This is a physically active job where you'll be lifting and carrying up to 50 pounds throughout the day, operating a forklift and other mobile equipment to move containers to and from storage and treatment areas and to load and unload trailers. You will complete required documentation accurately, timely and legibly in accordance with applicable regulations and customer policies, practices and procedures.

OVERVIEW & PURPOSE:
Performs responsible skilled equipment operation work in the County Solid Waste Environmental Compliance Division.
This position is assigned to Solid Waste Environmental Compliance Division. Environmental Compliance employees operate heavy equipment such as large dozers, compactors, motor graders, loaders, excavators, pipe cutting and welding equipment and other equipment needed to repair or install measures to correct environmental deficiencies. Work includes mitigation of environmental issues that can include erosion control and repair, landfill gas emissions control, ground water remediation, electric and pneumatic pump removal, installation, maintenance and repair, and other work as assigned. This position assists the Environmental Specialist, as needed, in gas well compliance task. Employees also assist in various semi-skilled and unskilled tasks when not engaged in equipment operation and repair. Workers are subject to indoor and outdoor environmental conditions including extreme heat, cold and noise. Work in solid waste management also involves exposure to physical conditions such as moving mechanical parts; atmospheric conditions such as odors and dust; and skin exposure to oils. Work may be subject to OSHA's blood borne pathogen standards. Work is performed under regular supervision and evaluated in progress and upon completion for adherence to standards, safety, and operational requirements. Reports to the Environmental Compliance Supervisor.
ESSENTIAL FUNCTIONS:
A position may not include all the work examples given, nor does the list include all that may be assigned.
Operates bulldozer, skid steers, excavators and articulating trucks; operates heavy equipment to grade and excavate land and backfill excavations and trenches.
Capable of performing fine grading insuring proper grade, slope and coverage amount.
Responsible for maintenance and construction of storm water and erosion control devices including silt removal and baffle replacements.
Responsible for the timely repair of leachate outbreaks.
Performs culvert maintenance at all creek crossings and waterways.
May assist in building gravel roads and pads, identifies materials needed.
Operates motor grader in the grading, ditching and other construction and maintenance of dirt roads and the repair of road surfaces at the landfill as well as snow removal.
May assist in yard waste area Operating frontend loader and other equipment to maintain neat piles of yard waste and turn and mix piles for compost preparation; takes temperature readings for proper compost preparation.
Maintains stockpiles and loads bulk recyclables such as asphalt shingles and scrap tires.
Assists with larger landfill gas repair and installation projects.
Inspects assigned equipment for proper operation and safety.
Maintains records of work activities to include time, materials and equipment used for each specific project.
Assists in annual budget preparation for anticipated project needs.
Performs annual mowing of landfill facility; participates in landscape and facility maintenance at solid waste facilities; participates in snow removal.
Assists with cleaning up in and around facility.
ADDITIONAL FUNCTIONS:
May substitute for other employees in active landfill operations.

KNOWLEDGE, SKILLS, & ABILITIES:
Must be capable of working independently.
Considerable knowledge of the operation of heavy construction equipment to include compactors, dozers, etc.

Considerable knowledge of the methods of landfill operation including grading and drainage requirements and regulation regarding solid waste materials disposed in landfill.

