Essential Functions
Reviews and evaluates Significant Industrial User (SIU) required data disclosure forms. accidental spill prevention plans, toxic organic management plans, and quality assurance plans. Assists in identifying potential SIUs and Municipal Industrial Users (MIUs). Assists in building plan reviews to ensure appropriate pretreatment infrastructure. Assists in the development of SIU discharge permits, monitoring requirements and other standards as required by applicable approved pretreatment programs. Maintains detailed files for each permitted industry including spill prevention and solvent management plans, periodic self-monitoring reports, site inspections and compliance monitoring reports and routine correspondence. Enforces industrial permit requirements and Boise city code in instances of non-compliance. Prepares and executes appropriate enforcement responses pursuant to the city's required and approved Enforcement Response Plan.
Inspects critical and sometimes hazardous areas of SIU-regulated industries; evaluates chemical storage, use and disposal, as well as process wastewater pretreatment facilities as required by the city's IPDES permit. Coordinates with industrial facility personnel to ensure full access to regulated facilities. Assists industrial personnel to identify and evaluate process issues related to regulated used water (wastewater) discharge. Develops records reflecting inspection review of good housekeeping practices, equipment maintenance and calibration and waste management practices for compliance with local, state and federal rules and permit requirements.
Maintains and uses a varied inventory of monitoring equipment, computer-programmed data loggers and manual and automatically used water sampling equipment. Performs compliance sampling and monitoring of discharge from SIU-regulated industries as required by the city's EPA/IDEQ permit in a manner that ensures the generation of legally defensible data. Coordinates timing of events with city lab personnel to the maximum extent practicable for efficient use of resources.
Compiles, collates and interprets monitoring data and presents for review by management and other work groups. Maintains records of industrial discharge flows for planning purposes. Supports various work groups by developing and maintaining data analysis tools that streamline and automate data quality control checks and statistical analysis. Troubleshoots, maintains and upgrades the Industrial User Database user interface on a routine basis. Locates and corrects data quality and integrity issues.
Manages required pollutant-specific Best Management Practices (BMP) enforcement programs. Develops BMP outreach educational materials and inspection program procedures for use by environmentaltechnicians during inspection of dental office, photographic printing and food service facilities. Coordinates with environmentaltechnicians on a periodic sampling of used water discharge from required pretreatment equipment. Reviews sample analysis results and handles necessary enforcement action until compliance is achieved.
Ensures all local independent sewer districts maintain and operate pretreatment programs in accordance with the IPDES permits and city agreement to provide pretreatment services. Provides technical assistance and direction to district staff to ensure procedures and inspection protocols are in line with city methods. Provides inspection and sampling technical assistance to independent outside sewer district pretreatment staff. Audits district program activities for compliance with pretreatment program requirements under the city's EPA/IDEQ permit. Provides technical or administrative assistance to environmentaltechnicians in support of their contract-driven work in outside sewer district pretreatment programs. Assists city contractors with special projects. Assists other departments with environmental investigations. Develops Temporary Indirect Discharge Permits for special discharge requests.

Required Knowledge, Experience, And Training
Bachelor's degree in environmental science, natural resource management, biological science or related field and four years of experience in environmental resource protection and control, or an equivalent combination of education and/or experience.

+ Perform and provide to the Senior Project Engineer non-conformance reporting (NCR), punch list and coordinate inspections to ensure final construction build meets engineering specifications and is managed in real-time throughout the project.
+ Verify the construction contractor has adhered to and ECN or RFI responses in respect to revisions to the engineering specifications and report finding to the Senior Project Engineer.
+ Support Senior Project Engineer in liaising with internal Engineering teams to interpret, communicate, and suggest alternatives to engineered technical construction specifications.
+ Support the Senior Project Engineer in documenting project activities, creating and maintaining a reporting structure to make all stakeholders aware of daily, weekly, and monthly technical reports from the field, including daily inspections and non-conformance reporting.
+ Conduct field visits with the Senior Project Engineer to provide technical guidance and implement a Project Quality Plan audit in accordance with POWER's Quality Management System.
+ Confer with the Senior Project Engineer about reviewing Inspection & Test Plans (ITPs) and leading/being part of constructability reviews.

**Who You Are**
**Required Qualifications**

+ Experience interpreting IFC engineering packages and technical drawings.

Alta Science & Engineering, Inc. is currently accepting applications from talented students pursuing a degree in Environmental Science, Ecology, Biology or related fields or recent graduates to support projects throughout the Inland Northwest. Under the guidance of experienced staff, the successful candidate will learn from teams that include scientists, engineers, and clients. This position is based in our Moscow, Kellogg, or Boise, Idaho office and is a summer internship with hours ranging from 20-40 hours per week.
Responsibilities May Include:
Conduct botanical and wildlife surveys
Conduct aquatic and terrestrial habitat documentation and characterization
Conduct field sample collection for water and soil according to prescribed protocols.
Prepare samples for analysis in accordance with established protocols.
Provide field support for groundwater and soil remediation activities.
Work closely with project managers, engineers, and scientists by reviewing data and field information for report preparation.
Assist in preparing data summary memos.
Prepare graphs and charts from synthesized data.
Maintain a high degree of professionalism during interactions with Alta staff, clients, and other stakeholders.
Provide timely communication with supervisor regarding work-related matters.
Actively promote good Health and Safety practices at all times.
Required Qualifications:
Pursuit of a Bachelor's or Masters degree in ecology, engineering, environmental science, or related degree from an accredited university, having completed at least 2 years of college classes; or recent graduate.
Excellent verbal and written communication skills.
Attention to detail, time management, and organizational skills will be critical for successful completion of tasks.
Strong working knowledge of MS Office Software packages (Word, Excel, Outlook, PowerPoint, etc.).
Ability to work on your feet and lift 50 lbs.
Valid drivers license with insurable driving record.
Willingness to travel.
Ability to conduct field work, in some cases in adverse weather conditions and on rough terrain.
