthropogenic impacts, and policy changes that affect the city's IPM and zoonotic disease vector management programs.
Facilitates ongoing shared learning opportunities for city staff about IPM, potential pest challenges and least toxic and ecosystem-focused strategies.
Manages the production, synthesis and analysis of data related to IPM and related management of vegetation, insects, and/or vectors of disease including evaluation of measures being utilized by the city, its contractors or other entities implementing control measures. (see Boulder IPM Program).
Mosquito Management Program
Manages all aspects of the city's annual ecosystems-based Mosquito control program in coordination with multiple departments across the city organization as the primary method for protection against West Nile virus and other vector borne illnesses.
Develops and administers program budgets, including developing and managing contracts with consultants and contractors implementing the ecosystem-based mosquito larval control program.
Develops or participates in cross-jurisdictional collaborations to evaluate a range of different treatment strategies, both efficacy of treatments and evaluation of non-target impacts.
Natural Climate Solutions Programs and Policy
Participates in cross-departmental teams coordinating integration of nature-based solutions and IPM efforts in broader city plans and actions including the development of applied research into new approaches that enhance environmental health while minimizing or eliminating exposure to potentially toxic substances.
Participates in the development of ecosystem assessment and monitoring systems designed to enhance community resilience to climate change and other disruptive forces.
Supports analysis of potential city policy development for the implementation of critical nature-based solutions.
Regional/State Action
Develops and/or participate in related regional/state level policy assessments including work with state policy makers in the development and implementation of new nature-based solutions and/or IPM policies at both state and federal levels.
Develops and/or supports regional/state level implementation initiatives designed to pilot or refine systems-scale nature-based solutions and ecological resilience actions such as regional ecologically focused land management practices, public land research consortia, and monitoring programs to assess land management practices on climate, biodiversity, human wellbeing, economic and social impacts, community ecological health, or other similar initiatives.
Coordinate Community Engagement
Supports community engagement and community science opportunities.
Develops and maintains partnerships with external groups, such as local Universities, Boulder Valley School District, Boulder County and private landowners. This will include providing community outreach on weed and pest management, protection of biodiversity through nature-based solutions related strategies, toxics reduction and alternative practices that enhance ecosystem and community health and resilience.
Serves as the point of contact for residents regarding city IPM and mosquito management/West Nile virus programs. May provide technical advice to private landowners on weed management to comply with Colorado State Weed Law.
Publicly represent the city's programs and policies and collaborate with the city's communication teams in creating effective community outreach.
Monitors regional, state and federal actions and regulations as needed and advises for updates to community as needed.
Participates directly in utilizing the city's racial equity guidelines and engagement to insure broad and inclusive engagement internally and externally.

Examples of specialized experience may include: serving as an advanced analyst in the field of analytical chemistry for analysis of water samples (primarily stream water, soil leachate, and precipitation); using equipment and instruments including atomic absorption spectrophotometers, ion chromatographs, automatic titrators, ammonia analyzers, carbon analyzers, and nitrogen analyzers; performing preparations, quality control, calibrations, calculations, waste and sample disposal related to the analysis; training other technicians in the performance of routine duties; and generating reports based on analytical data produced.
FOR GS-12: Successfully completed 1 year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is in or related to the position to be filled. To be creditable, the specialized experience must have been at the GS-11 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience may include planning and executing complex physical science studies, which usually involved intensive investigations into recognized phenomena. This work typically involved conventional methods and techniques though it required going beyond clear precedents, and required adapting methods to the problems at hand and interpreting findings in terms of their scientific significance. At this level, physical scientists have the ability to independently perform scientific work of considerable difficulty.

Examples may include providing research and science support information for program policy or Regional program management of complex or interdisciplinary nature; identifying developmental and training needs of managers to address program area design challenges and making policy or programmatic recommendations for specific developmental tasking and training assignments; participating in policy and guidance development to enable organizational implementation of policy or program initiatives; monitoring program implementation and making recommendations on the allocation of resources; adjustment of organizational engagement methods, protocols or procedures to ensure maximum effectiveness, efficiency, and economy.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
* Knowledge of professional environmental physical scientific principles, practices, techniques, and procedures to effectively participate in project development, execution, training, and assistance in assigned projects (see Environmental Program Checklist).
* Knowledge to troubleshoot routine environmental physical science problems requiring investigation of unsanitary or questionable conditions in assigned projects (see Environmental Program Checklist).
* Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to make decisions and recommendations concerning assigned restoration, compliance, conservation, pollution prevention and/or integration principles and practices.
* Skill to integrate an interdisciplinary team of professionals to include attorneys, public health specialists, public affairs specialists, biological scientists, environmental engineers, physical scientists, general engineers, community planners, regulators, other governmental officials, and community groups.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