This leadership position within Mecklenburg County's Water Quality (WQ) Program (under the Stream Team) performs a variety of activities which includes stream morphology assessments/surveys, inspections, and restoring surface water quality conditions in Mecklenburg County. This position will also serve as the lead role of the Stream Walk Program that supports the City of Charlotte's Phase I and Mecklenburg County's Phase II stormwater permit(s). Position also provides leadership support in the Stream Restoration Ranking System (SRRS) program and compensatory mitigation credit monitoring/reporting for selected stream/wetland projects. The candidate must be proficient with various surveying equipment; GPS units; water quality monitoring instruments such as YSI multiprobes, ISCO automated samplers; mobile data collection systems; and cellular phones. Basic engineering design plan review experience for stream restoration projects is preferred
What Will I be Doing:
This position requires strong team and leadership skills to be proficient in performing field activities of surveying, collecting, and analyzing datasets to assess/determine conditions of unrestored/restored streams. Candidate will also use GIS to analyze and assess datasets collected for the Stream Walk Program. This position will draft reports and present data results, trends, etc to WQ and City of Charlotte staff periodically.
The position will also respond to resident's request for service related to water pollution, investigate potential sources, enforce regulations, and ensure compliance with applicable local ordinances. The position will serve on an Emergency Response Team with other field staff approximately 2 to 3 weeks per year to respond to water pollution emergencies after normal business hours to enforce local ordinances and ensure compliance.
Who Will I be Working With:
This position is part of WQ's Streams Team and leads/works with WQ biologists and ecologists. The position works with project managers in Engineering/Mitigation and Storm Water Operations for maintenance/monitoring initiatives necessary for long-term stewardship of completed stream restoration projects.

Monitor and conduct investigations for possible violations and resolves issues and/or questions
Report violations to the appropriate authority documents findings, and testifies in court if necessary; and suspends or revokes permits if necessary

Croft State Park History/Scope of Work: Croft State Park was a former WWII Infantry Replacement Training Center known as Camp Croft. The camp was occupied from 1941-1945 by over 250,000 soldiers, and administrative and management personnel. In 1950, an agreement between the United States Army Corps of Engineers and the State of South Carolina was enacted through a quitclaim deed. This deed provided 7,054 acres± to the state for public use. Officially entering the state parks system by the 1960s, Croft State Park is now heavily used by horseback riders, mountain bikers, hikers, fishers, boaters, and more. The focus of this project is to complete Munitions and Explosives of Concern (MEC) remedial action. MEC detecting equipment will be used to sweep Camp Croft's habitat, identifying subsurface MEC for removal. Additionally, before the deployment of detecting arrays limited vegetative clearance will be required to allow equipment to access natural habitats.

Key Responsibilities:

We're looking for experienced, professional CDL B drivers that will share our commitment to our people, partners and planet. Traveling to locations on your assigned route, you will be responsible for packing, transporting and properly disposing of waste material in accordance with our environmentally responsible policies and procedures. This position will require 4 overnights/week (with paid hotel expenses and a nightly per diem).
Primary Responsibilities (Essential Functions):
The CDL B driver works on-site at various retail stores and perform two functions, applying all applicable federal and state laws and DOT, EPA and DEA regulations: 1) Characterize segregate, package and document various types of retail hazardous waste and 2) Characterize, segregate, package, and document various types of pharmaceutical waste. This position is also responsible for the preparation of all appropriate and required documentation to meet State, EPA, DOT and EPA regulations.
Travel between customer retail facilities, through assigned territory.
Provide services related to managing retail hazardous waste and pharmaceutical waste as well as characterizing hazardous, regulated, and non-hazardous waste.
Properly process lab packs and prepare manifests and LDR's for hazardous waste shipment (according to State, EPA & DOT regulations).
Maintain / manage own expenses and travel schedule to ensure customers are serviced on a regular and timely basis. Manage route to maintain compliance with 10 day transfer schedules.
Provide training and support for customers on processes, findings and regulatory compliance.
Provides written and verbal reports to customer and supervisor.
Qualifications
Minimum Qualifications
At least 21 years of age
High School diploma or GED
Understand, read, and write English
Able to repeatedly lift and carry up to 75 lbs.
Able to stand, bend, and walk for extended periods of time
Basic knowledge of Windows-based software (Word, Excel, etc)
Willing and able to wear company-provided personal protective equipment such as eye protection, foot protection, Tyvek coveralls, and respirator (as needed)
Valid Class B Commercial Driver's License (CDL)
Able to pass a DOT physical, drug test, and DEA background check
Preferred Qualifications
Valid TWIC Card
Hazmat endorsement (candidates will be expected to obtain a Hazmat endorsement as a condition of employment after hire)
